Real talk: we probably don't have to choose between our three-four adoption candidates, because we're a Clan Head and that means we can suggest that the laws be changed.

Proposal:

Due to recent losses in high-ranking clan ninja, the urgent need to increase Konoha's military power immediately, and the destruction of Leaf's primary academic institution, Konoha should fall back on the ancient means of training ninja up to standards - by which we mean the clans, of course.

The Hokage will issue a special three-year dispensation to raise the clan adoption limit from two to five clanless non-jonin per year as a temporary patch for Konoha's ninja pipeline. At the end of this period, the Clan Council and Hokage will jointly review the effectiveness of this program and decide whether to continue the program.
I'm not against the idea but I do think we shouldn't take too many ninja in at once with our numbers so small. I'd rather be anle to integrate each adopted ninja into yplift philosophy and get a feel for their clanmates.

What if instead we take one this year and go to the other two to propose joining us on our estate with the promise of adpption slots the next year in exchange for conventional clan support in all but name?

Also personally I think the jutsu hacker should take priority dor this year, she sounds like an easy win and it would unlock a whole new branch of potential ideas.
 
tbh the bioplague's the biggest part of the plan that's unworkable; running that by Tsunade will instantly break the plan and make her hostile to us, and that leaves us with all of Leaf's S-Rankers hostile to us, in a situation that resolves itself one way or another.

From my understanding Tsunade is currently in the room and has not objected.

Remember this is all taking place right after Asuma was confirmed as Kage, and Tsunade gets a vote.
 
From my understanding the value of the plan is basically to make Iwa think that area of Fire is very sparsely inhabited because it is all pretty much as much of a hell hole as the swamp of death. That way they decide the land is actually not worth it and just go home and try to come up with a new plan.

Uh, just checking. No one thinks Mari's plan is actually a good idea do they?

Seems to be the best thing currently on the lineup to me. Theres no way in hell all the other hotheads are just going to roll over and let Iwa have nice things, or trust that they wouldn't attempt to nonlethally subvert Leaf for use as cannon fodder in their next conquest.

Though the likelihood that this will backfire is still there, so phoning up Akatsuki to act as Team Akatsuki: World Police might still be on the to-do list.
 
Hmm, I wonder if Mari's plan is compatible with the Ninja UN plan... I guess at the point Rock declares they're on board, they won't yet know about our sabotage effort. So it should be fine.
 
Maris plan assumes other nations won't attack leaf for renting the land to rock. So why can't we just rent the land without sabotage? Sabotage always has risk of detection and requires valuable ninja time. And if rock leaves they still need more land so we are just pushing conflict to the future.
 
I'm thinking Mari's bioterrorism proposal is meant to appeal to undermine the Hyuuga faction so that she could steer the rooms response to Rock and work on pulling the Aburame, Hagaromo, and Inuzuka factions around to Goketsu.

Doesnt matter if Tsunade shuts her down if the the conservatives appreciate the lengths Mari was thinking of going to show Leaf still has teeth.
 
We should probably have some kind of rotation for our retail workers, or a better selection process. That was some serious job dissatisfaction and won't be sustainable in the long run, especially for people who have alternative, presumably better paying career options.
Double the pay or find someone who actually likes the job? Still, we do want the bank to be sustainable.

Most ninja want to do ninja things, which is to say brutally murder stuff. However, it occurs to me that there is a subset of people that do not want to do ninja missions. That's right, we can just hire the "skin-wastes."
The whole reason that these people are looked down upon is that they have PTSD from the stresses of ninja combat, right? Sitting at a desk all day and not having to do anything other than talking to civilians and operating storage scrolls would probably be a dream come true to some of them.

1. Propose the following plan to Mari:
Observations:
  • Leaf is currently weak militarily.
  • It has allies, but their commitment is unclear.
  • Mari's plan has it show more weakness, even if temporarily.
Proposed solution:
  • Officially blame the attack on Akatsuki, while thanking Rock for their assistance.
  • Call for a meeting of all major and minor village Kage, with the intent of combating the terrorist threat jointly.
  • Appeal to the legacy of the previous Kage, who set aside their differences for the BotG.
  • Once they're in place, attempt to form an inter-village organization aimed at preventing these kinds of global problems in the future.
Desired effects:
  • Mist and Sand are weak and vulnerable just as Leaf is. They'll show up to reaffirm the alliance, which will also help Leaf.
  • Rock will show up, because not doing so would contradict their current strategy, and put them under suspicion of collaborating with Akatsuki.
  • Cloud will show up, because they won't want to be left out.
  • The minor villages will show up because doing so will increase their relative importance.
  • It'll be the Chuunin Exams without the games, to start with.
  • The whole thing will give Leaf some proactive control over the international situation, as opposed to waiting for another attack.
Desired long-term effects:
  • Villages will accept the new organization as a means of resolving conflicts before they escalate to open hostilities.
  • More frequent and formalized diplomatic contact should counteract isolationism, promote cooperation and trade.
Questions:
  • Is this actually doable?
  • Can we convince the Leaf Council and Asuma to actually do it?
2. If she thinks it can be done, she has carte blanche to make it happen.
 
This update we really should work on getting the Jutsu exchange sit up. Work with Kei to get the pangolins on board. Offer whatever bribe is necessary
