I could be misinterpreting some things but from what we've seen it seems like seals and sealmasters aren't very common, very much a small field in the ninja world. That and seals, even the mkst generic explosive tags), are expensive. Once things cool down a bit we can start selling tags sparingly in Konoha for a lot of cash. Being a clan with multiple sealmasters has its perks. Though in a case of war, Jiraiya might have Hazo and Kagome just straight up arm troops with crap tons of explosive seals for cheap.I will agree to this only on condition we keep selling to Leaf nins exclusively. We had Akimichi handle the restaurant-to-restaurant Q&A by offering to pay for his expenses. Win-win because Hazou can use the time to prepare for Ami, and probably couldn't eat that much in the first place, while Akimichi totally can and gets to experience a lot of Mist cuisine for free.
