Is there anything stopping somebody from sealing a sub-WMD chakra beast in themselves, or for that matter, several?

Having three scrolls in Goketsu possesion, all of which being allied in different senses of the word would be amazing, you only saw the Uchiha pull that off with their cat, raven, and crow summons, it would be a huge deal for our clan.

As for the 3 tails thing, I wouldn't be against Hazo becoming its jinchuriki but there would be a few problems.
1) yes we have a connection with both villages but frankly that seems mire negative than anything since both sides would have people against the notion of a traitor having that kind of power/responsibility

2) Hazo is still a leaf ninja now and Mist would definitely want their bijuu back in Mist, in a Mist nin.

3) There could be potential complications putting a bijuu in a teenager and best case scenario Hazo loses his chakra control until he gets a handle on it again, making him an easy target. Worst case he dies, probably didn't need to said but still.

I also would not go anywhere near Oro or Zabuza at our current level, but then again big risks big rewards. Reading all this I'm pretty sure parts of it arent feasable, but I would be all for getting that summoning scroll and finally taking down the condor summoner.

What makes you think he didn't? We know that Jiraiya knew about the handoff of the capybara scroll to the condor summoner, and that the capybara are master spies, which is exactly what he needs to track down Naruto. We know that he sent Noburi and Kakashi on an important, secret mission where they were attacked over water, which isn't a natural place for ninja to launch an attack unless they're either a Wakahisa or airborne.

I actually forgot about the capybara summoning scroll....and Noburi's super special secret mission....hmmm

Side question, which summon would you guys rather have? Assuming everything went right and we got both summoning scrolls and split them between Hazo and Noburi, who should get what?

You joke but there was a post by jackercracks pretty early in the quest that showed that the big thing that S-rank nin had where super powerful defenses. Jiraiya has needle Jizo, Orchimaru has weird bio hacked bodies, Danzo can rewrite reality, Naruto has a million clones, Gara has his sand, Sasori is a puppet, Deidra can fly, Tsunade can heal her wounds in combat, Pain has multiple bodies, Konan can fly and turn into paper, Hidan is immortal, Kakuzu can use his hearts to tank attacks, A can turn into lightning, Kakashi can teleport stuff to another dimension and, the list goes on. Have a trick to not die is step one in becoming S-rank. We have 3 in pangolin strengthening Jutsu, ghost scales and, skywalkers

What I'm taking away from this is that levelling PEA is our ticket to the big leagues. Also that high-level pangolin jutsu specialists are even more terrifying than we previously thought.

Also, I'm somewhat alarmed that Ami investigation part was cropped out of the plan(s) wiithout any discussion or reasoning. It seems important to me to show Ami that we're players not pawns on this global shogi board and this was one of the ways to show it.

There was some talk about using IN for fast hand-seals, so I made a stunt. @MadScientist for the stunt suggestion list w/ Iron Nerve stuff. The intention is that the user rebuys the stunt for every Jutsu they want to apply it to. I don't know if the cost/effect are balanced.

Fast Fingers (<Target_Jutsu>); Cost = 50XP
Prerequisites: Iron Nerve, Target_Jutsu is at least level 20.

Through practicing the precise sequence of movements that lets you use a jutsu effectively, you've managed to increase the speed at which you can cast it in combat, giving you an unusual burst of speed.

As a Supplemental Action, you may declare that you are going to cast Target_Jutsu with your Standard Action next round. You gain a bonus to initiative equal to your Iron Nerve AB for the next round. You must use your Standard Action to cast the Jutsu you declared.
 
I notice I am confused.. The plans begin with responding to Keiko's message, meaning they take place from the evening after Keiko's "match" against Shikamaru through the following day. Given that the only fight left is the Finals,

Not to mention that Keiko/Shino match is Hazou's POV, so we already know he will attend it.

There's not going to be any mechanical benefit to improving handsign speed. It's at too high a level of granularity to be worth tracking; detail fatigue is a major reason that the QMs swapped systems.

Hazō would benefit a lot from getting the capybara scroll. They could teach him better socials, or even just substitute in for him for social stuff.
Example:
Hazō: "Hey Caprica, did it seem like Noburi was a little awkward when I mentioned that Keiko and Shikamaru were doing well together?"
Caprica: "Why yes, it did. It was probably because he was trying not to give away that Keiko is actually dating Tenten, and has absolutely no romantic interest in Shikamaru, nor he in her."
