Now that we're just talking "really high pressures", I'm not sure if stacked implosion bombs are actually our currently most destructive option. Compare misterator fuel-air explosives, for example.
Remind me, how do the implosion seals get stacked to go off successively without destroying the seals that haven't gone off yet?

Hey @Oneiros, I edited your plan a bit in the quote above to get a slightly smaller word count (288 with strike-through line, 273 without). I figure we don't actually need the line "If there's anything he wants us to try that we haven't done yet we will" since that's pretty much covered by "Whatever Jiraiya wants". But I can see why you might want to keep it for the sake of clarification. It's your call if you want to keep it or not. Everything else is just a slight rewording of the original plan to get the word count down a bit.

I also propose we either change "Take the time to get to know who's working there" to "Take the time to get to know who's working at the missions desk" just for clarity. Or instead change "Hazou & Noburi" to "Hazou & Noburi at Missions desk". Just so there's no misunderstandings about what we're suggesting.

Also I think we should change "Teach older student's sealing" to "teach recent graduates sealing". Only because I wouldn't be surprised if sealing is one of the disciplines that the Academy specifically doesn't teach to students until they're Gennin in good standings. As teaching someone even the beginings of sealing is putting a lot of power in their hands and you don't want someone who might wash out of the academy to have access to that.

From what I remember, normally you have to be a chunnin to learn sealing. I think teaching Academy students sealing is going to be forbidden anyway, we would also suffer a major backlash if someone died.

@Oneiros would you be open to throwing ~100k ryo from our gambling winnings to supplement Till-n-fill mission pay (they're way cheap IIRC, so we can probably double the pay for a huge amount with that money)? IMO it would align with "Better missions for clanless nin" since stuck up clan brats certainly won't be doing this sort of yucky field work.

Remember that Hazou is only entitled to one third of the yield.

IIRC the idea would be for the seals to all go off inside a 5SB'd airtight container, which contains the blast and forces all the air molecules to be stuck within a tiny tiny living space, which causes fusion or something. Ending the 5SB effect causes all that shit to go out at once. Killing everything.

This seems pretty weird and inefficiently phrased. I don't see whats wrong with how I originally phrased the "Meet with all these people" things, and by cutting this and doing that is more optimal IMO.

We do NOT need to do this meeting this update, we only need to schedule it. Also, a 1v1 meeting isn't the greatest, I would rather it be "Team Uplift" and "Team Hinata/Hyuuga/Neji."

Keep in mind we have Social/Mental Consequences at the moment, so Hazou is more vulnerable than usual without backup. Meeting alone is certainly a mistake. No need to not include the team

The idea would be to use prepped implosion seals. Implosion seals are literally just modified storage scrolls. What makes them special is that they can instantly absorb a large volume of air, then the atmosphere rushes down to fill the newly crested vacuum with enough force to destroy the implosion seal. This serves to unseal all the air at once. This is probably a bit simplified but the idea is [start] -> 1 atm -> [seal] -> 0 atm -> [in rushing clap of air destroys seal] -> 2+ atm (iirc it releases air in a smaller volume than it stores air from) .

Prepping a storage seal means we somehow avoid the destuction of the seal in the middle step, that we we have multiple implosion seals worth of stored air being unsealed at once in the same volume of space. This creates massive over pressure.

You know, we have 6 hours before the raiding party leaves. We could totally test stacked implosion seals, it's not a good idea to test the nuke sized stacks (and hazou doesn't know what fusion is anyways) but stacks of 2-5 could still be a massive upgrade. Like weapon 10 or something bonkers like that.

I'll vote on whoever has a plan involving last minute stacked seal testing, and for that matter the poison ideas too. Hell, if they're using skywalkers they could just bomb the akatsuki with poison/hallucinogenic/alchool misterators. I cannot overstate the utility of maximizing Jiraiya's chances of survival.
 
Also, in addition to till-n-fills, it might be a good idea to just implement a flat state bounty on various types of chakra beasts. I know extermination missions are already a thing, but this would further incentivize the taking of extermination missions. Furthermore it would encourage ninja to hunt chakara beasts as training or to kill a chakra beast or two on their way to do other missions/travelling.

If there's already a bounty we should increase it. We can even have Keiko do the math on the public wellfare economics of the bounty. The marginal social cost (bounty) of killing each chakara should equal the marginal social benefit (of an increased and more productive tax base).

I'm not quite sure we have the $$$ for that at the moment, and any state related stuff is Jiraiya's bailiwick.
 
does Hazou know if there are a lot of till'n'fills that get posted but never taken because the payout isn't good enough, or is the situation more that poor villages aren't posting the missions in the first place because they're too poor? faflec

I'm not quite sure we have the $$$ for that at the moment, and any state related stuff is Jiraiya's bailiwick.

If we have Keiko do the math, maybe with help from the Nara, we could then use our favor with Mori to help us create presentations. These presentations could be used to sell clan heads, the merchant guilds, kage, and even Yukaza on the idea. We will only be able to do so much without the J Man, but convincing all the powerful stake holders (across the entirety of the EN) on the utility of this idea could enable us make massive uplift progress even if J Man dies.

If things go well with talking to the mission desk ninja, perhaps we could ask them if they know of any outstanding clanless ninja. Also, we can focus partially on those who were sent to the Chuunin exams since we know for a fact they were sent there because they're outstanding.

I'm sure there are records on attendees of past chunnin exams as well. We should identify and seek out every single clanless ninja who has been sent to the Chuunin exams going back a decade.

That being said, a few things:

Specifically and exclusively seeking out the clanless makes it look like we're shunning the clans in favor of the clanless; I am unsure if this is the message we want to send, instead of being willing to play ball with the clans but preferring the clanless.

In general, I'd like it if we planned to talk with the clans, though possibly getting Noburi as the front-person, if you can fit it into the plan somehow; I think it'd be worth losing the +1 short plan XP.

Your Kagome section is better; no reason to spend words asking for fancy invitations, in hindsight.

On a totally separate note:

I very much do not think that reaching out to clanless ninja in the way that we are is going to end in us losing-the-Hat and going-missing-nin-again level consequences, because I believe there are several mitigating factors in the way.

The mitigating factors are, in order:
  1. Taking notice of exceptional clanless ninja is nothing special.
    1. There is precendent for exceptional clanless ninja to be either adopted or married into clans.
      1. Tenten, specifically, is noted to have received several adoption offers from clans, on account of her excellence.
    2. Our clan is low-manpower and low-business; we're basically a clan on "My Patriarch is the S-Rank Hokage" Prestige alone. Not only is looking out for adoption candidates within the pale, it's within everyone's expectations that we're going to be adopting clanless ninja in order to boost our numbers.
      1. Moreover, the rest of the ninja clans realize that we have no choice but to search for the clanless that aren't as good as the other adoption candidates. After all, if the clans can see how good the clanless candidates are, the clanless candidates themselves can see how good each respective clan is; we have nothing to offer the clanless that the other ninja clans cannot offer more of, save maybe seals. Therefore, the socially-astute clans will realize that this is essentially our only realistic chance to get adopted ninja: search for the clanless candidates that other clans wouldn't take but we might.
  2. Anybody who is going to judge us for this will be judging us for it as a pretext, not as an insult.
  3. If we quarantine ourselves correctly, we may be able to pass it off as Hazou being hopelessly idealistic and dumb and wasting his time, instead of challenging the social order. Especially if Noburi and Keiko sell it that way.
  4. All the above factors should buy us anywhere from 6 months to a year, by which point hopefully we've managed to make enough friends among the clanless that we actually have all that power standing behind us.
  5. If that time is bought, we should be able to pick off the opportunistic clans on the council, along with maintaining our pre-existing allies. At that point, our political opposition will be able to constantly send votes and sneer, but nothing else; we've basically already won.
