Anyway we really have to reward Panashe , she has been the most useful pangolin of all.

Kei gave a melancholy smile, thinking of a monster's punishment slowly soaking into the ground of another world. "It was out of my hands."

My interpretation was that she got reverse summoned, and spilled the oil onto the ground of the Seventh Path.

@Cariyaga I think making a clone that isn't wearing a bandana is against the spirit of the rules, if not the letter. Bandanas are meant to mark acceptable targets for the contestants; any scheme that messes with their function would constitute a danger to the village and its inhabitants. In principle, Noburi could make a water clone without a bandana and use that to attack clients, but I'm pretty sure it'd be considered a rules violation.
Certainly, if we were using it to attack clients. But creating a clone, having it henge as an enemy team without a bandana and just walking around?

Seems perfectly acceptable to me.

This is going to be tough to plan for though, as it'll require a lot of contextual knowledge. That's part of the reason spreading news of the prank was so lacking in the plan. @Velorien do the kids have any idea, for example, who we would anonymously report Lizardbreath to in Mist? Or whether he has any enemies, maybe within the school itself, who could take advantage of his upcoming mishap?

Awesome update, by the way, Keiko's flashbacks were a really nice touch. Do you have any feedback on the plan? Were parts of it over or underspecified relative to what you would've liked?

I was a little lost the first time around, though when I looked back to see if I missed anything I got it mostly figured out.

This line is where the key pieces of the puzzle were, and for some reason I didn't parse it as an important sentence and thus only picked up the general gist of what it said.

Well, we do have yakuza contacts. Depending on how trustworthy we think they are (not very), we could always drop a hint with them. Mention how we've heard rumors that the headmaster is an addict and to look into that -- just consider how convenient it would be for their business if drugs were suddenly legal.

And why, wouldn't we happen to know someone who could get them a jump on cornering the market? Purely coincidental.
 
In particular it would be good to clarify that "the rest of the oil" corresponds to "the appropriate dose assuming Keiko was following the plan to the letter".
Is that not covered by "There was exactly enough oil for the volume and potency of alcohol, though I was forced to leave an empty flask"?

There were some, shall we say, interesting rolls this update. However, the plan was solid enough that it would have been difficult for things to go very wrong.

Anonymously reporting someone in Mist is frighteningly easy. You have the secret police, you have T&I, you have the public relations face of the bureaucracy in the Mizukage's Office... under Yagura's regime, pretty much any government official would have to pass it up the chain. How much of it Ren has dismantled you don't know, but old cultures of denunciation die hard.

You're less au fait with his enemies in the school (sure, a bunch of teachers dislike him, but you don't know how far they'd go to harm him), and certainly you don't know the politics outside school well enough to speculate.
Ideally, we'd like this plan to cover the time until around early afternoon tomorrow, or otherwise when the effects of our prank become visible.
Fine in principle, though as mentioned I chose to ignore this (to your benefit, I think).

  • We want to ascertain whether we're being tailed and how, and potentially provoke our assailants into tipping their hand.
  • Keep an eye out for civilian tails.
  • Take some paths through the city that would make visual tracking difficult.
  • Loudly discuss lodging at a different inn, then stake it out.
  • If we manage to find our tail, maybe have Panashe follow them covertly?
This is a very good balance of complexity. It gives me all the information I need in terms of both intent and means, and doesn't leave any obvious gaps that would make it hard for me to write. It's also the kind of thing that can be shunted offscreen if nothing interesting happens.
  • Team is Keiko with Panashe. She wears concealing clothing, with the bandana left on.
  • Execution time is late night, preferably when it's darkest, so the bandana doesn't impede stealth too much.
  • Keiko summons Panashe in a secluded spot close to the academy. Panashe then scouts the academy (having been briefed on the layout), in order to identify guard patrol routes and secure entrance to the Old Schoolhouse Building. She then goes back to Keiko, and they both move in via the secured path.
  • After reaching Lizardbreath's office, put down a Silence Mine to cover it. Panashe works at disarming traps while Keiko watches for trouble. Keiko may also help with Zephyr's Reach if appropriate.
  • Spike the booze with Noburi's paranoia nut oil. If it's not safe to do so (because it's too strong), focus on memorizing Lizardbreath's schedule and any other interesting documents in the office.
  • Plant the rest of the oil in such a way that it's not visible, but a cursory search of the office should reveal it.
  • Exfiltrate, leaving everything in apparent order. Panashe unsummons.
  • Should anything unexpected happen while inside the school, Panashe provides a distraction, then unsummons before she can be seen. Open a window while in the office for a quick escape route. Escape to the summon realm if desperate.
This is nigh perfect. Rarely have I found it so easy to write an action-centred update (though the new ruleset really helps too). It's concise, precise, flows with no gaps and covers obvious questions and "what if" scenarios.
Try to think of a way to ensure that Lizardbreath's condition can't be swept under the rug.
    • An anonymous tip by a concerned parent about the headmaster behaving erratically during mornings.
    • Maybe Lizardbreath has enemies capable of leveraging this incident somehow?
This is definitely too vague for how important it is, and how complicated it is for people in your position to communicate with Mist citizens.

Get her to talk about her past, how business is going, whether she can get more stock if it goes particularly well, how much more she needs to make before she can retire, and so forth. Sound out how satisfied she is with our performance thus far and whether she has any feedback.
This is good. It's a scene that doesn't need to be overspecified, and isn't, but there's enough potential material there to be getting on with.

Also, dear Slaanesh, SV doesn't make quoting bullet points easy.

Thanks a lot for the breakdown @Velorien! I think ignoring our preference for the timeframe was a good call as well. That is only really there so you can potentially skip time if nothing interesting happens, so there shouldn't ever be any complaints about ending earlier.

It sounds like this is a pretty good plan size to aim for - almost exactly 400 words. We got across everything necessary, and where the plan was lacking, it was because we didn't know what to do rather than because we underspecified.

Worst comes to worst, Jiraiya's in frequent contact with the Mizukage. Contact him through the Summon Realm. Have him hint to her that he knows a compromising secret of one of her higher-placed retainers, and trade the details for a concession to Leaf, intimating that if she doesn't take up the offer, the embarrassment will be made public during the exam.

Downside:
  • Not a good idea to then publically reveal our part in the setup after the exams, so we lose that diplomatic coup.
  • We're relying on Jiraiya rather than doing it without him, passing up an opportunity to impress

Benefits of the plan:
  • We get to use Jiraiya's social-fu in place of our own to sell the story and cover any holes. Given that we're generally pretty bad at it, that's a big plus.
  • We don't actually have any friendly contacts of our own with an interest in selling the story.
  • The Mizukage is *certain* that it can't be suppressed, since Leaf already knows about it
  • We trade in some of the personal kudos for a minor favour for Leaf

Potential problem might be timing. We can contact Jiraiya via the summon realm every 12 hours, if I recall correctly. Not sure when exactly the next contact point is, and if he'll have enough time to capitalize, considering Lizardbreath will likely start his rampage around 10 am. But it is the most solid idea we've had for this thus far.

I'd be surprised if a Leaf ninja doesn't decide to visit the Mist Academy tomorrow morning and just so happens to see the headmaster high on betel nut.

That seems like it'd work fine, and it would let them get a good chance to buy drugs off of our proctor so they've got an early advantage in a soon to be burgeoning legal market.

That might get him fired and drugs banned. We need this to be embarrassing in a way that makes it look like he got a bad batch, but that he's been using for a long time without it affecting his performance. An angry mob would be too much.

IMO it would be ideal if we could somehow get foreign dignitaries to come in and see that he's on drugs.

We do need to send a note to him via Pangolin to ensure that he knows we succeeded in planting the drugs, so he'll know.

Again, the main problem is timing. We have very little time, just 2-3 hours in the morning, and Saito indicated that setting up a meeting with the Oyabun would take time, even for us.

I wouldn't be too worried about their trustworthiness. From the Oyabun's perspective, we're giving him a valuable piece of information and in return, only asking that he not use it to betray us. If he does the latter, he'll be burning that bridge forever, and he knows it. Going along with us carries minimal risk for him, I think. And he can always have his cake and eat it, by revealing later that this was the work of ninja, which I don't think will be obvious to anyone. At that point, we won't even care if he does that, either.

A friendly reminder that informing Mist that you are in contact with Jiraiya is an act with consequences.

Do you mean @Gavin Prince's proposal? I don't think that implies revealing to Ren it was us who did this, or that it was a setup at all.
 
Hm... on the note of Jiraiya, if it's before his morning checkin, we can always just let him decide whether he wants us to do it or not? Whatever's better for him. I can imagine he could really freak Mist out by implying that his intelligence network is so good that he knows what's going on in the academy.

I agree that the yakuza would appreciate knowing about potential changes in advance. The market loves predictability.

How convenient would it be, though? They'd get more customers if it were legal, but with lower margins because it's less apparently risky. Except the social disdain for drugs means they wouldn't get many more, so their profits would probably decrease.

They'd endure a bit less risk, but as it's not outright illegal at the moment (if I'm remembering right?), that's probably not a huge problem for them today.

What they really want, I think, is for Lord Lizardbreath's indiscretion to serve as an advertisement for the drugs. He's as high as a kite, but c'mon, doesn't it look like fun? And does betel oil give us that?

The Yakuza currently gets no customers buying drugs because they're firmly under the thumb of the kage and Yagura said no drugs and Ren hasn't changed that view. So even with 'lesser' profit margins, being able to corner the markets mean big profits for them.
