Exact chakra measurement isn't a thing and most people don't have Noburis chakra reserves and the ability to recharge.
We don't know how Noburi clones would look like and Tsunade would at least be a safe start to ask instead of this:
Getting Tsunade on board is in no way a large problem.
Or do you think she can't spend time to talk about this in the next 10 days?

Double checking isn't wishy washy, neither is communicating our concern. What worst-case do you see from doing this? Noburi thinks we're a bit weird?
I might add in some words about tone or revamp the wording but I disagree with you and feel frustrated with the way you chose to communicate your opinion.

We're basically telling Noburi that we had him meditate for a year to get him on the path to S-rank. Now when he's ready to join us we're telling him to not take his shot. He could def take it as we just want to keep him as a chakra battery. Being only seen for his bloodline and being forced into playing support is one of his major emotional hang ups.
If we offer any alternative plans on how to get him SC I'd be mostly ok with it. But as is it just seems like we're blocking for no good reason
(I actually don't have strong feelings about his plan but I'm not going to argue for or against it)

If another sealmaster is helping you full-time then they may spend a Fate Point to invoke an Aspect and contribute their Aspect bonus to your research roll. You may not benefit from more than one such bonus -- the nature of sealing is such that the difficulties of coordination rapidly outweigh the advantages.
Note that Kagome spending his FP to help Hazou is mutually exclusive to Hazou spending his own FP to invoke Aspects directly related to Kagome's help ("Kagome Looking Over My Shoulder"), but not exclusive to Hazou spending his FP to invoke related but independent Aspects ("Kagome-Certified Sealing Lab").
Since we have the explicit rules for this, could you swap it for:
"Have Prime + 3 SC read Sealing Notes for nine days. Ask Kagome to help with a prepared MARS attempt on day 10."
27 words to 22 words.
We can offer to sell Asuma a new seal.

We could also try a no-prep research roll on a much easier seal, like Disposal Seals (storage seals broken to shunt their contents into the Out instead of unstoring them). That way we could do everything in a single day.

How would cheating even work? Don't tell me Kei practices some kind of semi-open relationship with her two primary partners, where neither is allowed to allow others into their heart while she is spreading hers wide open. I guess cheating would be if either break her trust in a romantic/sexual fashion. But the most hurtful examples that come to mind would seem to be their behavior towards her directly.
What's meant by this? How is she a living OPSEC crisis?

I'm attempting to score a win for the Necromancy Party before midterm elections so that we can hopefully pick up enough seats in the thread to allow the playerbase to have fun again.

I guess I had a hard time connecting the cheating scenarios for Yuno and Kei in Hazō's mind. What Yuno fears and would feel insecure and inadequate about is (I think) so different from what Kei would fear. Shikamaru or Tenten looking at, flirting with or even having sex with some stranger without telling Kei, while potentially still wrong and hurtful, would be so in a very different way. Namely because they would either not have trusted her enough to share this part of their life with her even though she expected (or they said) that they would, or not have respected her enough to care about her obviously resulting pain (given that she knows that they are intelligent enough to recognize how she would feel). Any sense of inferiority would be based on her thinking she did something to deserve it, but be less about comparing herself to whatever stranger was involved. And the act itself (ogling, flirting, intimacy, sex or whatever) would, if I read Kei correctly, be much less important to her than the fact that they kept secrets or broke mutually established rules or whatever else along those lines.
In Yuno's case while the ultimate reason for these feelings might still be the same deep down (inferiority complex and fear of inevitably losing the love that currently exists), consciously the acts themselves matter much more and the established communication or relationship rules are not what she would see as the main issue. That's especially evident by how she acts upon the involved third party strangers.
... I'm not quite sure what I'm trying to say. I guess something along the lines of while I am well aware that cheating in general is perfectly possible in poly relationships, my (poorly worded) incredulity was more about how Hazō drew parallels between the two and the comparable reactions they'd have on being cheated on. I just see someone hurting Kei that way as being in a different context because it requires more than her partner just seeking sexual interaction not involving her. It requires willful and needles deception towards her as a person.
Do I make sense? It's late and maybe I shouldn't be posting after a couple of beer.

The phrasing is a bit odd. We need 9 days of 4x reading to get enough Sealing XP to level it to 29. We also need at least 5 days to safely insude MARS, even with Kagome's help. We can get around that by invoking an aspect, or by spending 5 days reading, then infusing, then another 4 days reading.
