      • Rationale: Absence of any evidence would result in massive loss of face, and attacking outright additionally risks his life.

        • Arikada: Get him on-board, stage a public falling-out 'alienating' him, then he leaks the intel.
        • Takahashi: Leak intel to Shusuke's informations during meetings.

        • Maximize publicity of the event, forces the Kannagi to (at least initially) defend us, generally maximizes chaos for us.

I think this is all pretty solid. A few notes:

Not quite sure we can, honestly. We're trying to honor the sacrifice of their fallen. They lay the blame at Kei's feet (rightfully or wrongfully), and so honoring their dead would ring hollow when we turn around and bribe them...

Maybe we could mention our respect for their martial abilities (having seen them through the ones who died and through Yuno, who was trained by them), and offer some sort of collaboration (Tsunade, with pre-written consent, or perhaps Lee, who is heir to Guy) but we would need to thread the line carefully and be strict in our adherence to Isan customs.

I think they're weapon users, and if so they wouldn't be interested in Tsunade or Lee. I can't recall any famous Leaf weapon users. Hazou might know of some though.

Looking at this briefly:
  • I doubt selling jutsu to the Gasai, even if they're our jutsu, wuold sell well with the Hokage. Keep in mind the majority of the Taijutsu-relevant jutsu we know of are either combat-applicable Alertness-boosters or armor jutsu. Which are both bullshit powerful.
  • My personal opinion is that the Inoue minority are a trap the High Priest's set up, and I doubt they're going to exhibit more loyalty than they already are. I feel really uncomfortable involving them, even tangentially.
  • I think "Sanity-check/optimize with the Isan team." applies to Yuno too?

  • The point of using the Kannagi estate as the staging ground is to start up a massive multi-sided fight. If Azai bumrushes and attacks with minimal explanation, Kannagi is still honor-bound to defend us; and if he does waste time trying to explain to Kannagi what's going on (and avoid combat), we have the opportunity to pivot and show that, hey, actually we don't have anything to hide why would you think that? Keep in mind that Kannagi is still honor-bound to defend us and Yoshida/Takahashi (IE the only people with the skill to judge a hypothetical Sealing/Summoning WMD) are both our allies.

Adding something explicit about 'if Yuno agrees' seems reasonable and sensitive, if the wordcount is available. 'Do you want us to do this' is (IMO) more than an optimization or sanity check.

My specific concern is that explaining to the Kannagi would not go as smoothly as you're anticipating. I'm reluctant to put further strain on that relationship. If the threat is meant to be credible enough that the High Priest could be fooled by it, I think that doing it on the Kannagi grounds is either going to backfire or add another factor to an already-complex plan, making it nonviable.

I'm hoping, if that is the case, that they'll re-work the plan instead of scrapping it, but I'm not confident.

  • It has been an honor to fight alongside Kannagi nin in her hunts.
    • Express appropriate sorrow for their fallen.

If the kannagi find out we basically used them as fodder in a trap, we're screwed. We Need to play this one very discretely from that perspective. In general though, I think it looks pretty good.

TBF, Keiko and Noburi have been in mission mode and not really about to train for a while. Though, I do recall wanting to spend Noburi's 200xp before the mission started for this reason.

We REALLY need to improve his medic skills. They're going to start to be stagnant enough it affects narrative soon I feel.

Hazou could probably start spending his though. Maybe.

The Kannagi aren't in the High Priest's good books, thanks to Yuno. They are unlikely to move against him if there is any risk of retaliation. On the other hand, the sword over their heads doesn't exactly inspire heartfelt loyalty, so it's unlikely they'd oppose an effort to get rid of the High Priest as long as success was guaranteed and/or there was no risk to them.

I doubt he is going to do much defending If we endanger the rest of his family like that.

I'll add a line making the misinformation suggest the ritual requires very large components that must be brought in piecemeal via Seventh Path.

Forged documents...if we successfully bait Shusuke, he won't have time to make forged documents to plant.

Don't, it's okay. Like you said: we're already doing damage control, and it's rather late in the voting cycle. Besides, one update alone might not be enough to soothe the righteous grief of a family member in a small, tightly-knit community.

Barring anything extreme, it can always be implemented in a later action plan, or even after the Isan mission entirely.

I doubt you're going to put it into the plan, but:

Just ask Asuma? He does want the alliance with Isan and we could ask Takahashi if he is interested in some ninjutsu exchange. Asuma might even want to some of their stuff.

This is really different to the deal we have with Yasuji, that was after all with another major country and mainly benefit us, this is pretty different.

I'm sorry but you made this easy:

  • Visit all the undecided leaders to point out how the abundance of activity from the Leaf team shows their desperation and that caution will serve them better than hasty action.
  • If any pangolins claim to have known Ui, stick to the religious texts, since pangolins obviously can't write and cannot provide an alternative written legacy.
  • Accuse Keiko of turning the pangolins against Isan with short-sighted political motives, making her unworthy of being the summoner. If Isan is to give Leaf any consideration as allies, the scroll must be returned.
  • Happily support the "cleansing" of Yuno, invite her to reconnect and return back to good standing, so long as she recounts everything that happened to her in Leaf. Ahaha. Ahahahahaha.
  • Ignore the ritual and send the most elite stealth operatives to set everything they can on fire all over the place, prioritizing not getting seen, and let people draw their own conclusions.
I mean, come on, even if some people claim to have seen someone or produce a corpse, how will that help if there's a widespread rumour about a Leaf ritual and the village is on fire.
 
Just thought of a jonin True Name for Hazou: Dreamchaser.

It encompasses his desire for Uplift, his willingness to pursue risky/unsafe goals, rather than settling for a less satisfying contentment (as Hazou admits in the update where he and Akane propose a triad to Ino).

It also carries the implication of "how far will you go to chase your dreams? What will you become to reach them?"

We are very pleased with her progress.

  • Visit all the undecided leaders to point out how the abundance of activity from the Leaf team shows their desperation and that caution will serve them better than hasty action.
  • If any pangolins claim to have known Ui, stick to the religious texts, since pangolins obviously can't write and cannot provide an alternative written legacy.
  • Accuse Keiko of turning the pangolins against Isan with short-sighted political motives, making her unworthy of being the summoner. If Isan is to give Leaf any consideration as allies, the scroll must be returned.
  • Happily support the "cleansing" of Yuno, invite her to reconnect and return back to good standing, so long as she recounts everything that happened to her in Leaf. Ahaha. Ahahahahaha.
  • Ignore the ritual and send the most elite stealth operatives to set everything they can on fire all over the place, prioritizing not getting seen, and let people draw their own conclusions.
I mean, come on, even if some people claim to have seen someone or produce a corpse, how will that help if there's a widespread rumour about a Leaf ritual and the village is on fire.

Sorry, your plan is spoiled. Pangolins can write. They even have the baked clay tablets to prove it.
