I don't think that Keiko would be okay with the "anything" part of that. She made the decision to quit trading seals unanimously because what the pangolins were doing with them affronted her on a moral level.

Trying to reopen trade with them in any significant degree would be like crawling back to a used car salesman after storming out of the lot. They'll know that we're desperate, they'll know that they have the higher ground, and they'll use that advantage to demand their special towers back. Something that Keiko would NOT abide by.

Is there such a thing? They're born and bred clan members, raised from diapers with the expectation that they would, one day, take over their clan. They've no doubt received training to go along with that. Informal dress code or not, it'll very likely be formal in attitude.

Like it or not, we're all clan heads now. That'll put some distance between our friendships... but that doesn't mean that those bonds have to die. They'll just have to... well, change, I suppose. As all friendships that live beyond a certain age do.

Mari's plan feels fairly constrained to what I was imagining, that is using Sealing to WMD Rock (Skywalkers and Explosion Seal Bombing).

In real life terms Leaf just got hit by a Nuclear First Strike. That is something which ordinarily calls for a Nuclear Second Strike responce.
 
So to everyone who thinks Maris plan is viable, if it actually works what do you expect Rock to do after they leave and still need land?

Seconding @Shadowwarp here: provoking Akatsuki has a pretty... dire failure mode. Also I'm not totally convinced that we can actually make the other villages believe it was Akatsuki, that we can make them scared enough to commit to an international coalition, or that an international coalition hunting akatsuki will end well (if we do end up finding them, I think Akatsuki wins that fight).

On the domestic leaf side: everyone else's close families were just murdered by Rock nin. I think now is when calls for international peace will ring the hollowest, especially coming from us who didn't suffer at all.

Snake's dinner should already be finished, since three day shas passed. Also, we left out the school project, and the First Storage Bank. Those are important too as well.

E: @Kiba good call about Tsunade's reaction. In my head this was a limited scope plague, but added a bullet explicitly getting her buy-in to enforce that from Oro.

I'm okay with @ting's plan, as long as we can find a way to make the diary/journal secure. Hazou's had issues with op sec in the past and has made notable strides in fixing that. I think that it'd be within his character to secure his journal. Maybe a mix of fuuinjutsu and code?

Edit: It doesn't have to be a seal and/or code. I just feel a little weird about poking too many holes without offering a suggestion to fix it.

Unless I misunderstood --which is entirely possible, I'm a little under the weather right now and thus not operating at 100% --I think the goal is to blame the Sinkhole Incident on the Akatsuki in the hope of uniting the EN under the threat of a greater enemy. Not sure how we'd convince them, let alone if the world's even at a point where that would work. Canon had Naruto's Talk-no-Jutsu going for it, an immense amount of optimism concerning the intent of neighboring countries, and a kind author. We... don't.

I care about if we're actually going to send any ninja or effort pursuing Akatsuki. Because a) it's a waste of ninja, b) no solid evidence to pinpoint them as perpetrator of the attack

Yup. I think that, should we go this route, it's more likely that multiple countries will see our weakness and declare war on Leaf, seizing fertile land, enslaving civilians, and probably slaughtering/enslaving the remaining Leaf ninja. Within the decade Leaf will be gone the way of Poland in World War Two.

I'd like to suggest that we should gauge their willingness to work with us as...like, a prequel to us adopting them formally. Like a "we're gonna adopt you guys as soon as possible, but due to current limits we're going to pretend we've already done that, minus legal things + we-will-get-murdered-for-showing-you clan secret stuff.

I'd imagine that Noda would be more than willing to wait the year for adoption if we just clear her debts and get her rehabilitated.

I would like to remind people that Rock started an undeclared war on Leaf. Destroying their conquering group is actually a remarkably restrained response.

If a country got hit by missile attacks on most/all it's military installations it would be responding with nukes/bombs/soldiers whatever it could be mustering up. On a personal level we and our family could have been killed if we had been in the wrong place.

In other words I am saying talks of peace is crazy.

They'll come back and take land that they don't think is crappy, of course.
The Oro plans technically do prevent this, but at the cost of getting Tsunade even more ticked off at us than she'll already be. Also it leaves Cloud as the only major power left. Which means they'll soon start taking over all the other villages.

I believe that just letting Rock rent the land is a much better option, but it does make the Gōketsu look indecisive. Instead, what if Hazō asks Shikamaru to present this as a better option which is less likely to cause massive problems? We can give him a solid argument about why the peaceful way is better for Leaf in this case, Shikamaru and Keiko can optimize it, and Shikamaru or Chōza can present it to the rest of the council and Asuma.

Reasons this is better than biological warfare:
  • Does anyone really want to have Tsunade find out that they authorized to spread plagues?
  • No possibility of a plague getting back to us when the Rock nin send someone to spread it to us.
  • Gives Leaf another source of income.
  • Prevents Rock from just coming back and taking land that isn't terrible.
    • To expand on this point, if I were Rock and I had been forced to rent this terrible land that was overrun with chakra beasts and plagues, I would send some infected ninja to help out more in Leaf. Maybe have them do some trading with infected blankets or something. Then I'd come back once Leaf's population was reduced even further, and forcibly take some land that wasn't terrible.
  • Gives Rock a reason to deter other villages (aka Cloud) from attacking us.
  • Doesn't make Cloud the only remaining world power.

This I'm completely against, our clan secrets is what gives a clan an edge against all other forces in and out of the village, secrets are a shinobi's greatest weapon. So the idea of giving away our clan's only real secret jutsu(that we we're explicitly told not to even modify, let alone teach others) boggles my mind. I get the idea that it's meant to help in the possible future war effort but none of the jutsu we can give are real gamechangers to the war effort because by the time anyone trained them to bs levels we'd be well into(hell maybe even after) the war, giving us little short term gain but a big longterm loss.

I especially do not see how we could possibly convince Keiko to go along with this, since we all know what the Pangolins would want in exchange for doing the one thing they told us not to do with their secret jutsu. I really wish people would give up on this idea.
