I still have this kind of crackpot theory where it's just the magnitude of your chakra reserves. Kagome said chakra is connected and communicates and stuff, and was given to humans so they'd understand each other better. Maybe, if you have enough chakra, there's more 'communication' and you can use that to make other people feel things in your presence. Jounin get Jounin Auras because Jounin have high chakra reserves and that lets them communicate themselves like a sledgehammer.
In this sense, Keiko might have a proto-Jounin Aura because she's put so much XP into chakra reserves for her summoning, and it's finally starting to manifest.

Perhaps Wakahisa are excluded because their chakra isn't really "theirs", since it spends most of its time outside of their body and chakra cares about that? Easy enough to check, ask Noburi if the Wakahisa have jounin auras.

Perhaps as far as chakra is concerned all Wakahisa have 1 CP and none of them get Jounin Auras.
Perhaps it's only keying off of his level instead of how much is swirling around in a bucket.
