We're requesting permission for a bunch of things like showing lithosealing to the toads, getting SC for Kagome, etc., and EJ says it looks fun to write. The parts that aren't interesting are almost certainly going to get offscreened, so there's no harm.

Plus, I'm pretty curious to see how our working relationship with him is going to be now that he's our Military Dictator.

I'm going to make the suggestion, right now, that your argument would be way stronger if I didn't have to keep reading "EJ says it looks fun to write" or thereabouts. It being a fun update to write by no means makes it a good idea for us to do it, and indeed things EJ has said would be fun for him to write were not good ideas to actually implement.

As for the actual content, if you want to make requests sure, but the only thing we really need to brief him on is the news that the Dragons are on the move. Go straight into the requests after asking if he wants a refresher on the relevant pies. You certainly shouldn't have your main bullet point be "At meeting, brief Naruto on:", and then expect the briefing itself to not be the main focus of the meeting. This was not made clear to me.

Speaking personally, one of the most important factors for deciding how I'm going to vote is whether the QM would enjoy the plan.

Are you saying that there is something that specifically will have negative consequences in this plan? If not, I don't see the relevance. You seem to be both arguing that this is redundant and wouldn't do anything and that it would be catastrophically bad.

EJ just likes Hazō bragging about things, and this is a chance to do so with our incredible accomplishment of discovering Primordial Sealing before he reads the report from Tsunade.

There is QM Had Fun XP and it is expiring, even setting aside the fact it will be fun to read.

I'm pointing out that your stated intentions to me (we want to ask Naruto for stuff) is not the stated intentions on the plan (brief Naruto on stuff). This is confusing.

These are edits to get it under wordcount: this is 299 on the nose. We ask Kuma if we can bring other Leaf Summoners to Bear - I think seeing Mareo with other Humans would be an argument in favour of giving him the option of the variety/ability to visit Leaf. I also added asking for Shadow Clone for Kagome. Hopefully he doesn't also dip upon meeting his clone.

Unless you can point out specific times where we passed up the chance to do Great Seal studies (including leveling ES and training runes), no, it was not. It's true that we often chose to do things that weren't "study the Great Seal" because they involved things like other existential risks (Elemental Mastery) or matters of similarly tremendous political/personal significance (Akane's death, Asuma's death, Hokage elections, etc). The fact that it is technically possible to ignore those doesn't actually make them opportunities to study the Great Seal.
 
The importance of the Honey mission cany be ovetstated, but how much support will Neji accept or perceive as micromanagement? Although we can assume he's matured since the chunin exams, I'm not sure we want to approach him so soon after the Hyuga just lost in the elections.

I switched my vote solely for:

"Ask Naruto about getting Kagome SC (Tsunade recommended it), etc" will absolutely be an onscreen scene, which brings your total to 4, meaning it's a -1 XP / day penalty in the "QM had fun" section.
The rest of it seems fine, although the Kabuto scene is a pre-meeting meeting which bleh.

I'll note that I'm usually chary with my reactions at the head of the thread, because I feel that me dropping a Like or Insightful on a post might influence people's voting. (I occasionally wikiwalk back into the archives, at which point I'm far more free with them.) Despite that, I dropped an Insightful on this one.

I meant more "Dragon Situation" then specific plans to kill dragons, which would include stuff like briefing Naruto on what Enma told us Orochimaru did at the Conclave and telling him that we figured out the Sealing Discipline behind the Great Rune.

I'll think on some alternate wording. I have the word count.

Move this section back one, since you asking Mareo about Kumafuwafuwa joining the Crusade is separate from actually doing so (the incongruity confused me since you then talk about having Mareo join Leaf, which would be its own separate section from this).

Heading due southwest would take them quickly out over the ocean. SSW would get them to the western edge of Raccoon. Aside from Raccoon there's not much of interest in that direction to the best of surfacedweller knowledge, so they were probably heading for something under the waves. That might have been as simple as "tasty tasty fish", or "yummy ocean-dweller clan members", or "mmmm, underwater Clan Boss!". Or, for that matter, maybe there's some lost ancient city or another Great Seal.

Having a seal, or rune, stored in the IN means that you are treated as always having it in front of you for purposes of research advantage. Mechanically, having a sample of a seal reduces the TN for that seal while researching.
