This came across like the seal is making the noise, not that it's actually a genjutsu seal. That would be much harder than a 5 for the research roll. Hyping up the seal was part of the prank
Ok we really should nip this misunderstanding in the bud. Tell Yuno we meant an informal gesture of friendship, not a formal one. Then some options for following up
1. Ask implications of formal friendship. We may be interested in giving a formal declaration as well. Then possibly give the formal declaration.

I am pleased but not surprised that this went so well. We went into the situation with a good idea of the lay of the land ('Yuno feels isolated and wants to have friends') and a clear goal ('communicate platonic love and friendship to Yuno') then took care to ensure we communicated effectively (Isanese placesettings) and asked questions instead of making decisions for her (do you want a marriage, religious texts, etc.). When we're engaging in social situations reactively, we are almost invariably doing triage and first aid. Being surprised when that only does what we set out to do, or interpreting that as Hazo being bad at socials, strikes me as a bit odd. We haven't totally struck out socially in a while (Akane excepted) but we need to temper our expectations as to what we can accomplish vis-a-vis changing people's minds in one conversation. Alas, the hivemind is not necessarily good at extended campaigns/plans.
Some questions about the last update, @eaglejarl. Specifically, you left a note at the bottom that indicated that there might be a possibility that you'd write the parts of the plan you didn't get to.
Is there a possibility that we can get an executive summary of the Cannai portion of the plan, and work from that, or should we include that in the coming plan? I think I'm chiefly interested in the discussion of the Conclave. I expect that we'll be linking a jutsu list instead of including it. (I'm specifically hoping that we might do so as I don't agree with all the jutsu on the list...)

While my support is obviously not a deciding factor, here, I am absolutely supportive of you writing Kagome's birthday whenever you feel like you would have fun doing it, as birthdays are supposed to be fun for the people attending and/or the people they're honouring and I think that insofar as anyone is Kagome it's you and Vel.

My proposed jutsu list:
- Previous updates indicated that the Dogs have earth jutsu (digging etc.) - we'd like jutsu that align well with our developing niche as an earthshaper.
- Close-quarters Lightning nature jutsu that would synergize well with Haru's abilities/style. He won't be FOOMing for a while, and the clan has a number of lightning natures who can also benefit.
- Villages experience issues with crops (field fertility/yield/etc.), infrastructure (housing/roads), the availability of clean water, food preservation, and cleanliness in general. Any jutsu a ninja could apply simply which would help with these would be appreciated, as would general Dog best practices we may not be aware of on the Human Path - if you have insight into civilian-accessible techniques to help with any of the above, we'd count those as jutsu-equivalent.
- Jutsu related to enhancing our mental fortitude or draining that of our opponents.
- Any jutsu that you in your infinite wisdom as leader of the Dog clan (joking reference to his making fun of our asking for gold) believe would be useful to us which we have not captured in the other points of this list.

IMO that wasn't our fault, and the fix that came out of that was a net gain for our relationship. Maybe you could say that the part where our lines of communication with Kei were screwed up was on us at least in part, but her exploding due to a) outside stressors beyond our control and b) genuine miscommunications which were resolved quite quickly and to mutual satisfaction doesn't feel like striking out to me.

Based on things Hazo doesn't know:
A seal strapped to the throat which vibrates at 20-ish Hz would result in someone sounding different. However, it wouldn't produce a uniform ANBU voice. However, I'm not sure that a uniform ANBU voice was ever really going to be possible because a single seal is just going to modulate the input signal, so the output will always be based on it in some way (unless Hazo gets really into audio engineering).
We know that there are loudspeaker jutsu from the Chuunin exams. Asking Kagome if he knows of any similar seals would be an interesting place to start doing audio work.
That said, I do somewhat question the degree to which the ANBU genuinely care about maintaining secret identities. We were able to identify one because she carried the same sword around as a 'civilian' ninja and an ANBU operative. That's the sort of 101 stuff I would have expected to be noticed if it were a priority - the Tower provides you with all your gear and there's a clear separation between what you use on and off the clock.

The answer here is fairly simple:
- It's hard for Hazou to keep up with Ami, no doubt in part because she chooses not to slow down for his benefit, and as such there's only so much interaction with Ami Hazou can handle at once, despite (or even because of) the fact that she is objectively beautiful, brilliant, and creative. Friendship, even up to ambiguously-serious flirting, is much easier to handle than a full relationship.
- While love is a personal thing and cannot be truly gainsaid by anyone else it also remains true that Hazou does not like upsetting those close to him, and the last time Kei thought Hazou and Ami were in a relationship the thought caused her great distress. Moreover, he already has two girlfriends and it's their polycule as much as it is his, so unilaterally adding Ami would be disrespectful to their autonomy. Thus, if Hazou is not already in love with Ami, it makes sense for him to not seek out falling in love with her if success would hurt people he already cares about.
...at least for now. Neither of those reasonings are immutable, after all, and given Kei's reaction here we might even be able to strike the Kei part of reason 2 off the record entirely, leaving it largely a question of when Hazou grows in social skill, maturity, and understanding of The Ami to keep up with her without feeling drained. Of course, there's more to love than 'attraction and no major reasons to stay distant', and there's no guarantee Ami would choose to reciprocate rather than keep playing the ambiguously-serious flirting game or some variant, but it's the point where he might seriously consider whether he wants that or not.

Okay, step one is having Kagome go over this thing with a fine-toothed comb. Step two is hiring the best bladesmith available to do the same. Step three is hiring the best blade-wielder to do the same. Step four is asking the librarian and the Nara for any potentially relevant records. Step five is cross-referencing them with Jiraiya's records. Step six is sending somebody out to talk to that shopkeeper Jiraiya contact with documented Isan heritage. Step seven is talking to the diplomatic team arranging relations with Isan and getting them to pursue any leads on the matter...

We know he only got promoted to Chuunin at the Exams before ours, and we can guess that he was vastly overqualified and was mainly kept a Genin that long so that he could flex on all the other nations, but it's been quite some time since he made Chuunin and he's clearly got the combat ability for it. I don't think we've heard his official rank one way or the other in recent memory.

I'm pretty sure that as of Hiashi's election he was still just a chuunin, and he's older than her, much less than she was whenever she got promoted.
