I think that the plan as currently written (quote below) does a good job of discussing it - at least, IC. Fairly-significant tweaks were made; the plan is essentially 'planning session with team to talk about curse-removal' as well as 'meet with the Kannagi'. I would add a line about executing on the ceremony if the team thinks it's wise for the sake of efficiency, personally - I trust the collective wisdom of Yuno, Mari, Keiko, and Takahashi given that they stopped the last plan that would have gone south in a big way.
I think it's a safe plan to vote for, at any rate.
I don't think we should rely on the QM to do the job for us.

I agree, but I also don't think we should have the QMs actually have to design an entire religion and social structure so that we can scrutinize it and figure out minutiae to take advantage of. Voting in a plan, then essentially adding an asterisk saying "don't do this if it's irreconcilable with the unseen reality, instead do the closest adjacent thing" seems like a pretty fair compromise to me.
Additionally, I'd like to reiterate - Velorien has indicated he doesn't want to write Kagome, so I'd suggest modifying the other plan to include a discussion with someone else. Perhaps Keiko, re: the Yoshida deal and whatnot, or something like that.
The QMs have also already stated their thoughts regarding Hazou's Birthday as an interlude. I can't tell if continuously attempting to vote it in is like a meme or something but it kinda rubs me the wrong way, personally.

Yeah. The scene could go in other directions too, such as what kind of endgame Keiko is expecting with Isan. Fighting the High Priest or what, etc. Discussing the Pangolins and the Dragonwar even.

I'm somewhat concerned that the purify Yuno plan is going to end up with them going forward with it even in the case of Mari objecting, given the rift that's formed, and that we should put greater emphasis in her concerns...but I'm also not sure how to word this without Keiko taking offense. Just throwing this out there.

Had some errant thoughts about these two bits of dialogue, so please bear with me...
- Mari ships Kei and Hazou together, and may be subtly trying to get Kei to make a move on Hazou by pointing out that he's polyamorous, and that him being in a relationship with Akane doesn't automatically preclude him from entering into other romantic relationships.
- Kei's comments about her "horribly complex relationship structure" could be interpreted as her reminding herself that she's reached the point where she lacks the free time to maintain additional romantic relationships, and that trying to add another one (especially Hazou, with whom she already has a complex familial/friend/companion/trusted-confidant relationship with) would simply be infeasible.
- Snowflake's personality began as a fork of Kei's, and although she has since been developing independently from Kei, Kei's personality at the time of first casting Shadow Clone likely still has a measure of weight when it comes to how we can model Snowflake (although, her transient nature as a Shadow Clone likely plays an equally large factor).
- Kei has mentioned having a crush on Hazou during their missing nin days, and some of Snowflake's interactions with Hazou could be interpreted as Snowflake carrying a torch for Hazou.
- If we assume that Kei's (former?) crush on Hazou wasn't purely intellectually-based (i.e. "he and I mesh well together, understand each other well, and may be able to find happiness in a relationship with each other") and that Kei once held romantic attraction to Hazou, then we could say that Snowflake has memories of these feelings, and Hazou's treatment of her (unreserved, unabashed, unconditional love and acceptance) during a time when she was once (perhaps is still?) insecure about her place in the world --beyond merely being "Kei's Shadow Clone" --could have very well reawakened those feelings within Snowflake, herself --or otherwise instilled them within her heart, if Kei's former(?) crush was merely intellectually-based.
- Kei would be more than understanding of Snowflake's emotions, having either felt similarly herself, or been able to, intellectually, draw similar conclusions.
- Further, the compassion and empathy Kei extended to Snowflake regarding Snowflake's autonomy (critical introspection to find the fine line between "request" and "compelled order") would lend itself to that same compassion being extended to this matter, as well.
- It explains why Snowflake sought Kei's permission to touch Hazou's hand. If Snowflake has a crush on Hazou, and Kei knew about it, then Snowflake knew that the memories Kei would receive of the moment would be tinged with romantic overtones from Snowflake's perspective. So Snowflake sought Kei's permission, so as to not accidentally tread across a social boundary.
- Kei receiving a romantically charged memory from Snowflake may cut all the deeper if Kei's crush on Hazou had/has an emotional tinge to it. So Snowflake checked to confirm Kei's comfortability with the act (and thus, the soon-to-be-memory) occuring
- Yes, the fact that Kei would receive a memory of touching Hazou's hand at all was also likely a factor in Snowflake's seeking Kei's approval before doing so. Such an event is weighty enough that Snowflake would probably look to Kei for permission/acceptance, anyway --independent of any possible romantic elements at play... But that plain answer is boring and we're discussing the eldritch geometry that is MfD's possible polycule structures.
- Kei has mentioned having a crush on Hazou during their missing nin days, and some of Snowflake's interactions with Hazou could be interpreted as Snowflake carrying a torch for Hazou.
- The fact that Kei witnessed Hazou and Snowflake touching hands and wanted so earnestly to do the same that Hazou picked up on it (yay for character growth! Between Hazou-pilot noticing Ami's apology sign at Yuno's wedding and this, our boy's learning how to speak social-spec!) probably means something, too. Maybe purely familial, maybe not. Who knows? Well, Velorien does, but he's not talking.
I'm not sure if Kei and Hazou embody the trope of "right person, wrong time" and that their relationship has settled into a platonic, familial one that is unlikely to change, or if there's still room for a possibly romantic direction. I'll readily admit that emotional intimacy doesn't necessarily equate romantic feelings, so it could simply be that Snowflake has feelings for Hazou but Kei doesn't. Or maybe neither one of them have romantic feelings for Hazou, and their feelings of emotional intimacy are rooted in the familial sense. Romantic love is weird and complex and philosophers and scientists alike have been trying to make sense of it for untold centuries.
But I had the errant thought while driving home from work that these two lines (Mari about Kei and Hazou, and Kei about Mari's bet with her) are probably connected in some way.

If Vel doesn't want to write a character and he's the central part of the chapter, then...he's not really gonna want to write the chapter. I'd rather he enjoys what we vote in

Hidan was strangely introspective when he gave Hazou relationship advice. He's batshit insane and a cultist for a bloodsoaked god of conflict, but he gave weirdly good advice.

I'm okay with this, provided that Vel has something he'd like to write and that giving him free reign would be spoon-positive... because I could easily see how suddenly pushing the onus onto his shoulders completely could be both bewildering and stressful.

Looking at the two leading plans, I have some reservations about the viability of the plan but it's too late in the cycle for me to be comfortable trying to change it, and meanwhile this plan seems solid and I also generally approve of extra focus on the dragonwar whenever possible.
(the biggest concern that stood out to me about shrooms plan is that it assumes lifting Yuno's curse insofar as the rest of Isan is concerned can be accomplished with some pomp and ceremony and pointing at Pangolins. It might work, but it doesn't feel super likely to pan out well and I feel like it would probably be better served with some contingencies to, if the straightforward route isn't viable, find out what's needed to make it viable. Without such contingencies if Mari says the idea is unlikely to work as-written then the plan will likely stall there. But again, it's too late in the cycle for me to feel comfortable trying to make a major change to the plan, so this is more my rambly feedback for what I think might improve this plan the next time it's proposed)
