The problem however is this is very dangerous and potentially destabilizes all military power in the world. Because beyond the potential suicide bombings that ninja will force civilians to do we will also have to deal with the fact civilian up rises will start happening. Every ninja based power structure will either use this to kill tons of people or decide they need to kill us before we can spread our invention. Maybe these things are worth doing but, I don't think they are until we are ready to go all out in reshaping the Elemental Nations by the sword. Wait until we are at least through detour one before popping this off
I thought it was a directional explosive not a regular explosive.
Button has no range, and might be able to sacrifice reuseability.

Except that civilians are unable to make their own seals. They would need ninja sealmasters on their side.
It's closer to LBF than ARS. Seals have to be adjacent, not wireless. Also no tripwire component to it.
Also, we can't sell button seals outside Leaf. It's not like civvies will ever be able to buy explosives so not a huge domestic terror threat.
We might see Leaf nin threaten enemy civvies into compliance and force them to bomb their own cities. Not ideal, but also not very likely when the Leaf nin can just bomb it themselves.

And the Yakuza bought explosive seals from us and have missing nin working for them. We know that even the Iron Yakuza have access to a seal master since that's where we found the casino seals. Remember the liberator in Iron who had a bunch of missing nin working for him? These things would not stay in the box. Like I said if we want to make these we have to realize that things will pop off in a huge way shortly after.

He's not embracing the new Goketsu so quickly? Remember, he's being pulled a thousand different ways right now. And it was worse during the Rock war. Hazou was more concerned about getting the new Goketsu access to Goketsu seals and jutsu. Like the Rocket Boots that saved your life when the rest of your All Haru Team died. Isn't Hazou so dutiful of a Clan Lord, striving to ensure we all survive? In fact, isn't it great that no Goketsu died in this war? Lucky that we have his seals, isn't it?"

- Don't pressure Yuno to participate. If she says anything about asura etc., listen and be interested, without prying.

I don't quite agree but I've reworked that section. I think that visiting Nagi Island would be a good moment, and Kagome should get a chance to see the site of Kagome's Bliss.
