Very well, let's do a complete statistical analysis.
  • Asuka's fan is missing a definite article ("the best girl") and a period. The first one is debatable, since "X best girl" is an established meme, but we're being pedantic so we're counting it. 2 mistakes per 13 words, or ~0.15 mistakes/word.
  • Rei's fan is missing a word and (debatably) a comma. 2 mistakes per 13 words, or ~0.15 mistakes/word.
  • Misato's fan is missing two hyphens (14-year-old girls), a comma, a definite article, and a period. I'll count missing the two hyphens as a singular mistake. 4 mistakes per 19 words, or ~0.21 mistakes/word.
  • The annoyed observer wrote the adjective "goddamn" incorrectly and is missing a period. 2 mistakes per 3 words, or ~0.67 mistakes/word.
Asuka's fan's and Rei's fan's error rates are equal, but Rei's fan made a more severe mistake in missing a word, so I'll use that to break the tie.

Conclusion: Asuka's fan is the best girl (of those present). Observer is the worst one.

Have we considered hiring civilian teachers?
They clearly exist based on the fact that merchants and tradesmen are a thing, and can likely teach things like calligraphy almost as well as Kagome can if you get the right person.

Many of the skills that are useful for ninja (like calligraphy or critical thinking skills or economics) don't actually require you be a ninja to learn them.
If we get the chance, we really should see about tapping Leaf or Tanzaku Gai or other towns for learned peoples. Maybe give them a heavy discount on living on our estate and the promise of protection from a clan of ninja?

Doable, though we'd have to also consider bringing in retired ninjas to keep order in the classroom. Since, well, the kids they'd be teaching would literally have the power to paint a wall with the civilian teacher's brain matter.
 
Ok, good, back to the important topic: the obviously correct answer is that Kaworu is best girl. The only one who actually bothered to actively connect with and understand Shinji, and allow Shinji to understand him in return.
You make a compelling case. However, I think Kaworu doesn't qualify for best girl due to being a genderless being the very nature of which is defined by its inhumanity and a boy.
 
If Kagome can be best waifu (being neither female nor a romantic interest), then Kaworu can be best girl.
Whose best waifu is he?

Side note: He's actually doing better than Kaworu, as Kagome is a female name, whereas Kaworu is quite definitely a male one (or at least Kaoru is; Kaworu isn't a real name AFAICT).

Depends on which version of Kaworu. I can't speak for the mess that is the multiple anime series but in the manga he develops no real positive relation with Shinji to speak, doesn't help when he broke a kitten's spine first time they met.
 
Seal ideas:

Auto Dispeller
When attached to a person's skin, it immediately releases chakra, breaking the person out of genjutsu as if they had used Dispel, and then becomes spent and inert.

Multi-auto Dispeller
When attached to a person's skin, it releases chakra once every 15 minutes, breaking the person out of genjutsu as if they had used Dispel. Lasts 24 hours.

Reactive Dispeller
When a genjutsu is cast within 100 meters of the seal, it releases chakra, breaking the person out of genjutsu as if they had used Dispel.


These are basic defenses Jiraiya would have prepared in the case of meeting Genjutsu-spec jounin who would try to tie him up while their teammates cut his throat.

Why it isn't used already: How do you know it isn't? Perhaps a limitation of one blink before the seal stops working

Is there a collection of old character sheets? I just started the quest and the new ones don't even have stats like the starting ones. So I was a bit confused trying to check things.

offering Orochimaru Kurosawa clan secrets (and, potentially, some of Jiraiya's sealwork that's relevant to his research) in exchange for apprenticing ourselves to him and helping him resurrect Jiraiya (as best we can)?
 
I never expected which girl Hazou's dad considered to be the best before he got together with Hana to be such a contentious topic.

I'd consider this a couple years from now, when our position is stronger as a clan, we're more personally powerful, and our loyalty to Leaf isn't in question like it is right now. The main cost of doing this will still be alienating ourselves from the rest of the clan, but if we can make ourselves harder to push around on a whim, there might be a way to swing it. Right now, it's way too much unmanagable risk.

Hurricane Seal: Four-element seal, placed around the user. Accelerates the wind in a wide area around the seal to hurricane-force winds while leaving the center untouched.
Each round, every zone adjacent to the zone of the hurricane seal accumulates one hurricane-related Aspect per turn. On the third turn anyone in them has to pass an increasingly difficult check to not get plucked off the ground and sent flying.

Rainbow Bubble Seal: Large rainbow bubbles flow out of the seal and start floating around the area. If anyone touches one they get sucked inside and the bubble starts to shrink. The bubble is impenetrable from the inside.

Steel Field Seal: starting from the seal, a layer of solid metal spreads to cover every surface. If someone touches the ground in such a zone, the metal starts to climb up and cover them as well, eventually encasing them in a hollow metal statue of themselves.

Demon's Grasp Seal: A clawed hand made of magma shoots out of the seal and attempts to attack someone. If it misses it sticks around and can be targeted for a turn. If it is not destroyed in that turn, each finger will grow out into another arm and clawed hand, sending out five attacks at once.

Suggestion for Hurricane seal: The winds move deterministically, making it possible for a skilled weapons/ninjutsu user (with a stunt, and sufficient practice) to attack through the winds.
 
On which note:

Fan the Flames Seal: Increases the Effect of fire techniques in the area of the seal. Flavor as stoking the flames with wind, as appropriate.
