Agent Black is strongly implied to be a Yamanaka. If we've inherited Jaraiya's spy network, that's a potential in with their clan if we make a good impression.
Similarly, Agent White is strongly implied to be a Hyuuga. Which is undoubtedly an awkward fucking position for them to be in. We need to understand what their attitude is relative to us after Jaraiya's death.
Finally:
Who is our spymaster? There should only be one of us who is the new spymaster, for the same reasons why Jaraiya didn't share everything with the clan before now.
I nominate Mari for the position. She has the skillset, the necessary ruthlessness, and the personal combat prowess.
My list in descending order:
Mari (Ruthless, infiltration & social spec, still has personal combat skill.)
Noburi (Social-spec, but not strong enough in personal combat. The Toad Scroll could change that, though. I'm also unsure if he's ruthless enough.)
Keiko (Terrifying, Frozen Skein planning, personal combat skill - but her bloodline drawback could cause serious issues. On the other hand, it could be an advantage re: Agent Black and other mindhacks.)

To expand on the idea of arguing that our power is the village's power and that as we grow so does the village:
Have someone marry Hinata. We link ourselves to the Hyūga, which means that our power is not just the power of the village, but also the power of Hiashi. This gives him a very good reason to keep us alive. Even better if Naruto joins the clan and wants to be the one to marry her. There's no way Hiashi would turn down a chance like that (not saying how likely Naruto is to want both of these things, but it would be pretty useful if he does).

You probably want to change the Naruto section a bit. It was stated that Jiraiya actually is leaving the clan to Naruto, so it's not exactly our choice whether we adopt him or not, but rather whether he wants to take ownership of the clan or not. We don't seem to actually have a say in this other than offering our opinion/advice on what he should do.
Also before we know what Naruto's decision is, we can't actually make any decisions about the Toad Scroll. If we make a decent impression on Naruto he'll probably be on board with giving it to Noburi, I would think. But again, it's kind of out of our hands until we talk to him.

Nitpick: We--the clan-- have an exclusivity deal with the Pangolin. Inasmuch as this deal would be still on remains to be seen: if we--Clan Gouketsu-- do not see the money from it (which is Keiko buying our seals with Pangolin gold at the end of the day right? Not sure why this would change if she moves to the Nara.) I see no reason why we wouldn't immediately commence with [jk] Stop the Pangolin Genocide Immediately.
E: Or what Oneiros said actually. We dont need Keiko as the middleman at all.

Point of order: This is something that could take weeks to do the due diligence on. There are hundreds of potential candidates. Not necessarily something we'd like to wait for if we want to play hard and fast.
