Yes, I added the sanity-check to the beginning, also.

[X] Action Plan: Backtracking Without Shikamaru
Word count: <300
  • Sanity-check with Mari/Kei/Snowflake where appropriate.
  • Ino
    • Don't end the date.
    • Apologize: we're a little scrambled.
    • Yes, we can make gems.
      • Asuma knows: he's helping us sell them.
      • Please keep this under wraps: move investments around, but be subtle about it. No one outside Goketsu knows we can do this.
        • If you take losses, we'll make it up to you.
      • We're meeting with Hinata (Hyuuga luxury goods connections, Shino facilitating) to get her help, build Goketsu-Hyuuga relations.
        • Any advice?
    • Regardless - this mirror won't break.
  • Shino:
    • Make one set of high-quality quartz lenses, another set scaled up ~2x, and several lens blanks.
    • Show him, emphasizing partnership, new possibilities - Goketsu materials, Aburame expertise.
      • Reiterate commitment to destroy them at his request.
      • What could his engineers make? Bigger telescopes? Better portable ones?
    • We're entering the gem market. We'd like to work with Hinata. Can he arrange a meeting?
Why are you making promises that the mirror won't break? Sounds nonsense.

Shino:
  • Don't make lenses. Makes Quartz cube. There's no need to antagonize Shino.
  • Don't ask what his engineers can make. Challenge them, preferably with more Goketsu investments as rewards.
    • Can they make more powerful telescopes?
    • Can they produce them cheaper so to equip more ninja. Offer a long term purchasing agreement contract. "We agree to buy X amount of telescopes for Y price for Z years
    • What about magnifying smaller objects?

[X] Action Plan: Backtracking Without Shikamaru

Currently a WIP. I'll likely restructure it to avoid reiterating the timeline step-by-step in the final version, for word count if nothing else. Until then, thoughts?

[X] Action Plan: It's Time to Talk About Akane
  • Gather Mari/Kei/Snowflake/Noburi under highest OPSEC
  • The circumstances around Akane's disapperance are extremely suspicious.
  • Go over the timeline
    • Jan 5, noon: Akane is assigned mission
      • Already, things are odd.
      • Team Akane only formed a month earlier.
      • This is very early for this type of mission.
    • Jan 6, morning: TA leave Leaf
    • Jan 6, (unknown): Attackers enter Fire and find TA's tracks
      • It was at least half a day (4 hrs) travel for them
        • Another ~1.5 hours to reach campsite
        • They must have been camped very close to the border.
      • Spies wouldn't have followed their trail.
        • This team was a deliberate attack squad with a prearranged mission
    • Jan 6-7, (before sunrise): Attackers enage TA
      • Even with skywalkers, they should not have been able to bypass TA's security perimeter.
      • Akane herself is not an easy target, especially since she definitely had warning
    • Jan 6-7, (unknown): Attackers leave Fire
      • All told, they traveled ~7 hours and must have used barely any chakra in the attack.
      • They also had to be camped right on the border in advance.
      • Given the timing, this was arranged before Akane even got her mission
  • Akane was specifically given this mission by someone implanted in the Tower so that she would be out of the village and vulnerable to this pre-planned assassination.
    • Most likey suspect is Ruka, who both assigned Akane the unusual mission and didn't report it as overdue.
    • She was seriously softballed in her questioning and was allowed to not answer whatever she didn't like.
    • She needs to be properly interrogated at T&I. Ideally, mindwalked as well. Does this meet the threshold for "village security?"
  • What do we do from here?
    • How much should we tell Ami?
    • What about Ino?
    • How should we approach Asuma?
  • Are we ready to open her will?
  • OFFSCREEN
    • Instruct Kagome to investigate how Akane's perimeter could have been breached.
    • OPSEC Breach? What's that? (-1FP)
  • Take Sealing Exam

Might need a bit more !!!SCIENCE!!! with Shino (maybe not a demonstration of the technique itself but some more component parts we can "source" so Aburame craftsmen only have to worry about assembly) so the update isn't solely talking but I like enough of what I see to vote for it in the shorter voting cycle.

Guys we're already booked for today. It's spec jounin exam time

[X] action plan: exam time
  • Meet up with Asuma and take the exam

I don't like voting for extremely paranoid action plans especially since we can construce any coincidence as suspicion.

  • Team Akane only formed a month earlier.
  • This is very early for this type of mission.
Could be C-ranks are assigned by genin time out of academy not genin time on a team. Change this policy.
Most likely time for an infiltrator to learn of the mission
Third party perspective, Akane or her genin could have leaked the mission. Fitting for Akane's genin to go to their Mizuki sensei excited about their first C-rank. If leaked when they left the Sunset Gate, need to change how teams leave the village for missions. Tunnels to loop back after leaving from random gate.
Given the timing, this was arranged before Akane even got her mission
Mission was killing beasts? Could have surveyed or herded beasts to force a mission be created to take care of them. Camped out until a team was called out.
Akane was specifically given this mission by someone implanted in the Tower so that she would be out of the village and vulnerable to this pre-planned assassination.
  • Most likey suspect is Ruka, who both assigned Akane the unusual mission and didn't report it as overdue.

No. Problem is not Ruka. Problem is if Ruka could get away with negligence, other Tower workers could have gotten away with malice. Clans would not like their ninja being sent on missions they were not ready for and late reports of no return. Worse if it is a clanless Tower worker who hurt many Clan ninja but can only face punishment as an individual. KEI creates more accountability.

Is there a reason I'm not seeing that folks are voting not to try to manage the Ino thing a little (e.g. ask her not to tell anyone or be real obvious in rearranging the investments of the Yamanaka)?

@Oneiros is there any chance I could get you to add in the Ino bit from my plan? It would get you my vote and it's a fifteen minute conversation, max.

[X] Have a shadow clone test doping magnetic ore chakra dust into a seal. Attempt to infuse the dust as a mud mixture the same way you infuse chakra ink first, use normal sealing precautions

Ino: "Hazou, you don't understand: I YOLO'd my clan's entire retirement and savings fund into shares in a gem mining and processing company. Now you are showing me you can make diamonds with your bare hands?!?! How is a girl suppose to play the market if you casually go around not only breaking the laws of supply and demand, but the laws of physics and geology too?!?!"
But think about it, she can be our fence. She can use her suddenly acquired business to front our infinite gems. We publicly say it's because of gokestu managing practices, get a cut of any we sell through her. Now do we give her better or worse rates than asuma.... lol

This plan seems just good. Easy win. And I'd really like to see the rest of that scene.

I like this a lot. A plan like this needed to be written, and you did it. Thank you.
If it gets fixed up and filled in, it'll likely have my vote.
I'd be even happier to vote for this next cycle, after Backtracking.

OPSEC @_The_Bomb
It will be ~impossible to talk about motive without reading Noburi in on EM nukes. I think this is grounds for excluding him from the meeting, unless he's truly absolutely essential. We should not be telling *anyone* about these horrors.
Trusting someone with secrets just because you trust them(not because they NEED to know) is one of the most agonizing common infosec fuckups.
If he notices and feels hurt or left out, we assure him that we aren't neglecting him, and that this meeting has to just be this group. Compare it to the mission with Kakashi he never told us about.

-----

We do need to talk possible motives. I think the main ones are:
  • Failed kidnapping for leverage on Hazou
  • EM-related infoleak
  • Nara/Asuma trying to control EM
  • (unlikely) Stealing Goketsu scrolls
Under the Nara section, mention that:
From the start and throughout, he didn't seem to be taking an EM-related leak nearly as seriously as it deserved.
He was in charge of the investigation, could have been covering for himself(+Ruka?) this matches the investigation seeming a bit lame.
Asuma was very surprised we weren't crossing borders to chase the trail. IIRC Nara's advice was a big reason why we didn't.
Shikimaru really should have found the timeline sus, and noticed way before we did. The timeline strongly implies an EM-related leak. As far as we know he never mentioned this to anyone. EM-related infoleak is *absolutely* worth mindwalking Ruka over, at minimum, but Asuma says this wasn't done.

-----

It's possible that Shikamaru has noticed the timeline and is doing a very good quiet investigation. Ruka could have been mindwalked in secret with amnesia-inducing drugs. He could be working very hard on this in secret while acting unconcerned to not indicate that Akane is strategically important(and because he's generally unexcitable).
Hazou should note this and ask Kei/Snowflake if there is evidence of this?

-----

EDIT: Also, the timeline's implications seem like the sort of thing Kei might plausibly notice. If she did and didn't talk to us, this implies she followed the implications, and went to Shakimaru before us, then elected not to tell us. Which would be pretty sus.
Did he talk her around? can we trust her report on Shikamaru? the paranoia deepens!

Hagoromo snorted. "And I'd like to be twenty years younger. Records for scheduled and in-progress missions can only be viewed by authorised personnel for security reasons that should be obvious."

"Don't be an ass, Hagoromo," the young man said as he rose from his desk. "Lord Gōketsu isn't here so he can sell out his girlfriend to Hidden Rock."

Pretty much anyone with enough trust or skill could have gotten the information as early as January 5. And Ruka (or some else) getting genjutsu'd (either for a some kind of suggetion or to tell someone information) might not even leave any non-mindwalking traces.

How much should we tell Ami when she arrives?

If you just want to tell her about the "leak", we might as well talk with Ino about that.

Because she shouldn't even suspect that Akane could possess aything besides seals, information and SC. And even by impling by accident that Hazou thinks Shikamaru could have assassinated Akane gives way to much away.

Ino date is best update.

I'm now picturing Ino as a true wall street bets 'degenerate' who's presently chanting: "We like the stock" over and over again

I sincerely thank you for this mental image.

[X] Action Plan: Backtracking Without Shikamaru

I'm voting for this for a few reasons, not the least of which being the resolution to the Ino scene, but one reason that sticks out in my head is... when a plan wins, and gets partially finished in the update and passed back to the hivemind for a new voting cycle, I still view that plan as 'having won'. If the hivemind has a fair vote on what to do and something wins the vote, I don't think that should be taken back. Even if I voted against that plan when it won, I feel an obligation to ensure it gets voted back in. It would be profoundly cruel to successfully vote in a course of action, perhaps after a tense debate, only to lose in the end because it got tossed back to the players and the second vote didn't go the same way. If you win the vote you win the vote, the decision is final in my eyes.

That's a bit rambly, but suffice it to say I'm committed to voting the Shino and Hinata scenes back in now. I happen to support the plan on its own merits and for a few other miscellaneous reasons that happen to align here, but even aside from all that I feel an obligation to ensure that a plan that's won stays won, absent the introduction of highly compelling novel information or something like that.
