If we convince him we're willing to help his Wolf partner get into the tournament, we might be able to convince him to go rogue for us during the next round.

I repeat this is a terrible idea. His spec is running cons. You are literally giving him what he wants. In fact most of the time the first part of a con is making the mark think that they have it figured out.
 
We are currently within close range of someone who can summon clouds of toxic gas. It seems like if we go to attack him he might be able to get that off before we disable him, perhaps downing all of team uplift in one fell swoop. He likely has higher social skills than us, and will therefore see our attack coming. Further, if I was him, I wouldn't give accurate information about my combat specialties to someone I was planning to betray. Who wants to be he fights at range, and uses the jutsu cloud to keep close-range fighters off his back? At the very least, we should expect him to have capabilities we know nothing about.

I suggest against trying to cooperate with him. He's good enough at lying that Hazou won't be able to notice him doing it, and he specializes in manipulating people. He'll give a perfect or near-perfect impersonation of someone who was hiding something, now isn't, and intends to cooperate with us, regardless of his actual intentions. I don't trust Hazou or the Hivemind to be able to outmaneuver him.

We should test out Usamatsu in front of everyone and use it as a feint to get him in CQC range.
Make out like we need hand signs to activate the seal. In reality signal to Keiko and Noburi that he needs to be taken out.

Edit: Note, he cannot try anything AOE within range of the proctor or he will be immediately kicked out along with his other Wolf friend.

Doigama's not a combat spec, he's a conman. He's not going to last in the tournament. But he's in Wolf, and there are 2 ninja from Wolf in the running. The theory is that Doigama will throw in order to get the other Wolf ninja into the tournament.

Then we should offer a carrot and a stick, not just to him but to everyone. We are the Hokage's children and what we say to Jiraiya matters. We can use that as diplomatic leverage against anyone who is currently thinking about betraying us. Tell them that every action they will undertake in this chunin exam event will be remembered when Jiraiya of the Sannin engages with diplomacy with their respective nations. Remind them of how they represent the best their villages have to offer and that this is also an opportunity to gain favor with Leaf and other nations by acting in good faith for a common goal regardless of how small it is on the international stage. We should close with stating that we are looking to make as many new amicable connections on behalf of Leaf and the Hokage as possible and are willing to work with them not only in this event and the exams but after we all go home too.

After all of that is said and done we should give everyone the opportunity to voice any further issues or complications they may have with regards to gaming the tournament for their own villages. We should word it in such a way that anyone thinking of betraying us should have second thoughts and then we should make it clear that any attempts at betrayal after this speech will be explicitly remembered as hostility to Leaf and its ninjas in future negotiations between villages. If circumstances are such that a ninja cannot obey his or her orders and work with us we should then offer to everyone the neutral option of sitting the event out nearly unconscious via chakra drain so that we, as in red team, know they will not get in our way and they know we will not see nor remember them later as a threat.

All of this should be framed not as escalation, but as a reminder of what the exams mean for international diplomacy. We have diplomatic power here and we should use it first before engaging in our own subterfuge. The international community's eyes are upon us; we might as well put that scrutiny to good use rather than be perceived as too paranoid to work with other villages' ninjas.

Also yeah, our fuel air bombs are just below the lower end of modern military bombs. At least in terms of energy released.

They do lean towards bark over bite, when compared to the modern weapons. Well, if the following counts as bark:
  • A pressure wave that would slam normal humans to the ground.
  • A second where it feels like your breath is ripped out of you.
  • A few seconds where the air rushing in to the explosion feels like it's pulling you off your feet.
  • Sunburns

If he were full Hanzo build why would he want to tank his score for the other guy? Is the other Wolf guy supposed to be a Jinchuriki or something?

He can have the build but not the necessary XP to make it work yet.

Like, replace "Poison User" with "Sealmaster" and reduce our resource pool to like a quarter of what it is and we'd be just as fucked modulo one or two good tricks.

He actually does claim that he can "punch".

Long story short, I can sneak, pick locks, and punch. I also use jutsu to make clouds of toxic gas around me when I fight. I'm immune, but the rest of you will want to stay back at least ten, fifteen feet."

We could dangle what he wants in front of his face. Hope of victory for his village. Offer a 5sb to every teammate. And then threaten a horrible stick. Offer a strategic decision up for a vote: mongol tactics. Offer a few teams early on the chance to surrender, and anyone who refuses, we level them and anyone left in their village. In this round and the next. He should get the hint.
 
I think the winning move might be to literally give him what he wants, but specify that any attempts at backstabbing will be returned with extreme prejudice.
 
I feel the need to reiterate this: IF we don't plan on just draining him and leaving him in a bush (which I'm still for btw), we REALLY should lean on Katō Yūto's social skills to verify he's not gonna betray us.

I'm thinking something like "Yo Doigama, there's another wolf nin in the event, what should we do with them?". After he responds we turn to Kato and ask "You think he's lying m8?".

Kato doesn't have a potential conflict of interest here, and the chances of us having TWO traitors in our midst our probably lower than the chances of having only one.

I can not say loudly enough how bad of an idea this is

We already have one non-combatant in the Sky dude. Losing another ally who could potentially punch some people is really tough. If we don't take this risk here, we'll have to take a different one elsewhere, I think.

Our strategy is risky as is, every additional constraint added makes it more likely to fail in some way. We can't afford to play things safe.
 
I think we should just keep an eye on him and prepare to K.O. him if he betrays us. Attacking him now makes things worse. Trying to negotiate with a social spec makes things worse.
