In particular it would be good to clarify that "the rest of the oil" corresponds to "the appropriate dose assuming Keiko was following the plan to the letter".
Is that not covered by "There was exactly enough oil for the volume and potency of alcohol, though I was forced to leave an empty flask"?
38 Alertness roll on an academy guard? How in the world did any students get around that?

There were some, shall we say, interesting rolls this update. However, the plan was solid enough that it would have been difficult for things to go
very wrong.
This is going to be tough to plan for though, as it'll require a lot of contextual knowledge. That's part of the reason spreading news of the prank was so lacking in the plan.
@Velorien do the kids have any idea, for example,
who we would anonymously report Lizardbreath to in Mist? Or whether he has any enemies, maybe within the school itself, who could take advantage of his upcoming mishap?
Anonymously reporting someone in Mist is frighteningly easy. You have the secret police, you have T&I, you have the public relations face of the bureaucracy in the Mizukage's Office... under Yagura's regime, pretty much any government official would have to pass it up the chain. How much of it Ren has dismantled you don't know, but old cultures of denunciation die hard.
You're less au fait with his enemies in the school (sure, a bunch of teachers dislike him, but you don't know how far they'd go to harm him), and certainly you don't know the politics outside school well enough to speculate.
Ideally, we'd like this plan to cover the time until around early afternoon tomorrow, or otherwise when the effects of our prank become visible.
Fine in principle, though as mentioned I chose to ignore this (to your benefit, I think).
- We want to ascertain whether we're being tailed and how, and potentially provoke our assailants into tipping their hand.
- Keep an eye out for civilian tails.
- Take some paths through the city that would make visual tracking difficult.
- Loudly discuss lodging at a different inn, then stake it out.
- If we manage to find our tail, maybe have Panashe follow them covertly?
This is a very good balance of complexity. It gives me all the information I need in terms of both intent and means, and doesn't leave any obvious gaps that would make it hard for me to write. It's also the kind of thing that can be shunted offscreen if nothing interesting happens.
- Team is Keiko with Panashe. She wears concealing clothing, with the bandana left on.
- Execution time is late night, preferably when it's darkest, so the bandana doesn't impede stealth too much.
- Keiko summons Panashe in a secluded spot close to the academy. Panashe then scouts the academy (having been briefed on the layout), in order to identify guard patrol routes and secure entrance to the Old Schoolhouse Building. She then goes back to Keiko, and they both move in via the secured path.
- After reaching Lizardbreath's office, put down a Silence Mine to cover it. Panashe works at disarming traps while Keiko watches for trouble. Keiko may also help with Zephyr's Reach if appropriate.
- Spike the booze with Noburi's paranoia nut oil. If it's not safe to do so (because it's too strong), focus on memorizing Lizardbreath's schedule and any other interesting documents in the office.
- Plant the rest of the oil in such a way that it's not visible, but a cursory search of the office should reveal it.
- Exfiltrate, leaving everything in apparent order. Panashe unsummons.
- Should anything unexpected happen while inside the school, Panashe provides a distraction, then unsummons before she can be seen. Open a window while in the office for a quick escape route. Escape to the summon realm if desperate.
This is nigh perfect. Rarely have I found it so easy to write an action-centred update (though the new ruleset really helps too). It's concise, precise, flows with no gaps and covers obvious questions and "what if" scenarios.
Try to think of a way to ensure that Lizardbreath's condition can't be swept under the rug.
- An anonymous tip by a concerned parent about the headmaster behaving erratically during mornings.
- Maybe Lizardbreath has enemies capable of leveraging this incident somehow?
This is definitely too vague for how important it is, and how complicated it is for people in your position to communicate with Mist citizens.
Get her to talk about her past, how business is going, whether she can get more stock if it goes particularly well, how much more she needs to make before she can retire, and so forth. Sound out how satisfied she is with our performance thus far and whether she has any feedback.
This is good. It's a scene that doesn't need to be overspecified, and isn't, but there's enough potential material there to be getting on with.
