Um, remind me why we're raising Roki again? Hazou's biggest problem is that he can't close well. He could standoff and throw around explosives like they were going out of style, but that's kind of a "winning-more" manuever at this stage - Akane is going to murdassacre everything with a Tai stat of 36 + Youthful Fist, but Hazou doesn't have the sheer tankiness that Akane has that lets Akane close with 30 TacMov, let alone Hazou's pitiful 21. If we start combat at taijutsu range, sure, we'll get some more value out of Roki, but that doesn't seem likely to me.

We discussed nothing that we truly fear being known. Most proposed seal designs are based on seals that are known to pretty much everyone and/or are theoretical in their entirety, the discussion on Kagome gave nothing Minami didn't already know, and Minami already knows about our combat abilities. The only "dangerous" thing that could have been spread was the details on the Frozen Skein, which at worst tells Minami that Keiko can't be uber-smart all the time without risking danger to her own well-being.Just so we're all on the same page, everybody realizes that Minami used her bloodline to observe and probably lipread all of that, right?
For all that Tsukuyomi is insanely broken, it's got a chakra cost as a genjutsu, likely to be incredibly high for it's commensurate power. Also, it may not work for long, depending on whether or not the blindness from overuse is a thing, and how quickly Itachi pegged onto that if it is.Unless Itachi is consistently getting a quarter million exp per day, this either doesn't work, has severe limitations, or the diminishing returns are extremely steep.
It would however handily explain the "ANBU Captain at age 13" bullshit.
Why do you go breaking the system like this? PMYF should let you roll Kawarimi+(1/2 TacMov) to get to any range band. And that's being generous. Otherwise, I'd make it straight Weapons vs TacMov.Feel my pain. :>
I think it's not quite that simple; it depends a lot on the range. If (1) the fight starts at long range and (2) you don't allow the team their standard loadout of seals then SSC will probably win against Noburi and Hazō but will probably lose against Keiko. Regardless of range or equipment, SSC will be crushed by Akane.

PFB details: For 30 CP she can get (18 + 9 + 5=) 32 dice out of the PFB, or she can get 17 dice from it and also roll a Weapons check. There's also something in there about the opponent making an Awareness check or getting a malus but I can't understand that part so am temporarily ignoring it. (@Cariyaga, could you please clarify that section?)
Team Uplift:
NB: The skywalkers give +5 to TacMov for closing range, +20 for opening it. SSC is from Konoha but is only a genin so she probably doesn't have them yet.

- 3 die combat advantage. (33 Weapons)

- NB: uses lots and lots of explosives on her thrown weapons. Explosives are dodged with TacMov instead of the defender's combat stat, so SSC is rolling 25 dice for defense instead of 30+.
- 10 die combat advantage. (34 Water Whip, +6 from the Hozuki's Mantle. [He would open with the Mantle, using it to block attacks long enough for him to also cast the Water Whip on the second round]) I'm ignoring clones because they would take too long.

Akane will always win against SSC. Regardless of the range she will close distance (possibly shrugging off an attack on the way in) and punch SSC's head off.
If the fight starts at:
Close range: Hazō, Noburi, and Keiko will all demolish SSC. Keiko can either use her kusarigama at close range or else easily open range via Skywalkers and then win with long-range weapons.
Medium range:
- Keiko and Noburi win.
- Hazō needs to close distance, which he probably cannot do based on stats. Instead, he throws out a PMYF, substitutes, and wins.
Long range:
- Keiko wins.
- Hazō throws out a PMYF, substitutes, and wins.
- Noburi has a couple options but the simplest is to throw out a PMYF to close range and win with Water Whip.
All of this, of course, is ignoring the fact that the entire team can throw around the Poor Man's Grand Fireball technique (aka a burning log in a macerator), as well as lots and lots and lots of explosives.

This seems like a bad idea.In fact, it might be a good way to feed her misinformation or framed context since she might consider the lipreading part unintuitive enough to not assume that we've guessed it.
Nah, a range band switch is entirely justified. What is more likely to happen is a malus to whatever combat die you were planning to do in that range to account for substitution disorientation, or maybe have that Weapons vs TacMov but have the TacMov check be at least a B class success to get out of the range band. PMYF is actually a pretty good idea, for all that it's a watered down version of the seal that pretty much ended a war in a single battle.Why do you go breaking the system like this? The one for leveling elemental techniques. If you've got a technique of an element at at least 10, then further techniques in that element get half XP cost to raise, up to the level of your highest technique in the element.

- Continue the mission as per previous protocol
- Trust our instincts, especially if they start screaming to shove our feet in our mouths
- Follow previous precedent and orders from Minami
- Do not reuse Henge, but keep it up when teammates do not make up all of the people who can conceivably see us.
- Send regular messages to Jiraiya via the Pangolins. If Akatsuki appears, tell Keiko to delve into Frozen Skein just long enough to come up with a plan to escape without her providing fire support, and then have her reverse summon. Have her report to Jiraiya immediately.
- Let Minami decide team composition and how to approach contacts.
- If any enemy ninja or action is spotted, report it to Minami immediately unless we have a clear and compelling reason to do otherwise.
- Ask around for rumors about Mist and Water Country, but do it with all the subtlety that we can use and still get usable information.
- A comedic scene of Hazou digging through his set of nigh infinite storage seals to see everything that we have in there would be appreciated, but if the GMs don't have the bandwidth a summary of his complete inventory would work too.
- Talk with Kagome (needs work, hence why I haven't voted for this plan)
- Research topics
- Is there a seal that can activate another seal? Can we make such a seal?
- If we can, can we make the activator seal trigger on proximity detection?
- Can we make a different activator seal that triggers based on the action of a paired seal? (whoever came up with the ARF, this is all you)
- How difficult would such a seal be to infuse?
- Can we make seals that activate upon tearing? The idea is like the implosion seals that we've used before.
- How dangerous would it be to mount Force Barriers on Fuma Shurikens to act like invisible Wind Release: Vacuum Blade? How much for regular shurikens? What about a set of force barriers, placed to sharpen to an edge or point?
- Ask Kagome how he'd infiltrate Jiraiya's network without Jiraiya knowing, since he was part of a crypto department before. This is merely a hypothetical exercise to see if we can't catch an infiltrator if we find one
- Lupchanz is not a viable option for the purposes of this thought exercise
To be fair, we don't get that for Noburi in TacMov anyway. Noburi's build is probably one of the few that could actually afford to spam Substitution like candy.
