Okay, next thing. This isn't happening in a vacuum. Leaf is notorious for being the least-bullying village to the point that after the death of the Fourth the Third practically ran himself ragged running around shoring up trade relationships with other nations and it's on pretty good terms with the Minor Nations Alliance, which the Gouketsu have some personal clout with important members of after making sure they (and, by bribe, barely) Mist were the only ones to make it to the tournament and their current patriarch made headlines by publicly lecturing all five kage about the important of humanitarianism and compassion before the assembled world.
Speaking of which, Leaf has shared most-favored-trading status with River if for no other reason that to secure a trade corridor with their ally Sand, who isn't doing well at the moment, but might be willing to let a Leaf assault team pass through their territory to loop around and flank the common enemy Rock from an unexpected direction after Leaf has suffered two catastrophic unprovoked attacks from them in under a year and is under current active attack. Gee, if only there were a team with experience in Snow and autonomous wilderness operations (or burning significant fractions of entire continents multiple times) who could use it to simultaneously loop around from the North and attack deep behind their lines from another unexpected direction...
Then there's Mist, who are at least a nominal ally and know that if Leaf is weakened too much Lightning has extremely solid geopolitical reasons to join in by first wrecking their extraordinarily valuable investment in Hot Springs to secure their trade avenues, which would push them off the continent while also humiliating them as the protectors of a steadfastly neutral territory. What is Zabuza and now Ami's friend doing nowadays? Any chance she might be able to serve as an introduction to her homeland of Snow or the independant organization of biosealers she tapped to save his life?
Then there's Lightning, which knows all of this and doesn't want its hand suddenly forced against multiple major powers it has just recently signed important trade deals with at the exams while being ruled by a guy who literally owes his life to the defenders and a woman who can serve as a backchannel for negotiations through the summon path. Kagome was born there and got pretty high up in the intelligence department of either it or yet another nation which could be brought in. What was it, double-black clearance?
Also, worth talking to Hidan, who's had some recent experience with Rock. Also Deidara, who we want the autograph of anyway and has their own potential reasons to not be happy with Rock (boy, wouldn't it be fun to leave them with Kagome in a room with directions to figure out how to nuke Rock?) Hell, Itachi isn't exactly happy with Hazou at the moment, but he's proven a commitment to listening to reason, a commitment to supporting his comrades, has spoken about having little time left to live anyway and sincerely seeking penance, and Leaf has already pardoned Orochimaru for public service, so it's credible that Leaf could offer to at least allow him to buried at home with standard rituals and honors after he passes.
Then we know at least two yakuza organizations which are capable of contacting hiring significantly powerful missing-nin for service and which probably have contacts and information in the hyperfactionalized mess that is the smouldering remains of the Rock yakuza network....
