Hey Noumero, I'll bet Orochimaru has a lot of forbidden lore he'd be willing to exchange for sufficient pangolin-related prizes. So would Jiraiya, for that matter.
And I'll bet finding the bijuu and talking to them or talking directly to a boss summon would have even more hidden lore. Since they where there when it was written

We should tie our hands and feet, then drown ourselves in a river.

That way we can cross into the Pure Lands, meet the previous Hokage (high five Hiashi) and the Sage.

After they dispensed all of the forbidden lore, Hazou can simply reject reality until it spits him back out into the world of the living.

Obviously Hazou will have become an Out entity possessing his former corpse, in the process achieving immortality.

It would make her implicit in our suicide (vacation, really, but she won't see that way) which would seriously bum her out so no can do.

We do know of another Mori though who would certainly assist in this endeavor and stash our body somewhere safe.

But how do we get into contact with Anna on such a short notice...
 
An idea I had that we should run by Mari, as an alternative to the Jutsu pool:

At the next clan heads meeting offer to adopt any civilians married to clan ninja. This would give the clan ninja dual clan-ship and thus allow us to teach them pang techniques. It has several ancillary benefits:
  1. It doesn't run afoul of any of the laws or stipulations on the Leaf or Pangolin side of the problem. Adoption among the clans is unlimited, and clan unity as a concept is strong enough to ensure that if they're Gouketsu on paper, they'll do their best to be Gouketsu irl.
  2. It gives us more political clout, both due to helping Leaf by risking spreading our techniques and by making every other clan invested in our wellbeing: they've got players involved with us too.
  3. This also heavily increases Gouketsu fighting power. If we very lightly imply that we have an armor technique the clans will be sending a good portion of the remaining Jounin to marry in. We'll go from 1 soc spec jounin to possibly 5 or 6.
  4. We might be able to convince Hinata to marry Neji into the Gouketsu. I propose a marriage to Noburi.

So, you have a civilian wife (Alice) married to a ninja husband (Bob) and you adopt Alice but not Bob. How does that make Bob part of the clan?

That's assuming that there is such a thing as civilian+ninja marriages, as opposed to concubines or affairs. I'm honestly not sure if there is or not.
 
I am fairly sure one of the implicit laws of clans and marriages is that marriages are always within the same clan.
 
I mean that any couple is always within the same clan. Marriages across clans require movement of someone out of a clan and into the other.

At least specifically in the case of Shikaku, his wife was a civilian non-ninja. And while it did cause some uproar, I think it was less about her not being a ninja as opposed to being civilian-born or from another clan:

There had been an uproar when young Lord Shikaku, barely ascended to his current post, had chosen not a clan ninja, not even a common-born ninja, but a powerless commoner to be his bride. Whispers, and sometimes more than whispers, accused him of diluting the blood, of shaming an illustrious line of Nara ancestors who had painstakingly bred genius, insight and shinobi might into the clan. Some called for him to step down in favour of older, wiser would-be leaders.

I think that either Shikamaru or Shikaku mentioned that is normal to marry outside of the clan every x generations just to keep their gene pool more diverse.

Whether a clan as traditional and proud as the Hyuuga do the same I can't say. But I imagine they would have to unless they have such a huge clan branch where intermarrying within the clan doesn't cause issues.

And, respectfully, i'm of the opinion the Haru part will backfire spectacularly unless Akane saves the situation: Haru hates clans, hates the difference between clan and clanless with the fury of a billion suns, offering resources is the equivalent of saying "Hey, you know the things i robbed you(and all clanless)of? I'm gonna use those as a blackmail material to make you join us, and work for us, aren't i lovely and kind?". In short, we're the rich guy that goes to the family he forced on the brink of poverty and ask for service in exchange for helping them. Even if it works, he will resent us.

Personally i would propose something along these line(albeit i admit it's too long):

Haru(Akane takes point): Point out the unfairness of the world(Concentrate on the Civilians/Clanless/Clans divide), offer yourself as a peer that wants to change the world(Not superior), a comrade with the power to start changing it.
-You're not inviting him in Goketsu, you're inviting in Uplift, to make Leaf(and the world) better than it is.
-Be yourself, it will probably be the only thing that convinces him
-Important, frame any physical offer you make as a first step to change things, not a way to buy his loyalty
-Don't use monetary offers primarily to convince him, he'll see it as an insult.
-What others alternatives does he have?Be the next Jiraiya and what?
-Check with Mari to say nothing that sounds like treason.


About the "Change the law about adoption numbers"...i would actually wait to have people ready to accept, so that the other clan won't take talented clanless from us. If tomorrow the Nara adopt both Noda and Aya, for example, we remain with nothing. So i would wait to propose the law until we have at least 3/5 possible adoption candidates that accepted.
Also, for the future, we still need to reach out to Minori(?)(The traumatized Jonin that we actually know would be ok with Uplift) in a serious manner, if someone is interested.

The shinobi world has legends of what happens when mortals attempt to exploit powers beyond their comprehension.
Hmm, the possibility the clan council will itself nix the plague idea went up. Especially since if there are ninja wars ever 5-15 years that drastically reduce the ninja population (still unconfirmed I think) than Leaf has probably been in worse situations than the current situation. And if they didn't employ plagues then (also unconfirmed) they might not now.
 
As a back up plan in case the other clans and Asuma shoot down increasing everyone's adoption slots option we should consider having Noburi ask Naruto if Naruto would be willing to adopt blade-whip girl into his clan. She's a capable ninja but there's nothing we desperately need from her at this time and Naruto could use the manpower in his clan too. Additionally, due to her large chakra reserves, she could succeed where Noburi could not and learn the Shadow Clone technique. Whether or not she could act as a mediator with/for Naruto is difficult to determine though: on the one hand she seems to be fairly level headed if somewhat shy. On the other hand she is a loyal Leaf ninja and if she knew Hazou had threatened treason for any reason she would be perfectly justified in lowering her opinion of the Goketsu.

As for the other two... why? Why are we stuffing our clown car of a clan with even more crazy and known sources of drama? We have enough shinies for now and we just got a lesson taught to us about reaching above our station WRT trying to secure more summoning scrolls for ourselves. We nearly got kill boxed again. Can we just chill with the power grabs and focus on building trust with the rest of Leaf while we all weather this crisis? Keeping what we have and not pissing off even more people should be our top priority. In a way we were extremely lucky that Hiashi never found out Hazou was seriously planning on using implied treason as a bargaining chip against his legally elected kage (even if he was (RIP) an asshole). We aren't going to get that lucky twice, especially after the ultimatum that Naruto gave us.
