Also, while reading the rulesdoc, I notice that it we aren't explicitly prohibited from, say, Blocking an enemy from performing any actions (and rolling Taijutsu, which needs us to be in the same Zone as the enemy) and then using a Supplemental Action to leave the Zone. Is this as intended?
They didn't choose to put their best courtier on the field, that's for sure. And really, can you blame them? Put the combat brute in the combat tournament. It's the safe bet.

...come to think of it, I wonder if we could store the goo from a goo bomb. We'd have a poor man's goo bomb when we unstored it, and it'd be a way to get out of goo bombs. As a certain Nara pointed out, you should always have a way to beat your own weapons in your back pocket.
This is a chakra construct and as such it doesn't play nice with storage seals.

I am sleepy and may be recalling wrongly, but I am pretty sure storage seals literally just don't recognize chakra constructs as targets to be stored. So it's not that doing so causes Cthulhu, it just doesn't happen.

A Nara in a one on one battle with a summoner is screwed unless they get the drop on them, to be honest. Of course, that's because a summoner is never really in a one on one with anybody.
I am imagining a strategy wherein Keiko gets on Panjandrum's back and throws kunai at Shikamaru while Panjandrum literally runs rings around the guy.
For Shikamaru, I suggest noting how Shikamaru picks up kunai, and placing training explosives there. If he catches Keiko with his technique and tries to get her to tag out with them, she can explode the kunai before he gets the chance to, creating a flash of light and getting her out of the hold.
