I'll try to write some plans when I'm off work, some possible scenes to include:

Keiko cleansing cursed children, getting the Kannagi's/Gasai's support, meeting with the heir of the Inoue, getting Tsunade's permission to use her clout for enticing budding medics, hazou discussing the yoshida deal with keiko, contracting more pangolins that knew Akio personally, or Keiko speaking to Pantsaa about the dragons

I wouldn't bet on the pangolin scam working without paying a lot of attention to details and asking questions about how the curse works.

IMO this is not even a scam. Yuno's curse is pretty clearly nonsense and whatever stops Isan from believing in it is not a scam. If we can use imported Pangolin clerics to start purifying the Isan underclass to build goodwill I'm all for it.

Humans will rationalize reasons to oppose us if they are opposed to us. Best not to give them additional ammunition to oppose us.

As much as I enjoy this idea....

This is correct, people will rationalize anything to maintain power. (Just look at the Jan 6 reaction in the US) Doing this will just undercut the Pangolin's authority to remove the curse in the first place.

100% disagree with this. We need to challenge the high priests authority to secure Isan. We want to develop this conflict. So this move has us claim more authority and challenges the high priest. Is a double winning

We tried to do so, the answer was "This is suicide,Hazou" because we had no one of our side. So we should first complete the "Outreach" phase, before going into the "challenge" phase. Otherwise we're just going to instigate a conflict before we in a position to win it. We need to reach out to the Gasai,Kannagi, the minor clans like the medic-nin and sway Arikada on our side. This risk compromising the outreach phase for negligible gains.

No what we tried was a direct challenge to his military authority. We are not challenging that in this plan. What we are doing is giving Keiko religious authority.

Also this is in fact part of the outreach phase as well. By cleansing Yuno we gain influence to spend getting allies.
 
In a way, it was good that they were still stuck in Isan. Handling Keiko would be a lot easier while she was isolated from her support network. Soon, they would be a happy family again.

Can we just take a moment for this right here. Whatever else anyone wants to say about Mari and Keiko's interaction, Keiko completely called what Mari would want to do, and the level of exploitative she's be about it. Shifts my perspective a bit, at least.

This is weak evidence, but Hazou's tense implies she's still alive, post collapse.

I'm pretty sure Mari mentioned her at some point, but I can't find it. Far as I know, she's alive and dating Asuma.

OK, this can work out well.

My idea, in general strokes, is as follows:

1. We ask Asuma to smuggle Kurenai in Isan. Add other specialist(s) if he thinks they can help (Ibiki, Anko?).
2. Isan team helps them get in without any isanites noticing.
3. All members of Isan delegation start working on their alibies: being seen as much as possible. Maybe they even should request more guards under some pretense to be seen more.
4. Get it going for a week, probably.
5. Then hit the road stating that Isan's fate is in Azai's hands or something appropriate.
6. Meanwhile Kurenai and co. should find someone from Azai's faction (Innoue perhaps?) to genjutsu them into killing Azai.
Bonus points for choosing someone who is objectively a bad person.
Bonus-bonus points if they are genjutsed so hard that they can state after an interrogation that they killed Azai for their own reasons and it had nothing to do with Leaf (or blaming it on the Cloud). If it is not possible or there is a chance this will not work this person should kill themself right after murdering Azai.
Anko/Ibiki may provide alternatives to genjutsu.
7. The killing should happen in a day or two after the main corps left Isan.
8. Takahashi than can send someone to inform the main team and ask them to get back (we may tell him about the plan or just hint that something can happen, since someone may be spying on him/us).
9. Maybe Takahashi would be able to unite Isan under his banner, maybe not. Either way with Azai out of the picture it would be easier to subvert anyone.
10. After a day or two, the main team can help smuggle Kurenai and co. out of Isan.

Insert optimizing with Asuma, Keiko, Shikamaru, and Mari.


The motivation behind this approach:

We need Mari to be in Leaf to handle economics; we need Keiko on the Seventh Path coordinating Pangolins against Dragons; we need Noburi in Leaf to be Noburi and cementing the Clan together. None of them have time to waste in Isan. We are representatives of one of the biggest powerhouses on the continent in the world - so let's act like it. We are not missing-nin anymore and this is a Hokage-sanctioned mission: we can request resources and receive them.

I don't think we have time to use the soft approach and, as was mentioned, people, in general, prefer not to change their opinions. Isanites are mostly of the opinion "Azai good, Azai smart, Azai big prophet". Subverting it would take too much time (years probably) and we don't have enough people on the spot.

Trying to upset Azai's rule by undermining him religiously would almost certainly backfire:
  • we still don't know enough about Isan traditions and rules - it is absurdly easy to force us to make some stupid mistake
  • Pangolins are not known to be good actors
  • it is too easy to reveal this de-cursing as scum, which it is btw - see points above
  • Keiko was against making her a messiah and I certainly don't want to argue with her more than we need to
Removing Azai openly is not an option because we don't have enough firepower. I think this plan is a viable alternative.

I don't have spoons and enough time to maintain an actual Action Plan, but if anyone thinks this could/should be done - feel free to write one.

      • Is there a way to put them back in the Great Seal?

    • Ask summon representatives how clan bosses feel about personally engaging Dragons, ideally ganging up on one Dragon at a time. Kumokogo implied anything less than a boss wouldn't matter much.
      • Ask about relations with neighbors. Do present clans have allies who aren't present that could join the war effort?
      • Nekkar implied the Dragons aren't the greatest threat. Is Nekkar trolling or is there more to it?
  • Dragonwar Great Seal Crew
    • Explain logic behind Harumitsu's Outstanding World-Saving Seal
      • As a group, research as quickly as possible.
        • Mass produce when ready

I think there's enough wordcount to be explicit as to what is on- and offscreen. I think that the offscreen sections can probably be combined, too.

I think that ambushing the Kannagi with this seems risky. Our previous meetings and commitments have been private. I can imagine that there might be circumstances where, despite desperately wanting to ally with us, making a public statement of support towards the outsiders/losing side wouldn't be feasible.

Explicitly checking this with Yuno seems smart, too - we have no idea if, regardless of whether or not this advances Leaf's interests, she actually wants us to try this. I made a few other tweaks I won't enumerate which hopefully stand on their own - I'll try to explain their rationale later, but this has been a low-spoon week.

I'm kinda...against the idea at the current time, given that we shouldn't be trying to fuck with Aizen's rulership and the fact that his military power is heavily tied up with his religious power (seriously, he's called the High Priest)...
