Yes and no. There are major nations and alliances between them. There are also minor nations that continue to exist either because they have a carefully managed set of alliances with the majors (eg River, which is allied with Wind and Fire, who are in turn allies), or because someone extremely powerful lives there (eg Hot Springs) and so taking it would be too expensive, or because it has nothing of interest (eg Iron), or because it's a place that you Do Not Go (eg Bear), or etc. I think there's an informational threadmark about that.

Thing to remember: In the real world, geopolitics was determined by who had the best army. That usually meant who had the best combination of population size, military tradition, and resources. In the EN, geopolitics is determined largely by where a couple dozen people live. Countries survive if they have one or more S-rank ninja (and/or a jinchūriki) living in them or alliances with someone who does. The points I made above about alliances are really more about alliances between individuals than between nations per se. Sarutobi Hiruzen was a good example of this -- he was in favor of peace, so he made alliances with minor nations, at which point everyone left those nations the heck alone.

I personally think it would be fine but I also don't mind waiting until the current plots are over, since a direct question like this shouldn't take much waiting time.

I would wait to do Summoning Scroll stuff in general, and especially would not want to alert River that we may or may not be poking around for 'their' Scroll.

I definitely want to wait for the others, cuz any team we send to claim it would probably want to keep it. I'd like cursory info on the kanga scroll if possible too, but like I said we could always do it later. Not like we're going to get it anytime soon.

On a related note, we talked in discord about going on a diplomatic mission to Sand to talk to their healers/puppet experts about buying Advanced Prosthetics from them for healing purposes, and even setting up some kind of ongoing prosthetics trade with Sand. Could be a great opportunity to swing by and nab the Otter Scroll. Could be a good next option once the current arc is over.

Basically this. At the least we should get an idea of their combat abilities beyond "guard dogs" or "diplomat". Hazou should have this information already based on the update so it's just a matter of brief tactics discussion while resting.

Not sure we should be taking an afternoon off so soon into the mission. Feels rude. I would be okay with gathering flowers for Ino (as flowers seem to be a hobby if hers, iirc), or including Ino in the letters we send back to the Leaf.

Eighth draft: Hares are on a northern peninsula, Bears have northern coast, Cats west of Bear. Possible upwards curve of Bear coast (heading straight west is apparently faster than following coastline). Expedition path being tracked.

Alright, got a sketch done. Still not sure which side of the Otters the Condors are supposed to be, but with other statements about the Capybara and so it'd be very awkward if the Condors touched the Pangolins and Toads and were south of the Otters.
Still a good deal of guesswork on the details, but this is roughly how things fit together.

Also, the Pangolins border a heckton of other clans.

This could be mitigated by having Summoners in both villages. Of course, this would eventually wear out the Storage Seals, but they still get a good 12 activations or so first, right? We can make "produce the seals that we store dirt in for you" part of the deal so we don't have to do it :p

You could, but consider the scale. The roots of corn grow around 1.5m deep. One acre is 4047 m^2, so in order to cover one acre sufficiently to grow corn (chosen somewhat arbitrarily as an example food crop) you need a depth of 2m. That means you need ~8000 m^3 of soil per acre. I'm having trouble finding clear numbers, but it looks like 12 acres was enough to support one family in the Middle Ages. If you want to allow Sand to support itself, you're going to need tens of millions of cubic meters of soil. Soil has a density of ~1.5 g/cm^3, meaning that you can fit roughly 66,666 cm^3 into a storage seal (the most that will fit within the 100kg weight limit), which is 0.06 m^3. That's a lot of storage seals.
