We have very good reasons to suspect that it was the Yazuka rather than Jiraiya ordering a hit involving his clanmembers in a dangerous and unpredictable ninja fight. Seriously, he did not need to lose a once in a generation genius, and make his wife cry when he has one other family member to rescue.
 
@Radvic et al. are right, we should probably get with the planning for immediate action.

One high level question: What distinct options do we have right now? So far as I can see our pretty much invariant goals here are:
-Survive
-Rejoin the team
-Report to J

We also have questions of speed vs. risk vs. OPSEC to worry about.

The combined strategy for the first two bullet points (survive/escape) seems to be what actually merits any discussion of broad approaches.

Beyond tactical concerns (how best to do X or Y or Z), then, the main difference between plans should probably be on that speed vs. risk vs. OPSEC possibility space.

So here are three simple high-level plans, mainly for the purposes of example:

We're up against a Jōnin. She's scary. RUN. Prioritize getting out of here above all else, under the assumption that the enemy is readying something horrible just out of our line of sight. Drop the dome, throw all seal-based things you can manage at once, and blast out of here through the least-suspicious wall at maximum speed on skywalkers.

If we break contact rejoin the team ASAP and report to J. about what happened.

Settle in for the long haul. She might be a Jōnin but Hazō is a Kami-damned sealmaster, and one with time to prepare. Time to turtle up so much that even Kagome would think you'd gone too far.

Work with Noburi to identify and cure the poison, as well as figure out where he enemy is and what she's up to.

Trap the house to kingdom-come in the meantime. If we see an opening to escape do so as cautiously as possible, with the knowledge that any encounter with the enemy not mediated by a field of explosions or an air dome will result in our death.

We're screwed, but we can at least stop the situation from getting worse. The enemy left us alive and with a message, so probably isn't going to kills us right away.

Using the appropriate amount of caution, figure out where the enemy is.

If she's still around then seal up Minami's body and get out of there as soon as possible. Attempt to minimize use of novel seals, jutsu, or skywalkers where the enemy can see.

If she's gone, sweep the house to its foundations, collecting anything of note and sealing it all up (including Minami).

If we break contact rejoin the team ASAP and report to J. about what happened.

    • Dispel
    • Henge into ourselves without poison - should delay any poison damage
    • Misterators in the building - make sure there are no henged ninja or other chakra sources are nearby
    • Living Roots Technique to check for enemies lying in wait for ambush nearby, outside or inside the house
    • Put Minami in storage scroll
      • Take her seals off her person first - no need for seal-pocalypse yet
    • Use MEW and directional explosives to sculpt a charged blast for escape purposes
      • If there may be enemies outside, arm at least 2 - one pointed towards the enemies, one away, ideally more if we have enough explosives.
    • Reset an Air dome barrier for extra defense when we blow holes in the walls
    • Prepare purifiers and tunneler's friends to be able to breath through poison in the house and smoke outside
    • Prepare banshee slayers for use if we need to drop ear busters
    • Blow a holes in the walls and initiate leaving sequence.
  • Leaving Sequence:
    • Send clones through each opening we made in the house armed with misterators and fire-log macerators
    • Have the clones attach misterators to the outside of the building to provide mist cover
    • Have the clones lay down a trail of mist via misterators, followed by exploding themselves with the fire-log macerators
    • Have Noburi check through the mist for chakra signatures: draining everything he senses dry
    • Run through the opening farthest away from any suspected enemy combatants and immediately run through the smoke upwards, throwing additional AOE fire-log macerators to the ground
    • Have clones run out of the smoke into the forest (laying a false trail, buying time to flee into the sky)
  • While running through the sky:
    • Get above clouds if possible
    • Don't stop
    • Go towards the meeting place for Akane's group

We should abort the mission. It's possible that other part of the network is compromised.
 
What happens if we find out he did this? Do we confront him with righteous fury, demanding he apologize for killing Minami? He certainly can't fix the situation, so it's not like we can demand he make things right. And if we do confront him, he'll tell us exactly why, in the political situation of Leaf, killing Minami leads to greater stability in Leaf and saves more Leaf lives overall. Sage help us if we accidentally imply he didn't care about Minami, a Leaf nin he's sworn to protect, and that he threw her life away for no reason.

It's distasteful, but it's honestly the best for everyone involved if we pretend, even against evidence we may find or already have, that Jiraiya had nothing to do with this. We can ask him later, when the world's not on fire.

I'm totally down for us making that decision. I just think we need to plot in greater detail than that. Personally think we should demand that Jiraiya let us hit the yakuza back. Play up the uncontrollable furry we have for being hit. That way Jiraiya can reign us in

I think we should try to convince Jiraiya to let us abort, but continue the mission with additional support from Konoha (dunno what would qualify, but hey).
I'd prefer not to lie to Jiraiya about what we want to do? Seems like a bad way to go.

We can just wait for Jiraiya to answer?
I mean, yes. Likely, we'll lose a day from communication delays, but I figure we can spend that day moving towards our next place.

Fair. I've removed the "suggest we continue with the mission" part from the Non-binding suggestions list.
 
Oneiros's chosen rhetoric aside, she does make a good point about prior contingencies being ignored. One can argue that they weren't included in the last plan (they weren't), but this gets back to a criticism that has been levied multiple times -- namely, that you (as QMs) do not enjoy seeing sprawling contingency lists copied from plan to plan, and for us as players it increases the barriers to entry for participation.
Could this be a communications issue? I have complained about various aspects of long plans before, but I have never said a word against contingencies. I love contingencies. They tell me exactly what the players want to do when a certain condition is met, and I get to ignore them completely when it isn't. Best of both worlds.

This incident has nothing to do with levels of planning. There is nothing you could have done to avoid encountering the ninja short of voting to skip this particular contact (which would be weird and improbable and you'd have a devil of a time convincing Minami to do it).

I will grant that it could have happened on a different update. But there are reasons it didn't, and not just in-universe timing ones but also the fact that you guys are fed up with this arc, so we want to get any significant events in it over with at the earliest possible opportunity. I don't think anyone would have thanked us if we'd decided to make this update about more low-agency delivery work.

I also feel like we're in a no-win situation in regard to the combat here. We end up writing a scene where the characters make close-to-optimal decisions without player input, and survive a jōnin's ambush with only one casualty, and we get told we responded poorly to a short player plan. Yet how would people have reacted if we'd gone the other way and let the characters make poor decisions because the plan didn't offer us anything to draw on?

One additional criticism from me: Minami ran straight at the enemy-ninja-of-unknown skill-and-ability with nothing but a standard attack (using none of her jutsu or other abilities), and with no apparent thought to her team or any means of coordination with them. This does not strike me as particularly intelligent, and is at odds with Minami's established character. Further, this is especially jarring as Hazou actually does think about what to do (and thus takes a far more intelligent action). It seems to me that having a combat system in place isn't much different than rule-by-fiat if you are going to vary the degree of optimization of character actions to this degree.
I'm confused to hear this criticism from you of all people, given that you designed Minami's abilities. You gave her exactly three ninjutsu: a reactive technique (the jōnin didn't attack her), an AoE technique (which would have hit her team) and an anti-MC technique (she was fighting a single opponent). She therefore did the most sensible thing she could as a swordswoman against a ninjutsu user - move in and try to take them out before further ninjutsu could be used. If you can tell me what means of coordination she could have employed with her team - bearing in mind that combat time was ticking and there was a jōnin about to attack - feel free.

(For what it's worth, in sequence terms Hōzuki's Mantle actually went off before her attack, so there was no circumstance where Minami would have tried to rally the team to make use of MC bonuses.)

As for Hazō, he had the same initial response as her, and it's explicit that he changed his mind only after seeing Minami get one-shotted and realising that he was unlikely to fare better. At this point, yes, the sealmaster decided to use seals as a solution to his problem.

Note that this "far more intelligent action" would have got him just as killed, if not more - he was taking poison damage every round, and the air dome was only stretching the battle out. He was only saved by Noburi's realisation.

Hmm... I don't think so. From what Kagome's said in the past, our bodies don't age when we are henged. This would imply that poison doesn't spread when we're henged. So, we probably shouldn't unhenge until we've reached a place we can treat the poison and are safe. Admitedly, if it's days, then we'll need to stop. Kagome has also warned us about the brain based dangers of maintaining henges for long periods of time.
 
@Velorien Out of curiosity, was there any particular reason Minami decided to attack rather than retreat by making use of Hazou's explosives and/or MEW to break out of the house?
 
Approaching or accusing Jiraiya at all is on the lines of the threats we made that got us thrown out of leaf in the first place, if not worse. Just some food for thought, because we obviously haven't learned from our prior mistake

For what it's worth, I viewed this combat as pretty much perfectly executed by the QMs and have no complaints. I was very encouraged by the way you had Hazou intelligently use his seals to solve a problem (buy time and safety, remove poison).
