I'm against including a meeting with all the clans in the update for various reasons. Primarily, we're tryna do a lot already and there won't be enough room for a big detailed meeting section.

There was a plan for the last deadline that sent fancy invitations and whatnot out to schedule meetings with all these individuals later in the week. Personally, I thought it was a good way to lock that into our schedule , maybe you could co-opt that?

I'm 50-50 on it. Hazou is clan head so him letting Noburi take point is weird and may be taken as a sign of weakness. OTOH Hazou taking the lead may have issues due to his Social Consequences.

So maybe we shouldn't do the meetings, at least for a week.
Theres no reason to do it on a 1v1 basis. Just interact with the other clan heirs/acting clan heads in groups of 3 with Noburi and Keiko by our side.

In case of emergency Keiko can bringeth the icy thunder.
 
This seems pretty weird and inefficiently phrased. I don't see whats wrong with how I originally phrased the "Meet with all these people" things, and by cutting this and doing that is more optimal IMO.

We do NOT need to do this meeting this update, we only need to schedule it. Also, a 1v1 meeting isn't the greatest, I would rather it be "Team Uplift" and "Team Hinata/Hyuuga/Neji."

Keep in mind we have Social/Mental Consequences at the moment, so Hazou is more vulnerable than usual without backup. Meeting alone is certainly a mistake. No need to not include the team

I have plans for this meeting, that the presence of Neji and Hanabi would interfere with. Noburi and Keiko aren't there because Hinata is alone, and there's a nice balance of power between her and Hazou, both being clan heirs acting as clan heads. The implication is that we want to discuss important political topics, which we kind of do, or at least I do.

What does "cut to voting" mean?

Means you end the update early. Partially because the completely hypothetical really bad thing probably invalidates the rest of the plan, and partially because the players want to react to the awful thing asap.

This is merely a humble request, made with the understanding that it's within your power to refuse, and no hard feelings will remain in that case.

Fair enough, I'm honestly not so sure on that part myself. However, I do think getting her assistance in the actual delivery of the presentations would be about the most utility we could hope to wring out of the favor.

If we don't need to start on this within the temporal scope of the update, I'd prefer if we got started on it next plan. We already seem to have enough going on in the plan we have, and if anything the QMs can put more focus on the meeting setups if we make them the centerpiece of the next plan instead of the last item on the list for this one.
 
I should explain that the whole point of getting stakeholder buy-in for the bounty system is that it could subvert the need to make the bounties state-funded. IIRC, taxes in the EN operate by something very close to a feudalistic system. If we could convince clans to set their own bounties in order to increase their tax bases we could avoid the need to pay for it ourselves altogether. It could very well be more efficient too, cause federalism. The merchant guild/individual merchants might be willing to fund bounties as well, or at least help pay for them. Lastly the seriousness with which we're taking this, the fact that this is mostly for the benefit of civilians, and the fact that we bothered to do an economic analysis could engender positive feelings towards the Gotseku.

Who said anything about shipping? I'd like the meeting to be private for the same reason I wouldn't have wanted to take Noburi along for the Ami meetings. As a rule of thumb, the less people present, the less posturing, social manoeuvring and face saving will happen, and we want to minimize the need for Hinata to engage in these.

The idea here is that Hinata is secretly a pretty decent person, and will be more willing to be candid with us without having to worry about having to wear the mask of Hyuuga clan heiress. This is also a setting that favours Hazou more than a more structured negotiation.

And in general, I think Neji and Hanabi are difficult to build rapport with, and will make things more difficult for us if we include them

Five things, feel free to ignore, you have my vote either way:

First, we should try to fill in Akane as well. I don't want to leave her out. If we are trying to court clanless Ninja, she would also be a great resource. This assumes she isn't dead, but I think the cost in words would be small. Also, our plan is shot to hell if she has died anyway.

Second, we should look into hiring staff. I'm thinking someone for demographic and economic research.

Third, we will need to grant some lopsided favours initially, because we don't have Ami's reputation.

Fourth, Kagome's section seems a little brusque. Maybe something like:

  • He seemed pretty excited about opening a school. How can we help with that?
    • Shoulder more sealing duties?
    • Buy supplies with clan resources?
    • Identify potential students?
    • Publish a book?
  • Rich ninja would probably pay mountains of chocolate for a sealing tutor as gifted as him.

Fifth, a new bullet point underneath the farewell to Hana:
  • We can't stay. We have Chaos Beasts to slay.
 
@Oneiros do you mean to include Akane in the clanless meet-n-greet stuff? We probably want to handle that differently from the others.

Also, it could be useful to socialize w Ino-Shika-Cho so we can plan alliance strategy.

Alright, I'd like to do more investigation into what we need to do to make sure our till'n'fill funding is actually helping civilians, but this is obviously the wrong time to focus on something like that so I'll write the subsection now and store it for later:
  • Investigate our till'n'fill funding:
    • Get Keiko's help.
    • Find out how common it is for till'n'fills to not get done because they don't pay enough. Try to estimate how often they just don't get posted in the first place.
    • Figure out what kind of funding scheme would get the most till'n'fills taken.
    • If there are probably a lot of missions that never get posted in the first place, those villages need to know that we're subsidizing till'n'fills. Look into asking traders to spread the word to places they visit.
Anyone got something to add/change/remove from this?
 
@Oneiros I'm generally of the opinion that chatting up people/ networking is cool, but offering training and committing to anything should wait until 1) After we check in with Kagome and Mari (and tell Akane what we can, because I do not want to just abandon her), and 2) after we see what we find out from networking.

I want to do that stuff, but it seems like there's already quite a few scenes in this update, and getting that information to refine our pitch would be better, so actively seeking out and approaching random clanless ninja could happen next update. (Also, getting bonus xp again would be nice, so I appreciate the length).

Just my two cents, since I'll be busy and was barely able to catch up but largely like your plan.

I like the research section a lot, so I'll vote for this plan too. It probably would be a good idea to get a rundown on leaf politics and investigate the merchant council. I'd consider adding it to @Oneiros's plan, but we're already pushing it for what can fit in a single update.

Edit: apparently i missed it but there's already a section about the merchant council. If we added in the section with politics rundown would that be too much?

We probably should drop a line about catching up with Akane in there. I don't think we should tell her everything that's going on but I think we could get away with at least telling her what our immediate plans are and that important missions are taking place that could change the future of the Elemental nations. Also it would be a great idea to get her opinion about our plan to deal with clanless ninja and see how she feels about it

Get a crash course in politics (in general and Leaf specifically), the Merchant Council, and the general laws/customs of Konoha.
  • Start out by asking our clanmates, then go to the library. As possible ask other trustworthy sources (e.g., Mari).
This could mostly be done on the way back. I would prefer we be a little more active as well.

I dont think scouring the library for books will be useful. We don't have the kind of time thats going to take. I would much rather just ask ISC and use our best judgement as to whether to listen to them, and rely on the playerbase to make good decisions.

In general, this is the time to start arranging chess pieces for future gambits that we might want or need to put in motion. I don't really see a lot of that being done here. It could be summarized by "Get crash course in politics on the way back. Get caught up with the clan." and I think we need to get more involved than that.

E: and this is just my two cents yadda yadda
