I mean, the clans are each a basic eugenics program right? Messing it up is why Hana (Hazou's mom) was excommunicated. I'm also under the impression that all the mountain ninja are descended from ninja, which is a large part of why they've got such an outside the bell curve ninja population, though I wouldn't be at all surprised if they didn't let their non-ninja procreate.

So for the following keep in mind that I'm less than 100% on this and as such it's not WoG, it's just my musings on the subject and may well contain errors: Did you notice how Noburi basically had girls hanging off him the second he mentioned he was a ninja? What if that social norm weren't emergent, but the result of intentional propaganda? Ninja have insane attrition rates after all, they'd need one hell of a birth rate to make up for that.

Note that for a hypothetic eugenics clan that maximises numbers it is only a good idea to let their men father kids far and wide and then reap the wild oats when grown, for their women it's more beneficial to be far more controlling of who they end up with if they want to ensure quality of a limited number of kids. And if a married man were to stumble into a woman while off on a mission? Who would know? Of course this must be balanced against the risk of the bloodline getting out and weakening ones' clan's position, as happened with the Kurosawa and the Uchiha. And indeed with that Uchiha who started the clan, who did not survive the revelation of his dalliance.

This means that un-bloodlined ninja would have a more free time of it, of course, since they do not have that downside, which explains why bloodline ninja do not make up 100% of the ninja population already. The total numbers of ninja shoot up (although still with many dying to chakra beasts) until they hit a certain point, at which point there often is another ninja war.

Really, who is to say that furious eugenics programs aren't running constantly, redlining at the limits of what is culturally acceptable without massive pushback from the ninja themselves? Are the current average chakra levels of ninja children the result of multiple breakthroughs in the past?

I've fixed it now.
So I wrote it in a google doc then transferred it over here, but the google doc uses text which is invisible in the style I read SV in (Flexile Dark - old), so I made it white (which is what default text shows up as in FD - old). I didn't realize there was a difference between white and default, which is what the problem was (the problem became clear to me today as I discovered the existence of different styles :p) Regardless, it should be fixed now.

I really think we need to define eugenics before we discuss this any further. Here is the google definition for "eugenics":

the science of improving a human population by controlled breeding to increase the occurrence of desirable heritable characteristics. Developed largely by Francis Galton as a method of improving the human race, it fell into disfavor only after the perversion of its doctrines by the Nazis.

Also worth noting is what I would call "direct" and "indirect" control of eugenics, where the former involves absolute control over the subjects in the program to isolate and reproduce one positive trait or set of traits. "Indirect" methods allow the subjects to exercise their discretion to a degree while trimming away undesirable traits. In a direct system the results, after a few generations, would mirror what happened to the pure-breeds of dogs in the 19th century. The indirect approach would be more similar to the American and European Eugenics programs from the 1920's, mainly focusing on weeding out undesirables.

I could see ninja clans following an indirect system over the years, simply because of how hard it is to isolate one particular gene out of many when all one has to work with is "supervised" breeding. Trial and error would take decades to produce slight gains versus just letting clan members marry as they wont.

On the other hand, if a clan adopted a more direct approach similar to dog breeding, I'd assume they could have significant advances in less than half of a century... at the cost of breeding as soon as the subsequent generations were physically capable.

All of this is purely speculation of course; today we only have 400 recognized breeds of dogs after two centuries of purposely planned breeding (outside of artificial selection dating back to prehistoric times). A clan could become much more powerful if they committed to a eugenics program spanning multiple generations, but without significant advances in psychology or boatloads of propaganda said clan would be swamped with emotionally immature/scarred super soldiers. I'm sure some enterprising clan leader could figure out a direct method, but without the genetic science to know exactly what he was doing, I doubt he'd get far enough to show his constituents that forcing all of the children to interbreed, copulate with outsiders, and snatch up all of the bastards from their other relations to continue the program was really really worth it.
 
Rock Lee's entire character concept is "hard work can let you rival somebody with huge natural talent". Rock Lee is an amazingly hard worker, and on the flip side, he has no natural talent. That is the canonical reason why he does not use ninjutsu or genjutsu, not anything to do with his ability to use chakra.

It actually uses the word "cannot". It sounds like he barely has the capability for water walking. I would think that there is a distinction between "no natural talent" and "he is incapable of doing this", which sounds like more of an actual disability. Though I could've sworn that the crippled chakra system was from his canon backstory.

The entire character arc of Naruto was set up to essentially describes the growth of a talentless orphan into the most powerful ninja in the world through the power of hard work. Given this similarity it seems awfully strange for Naruto to be able to master skills that he has no talent in through hard work while the alleged "genius of hard work" gives up on developing his skills in the areas that he doesn't have natural talent.

A big example of this is the issue of the three jutsu needed to graduate from the academy. Naruto failed despite his skill at two of the jutsu. This would have prevented him from graduating if it weren't for his confrontation with Mizuki and hard work at rapidly learning to use Kage Bushin. In contrast to this Rock Lee never managed to learn any of the three jutsu or developed a similar jutsu that could substitute for them. Instead he focused on Taijutus and impressed Gai who presumambly used his influence as a elite jounin to get Rock Lee accepted as a genin despite his inadequate skills.

Rock Lee is only a "genius of hard work" if he is unable to use jutsu. It seems illogical to say that his hard work let him rival somebody with huge natural talent when he didn't put the hard work necessary to rival his fellow members of the Rookie Nine in a field that he was untalented.

Since genjutsu must be transmitted to a targets brain using chakra in order to take effect, maybe we could try and intercept it?

Like, for sound based genjutsu. We could make an earring that would constantly absorb chakra in the air at a very low capacity.

And then when the genjutsu tried to reach our eardrums, it'd be partially absorbed and much weaker.

We could try doing something similar for our eyes. However, we'd probably need to make glasses of some kind, as the chakra likely isn't free floating.

Episode 48, Gai: "Lee ni wa ninjutsu, genjutsu no sukiru ga hotondo nai". "Lee has almost no skill at ninjutsu or genjutsu". Gai also goes on to use the other "cannot" words ("tsukaenai" and "dekinai") later in the same episode.

Naruto is a special case because plot - there is no rational explanation for why he is incompetent at the E-rank Clone Technique he's been studying for months if not years, yet able to master the A-rank Multiple Shadow Clone Technique in a couple of hours. I really don't think "hard work" is enough there.

Rock Lee is only a "genius of hard work" if he is unable to use jutsu. It seems illogical to say that his hard work let him rival somebody with huge natural talent when he didn't put the hard work necessary to rival his fellow members of the Rookie Nine in a field that he was untalented.
To say that Rock Lee can only be a genius of hard work if he can succeed in every area where hard work is applicable is like saying that someone can only be a genius of music if they can learn every instrument or musical style.

As a side note, Rock Lee isn't a member of the Rookie Nine.
 
One great multiplier is MEW. With higher levels of MEW, Hazou should be able to use it for boosting explosions (blast-focusing nozzles, thin checkered walls designed to provide shrapnel when exploded, oversized grenade casings for explosive tags) and traps (I'm sure Akane can make her traps much more powerful if she builds them on sturdy foundations)
Wouldn't it be easier to take it to lvl10 and ditch it while we use that XP discount to focus on actual offensive ninjutsu? Earth has good artillery techniques and the potential to develop corpse soil, which I really want to see.
Also, traps generally don't need foundations in the case of stuff like bear traps(which I assume ninja trapping is based on). Many even rely on weakening the ground. Honestly, this is where "mundane" skills like taijutsu/weapons/traps fail compared to ninjutsu. I mean, for spending chakra Swamp of the Underworld or Syrup Capture field does the same thing as traps more efficiently at a comparable level of skill.
 
Btw, is there any current candidates for possible secondary elements for anyone? Even if we don't want to do anything with that right now, should we make plans?

For Hazou, the immediate thought is Lightning, for it's Taijutsu boosting and the fast long-range jutsus that it's likely to have. Wind is a maybe, since we could probably use it to disperse our explosive seals throughout the entire battlefield.

If Noburi could get Lightning and disperse electricity through his water jutsu, or even his Mist, he immediately becomes much more dangerous. Hell, if we give him a Taijutsu sub-specialization, he can probably run Lightning boost for quite a while. I can't think of anything else that would synergize with his current skillset.

Keiko might be well-served in just learning more Wind jutsu, which is something we should pester Inoue about after this summon quest.

Akane getting Earth will give us another Earth Waller, Earth Cloner, and maybe Hiding-Like-A-Moler. They're probably going to be working together in combat.

The power of hard work and by also having an insanely useful unique advantage that overpowers his enemies whenever it becomes dramatically appropriate. When he saves Sasuke, beats Neji, and learns wind release in a short training montage these are not just because of hard work, but also because he has a crazy powerful power source inside him that happens to synergise well with his favourite technique. His other advantages include his useful bloodline, his godfather being one of the most powerful ninja in the world and being willing to let him sign a rare and powerful summoning contract, his teacher being one of the other most powerful ninja in the world, and he also the fact that Naruto is this generation's incarnation of one of the strongest ninja ever. Of all time. Naruto is the very opposite of hard work overcoming natural advantages. Sure, he works hard, but that's not why he becomes the most powerful ninja in the world.

It is my understanding that with proper training anyone can access their chakra system and while not everybody has the same amount or same potential for growth but the bell curve seems to be that everyone could be a ninja if taught. Reference Rock Lee.
This would be correct. The sage gave chakra to everyone.

He has natural talent, just... not as much. Even leaving aside how working hard is a talent of its own, he does have things like the drunken fist (filler but w/e) and some starting skill. It's just.. his skill isn't at using chakra.

The naruto wiki, as which most wikis (pokemon, nasuverse, etc) has a disturbing tendency to not do their research. T the very least, don't rely on their wording as evidence. The crippled chakra is fanon.

I suppose it depends on how long these characters last overall... Once we get Medical Ninjutsu to ~15 or so, I think it wouldn't be unreasonable to branch out like that, though we'll burn that bridge when we get to it.
 
Returning to the topic of genjutsu seals,

Although I think it would be a bad idea to try to make a seal that can cast genjutsu because of all the fiddly variables, how about a seal that Mari can offload some of the heavy data processing onto, allowing her to move around normally?

Genjutsu users can't move because they have to focus so hard on keeping the genjutsu running, and genjutsu seals are a bad idea because you need a human intelligence to react to changing variables. But if we combined them and used a seal to handle the "keeping things running" side of things while letting a human handle the "reacting to changing variables" side, we could get a genjutsu user who's able to act normally while using genjutsu.

Boom! Mari is now S-rank.
 
Offload what portion, the physical movement of her body while she focuses on doing the genjutsu mind interface and empathy driven sculpting of fictional tableau to influence the target? Yeah, lets build seal powered reactive armor to auto dodge away from attackers when on while still keeping LoS for Genjutsu use.

Akane's body felt light on his shoulders. Too light.

Noburi was bleeding, unconscious, but they couldn't afford to stop and see to his wound. Inoue-sensei, carrying him, was at the front of the formation. Keiko was somewhere behind. Hazō hoped she was somewhere behind—he couldn't hear her, and he couldn't turn around to look. And Kagome-sensei… Kagome-sensei had dropped back to "give those stinking stinkers the show of a lifetime", and somehow Hazō knew he wouldn't be coming back.

As the scenery went past in a blur, he heard a whisper in his left ear, in the voice of a girl who'd never speak again.

I trusted you to be my master. I placed my life in your hands. Why didn't you teach me more taijutsu while there was still time, Hazō-sensei?

Why didn't you save me?

Akane, lying on the bedroll next to his, gazed at him blearily.

"Something wrong, Hazō-sensei?"

"'s OK," she muttered sleepily. "Wasn't a very good dream anyway…"

She rolled over onto her back and closed her eyes.

Hazō spent a long time watching her chest rise and fall as she breathed, not falling asleep until he was sure she was still alive.

The team unanimously agreed to take a minute to cool down and confer in private before any further discussion took place. When they returned, they were in a much better frame of mind to continue.

"What is going to happen to Kōta?" Inoue-sensei asked again.

"That depends," Yoshida said after a couple of seconds. "There will be hours of argument, at the end of which he'll most likely be stripped of the right to be a ninja, and barred from sensitive jobs such as handling the tapirs. He'll live out his life in shame doing the worst of manual labour—at least unless you speak up on his behalf. As the injured party, you can dismiss all grievances, and that should be enough to swing the balance."

"What?!" Noburi demanded. "Why would we—"

Inoue-sensei raised her hand. Noburi fell silent.

"Who is his family?" she asked.

Yoshida nodded approvingly.

"He is the only grandson of Gasai Mikoto. Like most of the elders, Gasai believes you are the greatest threat to this village in living memory. Unlike most of the elders, she is open to being proved wrong. But if her grandson dishonours her family with attempted murder, it'll be all the opening her rivals need to force her off the council. That isn't in your interest or mine."

"What is your interest?" Inoue-sensei asked.

Yoshida looked her in the eye for a few seconds. She seemed satisfied by what she found there.

"I don't disagree with the others. You are dangerous.

"If you continue to stay, you will interfere with our politics, and warp our culture and traditions. It hasn't been a week and that impressionable fool Takahashi is making noise about better treatment for senior ninja.

"If we kill you, it will cost us lives, and we don't have that many to spare.

"And if you leave, then our secrecy is compromised, and the village will never be safe again."

Inoue-sensei nodded, following the logic. "So what is your solution to the problem?"

"The others think the hourglass can stay full forever. I don't. I want our village to be ready when the outside world finally comes knocking, and you are going to help me with that."

Inoue-sensei raised an eyebrow.

Yoshida's eyes narrowed.

Something passed between them.

"I will see you suitably compensated for your help," Yoshida said after a second's pause. "As long as I can convince the rest of the council to come to the negotiating table, and as long as you don't pull any more fool stunts like this afternoon. Do you have any idea how much work you managed to undo in a matter of seconds?"

"He hurt a member of my team," Inoue-sensei stated, her tone as cold and flat as the blade of a kunai.

"I'm not saying the little twerp didn't have it coming," Yoshida said. "But you should've known better. And quite frankly, so should your girl. Taunting a strong opponent into a rage and then stretching out the fight? As her master, you should be ashamed of yourself for not teaching her better."

Hazō suddenly felt very small indeed.

"Fine," Inoue-sensei said. "For now, let's give Kōta's motives the benefit of the doubt, and merely accept that a ninja under your authority attempted to kill a member of my team due to a spontaneous loss of self-control while none of the observing villagers tried to intervene. To show our commitment to cooperation, we are willing to have him punished according to your laws instead of eliminating him as the enemy he is.

"What happens next? Who decides his fate, and how?"

Unbelievably, Yoshida smiled. It was just for a moment, but with Hazō's attention totally focused on her as it was, he didn't miss it.

"A case as serious as this will be decided by the Council of Elders, formed by the heads of the seven most powerful families in the village. We will discuss the situation, then propose and vote on a punishment."

"Who are the elders?" Inoue-sensei asked. "What can you tell us about them?"

"First of all," Yoshida said with heavy emphasis, "you are not to approach them yourselves or try to influence them in any way. Our politics are too complicated for an outsider to grasp, which means whatever you want to do should go through me if you don't want to bring disaster down on all our heads.

"With that in mind, I've already mentioned Gasai Mikoto, whose family are the village's foremost taijutsu specialists. Her feelings about you are complicated.

"My own, the Yoshida, oversee sealcrafting."

Hazō's eyes widened. If they could make an ally of the chief sealcrafter...

Then he kicked himself as he realised that Yoshida had glanced at him and taken note of his reaction. This really wasn't his day.

"Azai Rindō is in charge of breeding and training the tapirs," Yoshida went on as if nothing had happened. "He is a determined isolationist who thinks our village is the only bastion of civilisation in a benighted world. He's never lost family for lack of medic-nin.

"Aida Rin serves as our religious leader, and thinks you six are a direct threat to our faith. She's not wrong, but compared to ignoring the outside world the way we've been doing, you're definitely the lesser evil.

"Takahashi Saburō, whose son you've met, is our ninjutsu master. He is passionate about his art, and I will sway him in time, as long as you do your damnedest not to look like a threat, such as by breaking the shoulders of children.

"Inoue Rika"—Inoue-sensei did not react—"is the lorekeeper. It is a revered position, with implications I wouldn't expect you to understand. She has the most influence on the council, and is the loudest voice against you.

"Finally, we have Azai Shūsuke. He is Rindō's cousin, and a complete waste of space. He will vote whichever way Rindō votes, and doesn't have a thought of his own otherwise."

Inoue-sensei nodded thoughtfully.

"You are to avoid these six like the plague," Yoshida repeated. "If they come to you, be as helpful and unthreatening as possible, avoid committing to anything, and don't say anything stupid. If they send watchers to spy on your camp, pretend they're not there, and don't do anything stupid. When it's time for actual negotiation, I will speak on your behalf."

Inoue-sensei opened her mouth—

"When I say 'don't do anything stupid', there are some things you need to understand right now," Yoshida went on without giving her a chance to speak.

"Don't wander randomly around the mountain. Even within the village, only a select group is allowed to enter our holy shrine. For an outsider to go near it would be a mortal insult to our faith. In fact, the less you ask about religion, the better. It is not something to share with outsiders.

"As a man, don't look an unmarried woman in the eye for more than a second, and vice versa. That's less of an issue for you people, but some of the youths might still get the wrong idea, and then things get complicated.

"Don't go near the tapirs without a handler accompanying you. They are this village's guardians as much as we are, and the Sage himself wouldn't stand a chance if he got caught in a stampede. Even with a handler, don't wear perfume or bring strong scents near them. It upsets them.

"If someone is foolish enough to invite you to dinner, make up an excuse and don't go. Mealtimes are sacred, and there are far too many ways you could give offence and make my life even more difficult.

"And don't enter the sealmasters' scriptorium on the north side of the village if you wish to live. That's not a threat, just a statement of fact.

"Now it's your turn," Yoshida said. "I've given you valuable information. Now you tell me exactly who you are and why you're here."

"We're missing-nin," Inoue-sensei said.

Yoshida looked at her blankly.

"We used to be ninja of the Village Hidden in the Mist, but our superiors sent us on a suicide mission, which we decided not to carry out. We've been travelling the world ever since, looking for a safe place to make our lives without being hunted as traitors. We've been to the Fire Country, at the heart of the continent, and to the Iron Country to the north. After things got too hot on the mainland, we came to Tea, because we heard it was a peaceful country with a low ninja presence. We've spent time in Tonaki learning about the region and its history to see if we want to stay here, and we came across your village by accident while leaving the area.

"Now that we're here, all we want is to establish good relations with our potential neighbours.

"What about you?" Inoue-sensei asked. "Where did this village come from? How long has it been here? How did it come to be so isolated?"

Yoshida gave the team a measuring look.

"We're a religious community. When the world was in the grip of yet another of its endless wars, our founder came here with his closest followers to seek peace. We've kept his ways for hundreds of years, minimising contact with the outside world. In return, we've been blessed with a bountiful environment, natural allies and a quiet, peaceful existence—at least until you came.

"You have knowledge we lack. Knowledge I think will outweigh the harm you do merely by being here. If you keep your screw-ups to a minimum, we might be able to come out of this with both sides enriched, and nobody being blown up or trampled to death. That is, of course, provided you agree to my conditions.

"Let Kōta go free.

"Stay away from the other elders.

"Let me do the negotiating on your behalf.

"Don't do anything stupid."

She locked gazes with Inoue-sensei.

"Well?"

Was the Dream omake-influenced? Lots of stuff to think about here.
Hazou get a grip on yourself, first Nobby blowing cover now you giving away stuff. More words later, I'm sure.
 
She's thinking 'Yay, missing nin! No village will get their jimmies rustled if we kill them.'

Shortly followed by 'Oh balls, they're missing nin. They've got nothing to lose.'
 
Good news is that we have the chance for mutually beneficial trades.

Bad news is that the Shrine containing the scroll is a Berserk Button for the entire village.

God I want that scroll so badly, but revealing our true purpose after telling that lie will not be received well.
