Not exactly - Fate doesn't use strict engagement rules, instead handling trying to stay out of melee by moving between Zones. Which is based on Athletics, so if you close on someone and glue them down then they can't run on their turn, so you're quite right there.

Don't worry about it. It doesn't actually look to bad, I'm simply having horrifying visions of the future if this gets out of hand.
9am, meaning about 40 minutes from now. Always has been, except for a few times when I was (e.g.) traveling. The confusing part is that I don't always get to the computer to close voting exactly at 9, and I'm too lazy to figure out what post was 9am and therefore when to stop the tally. So, in reality, it's "whenever I close the tally, which is usually right at 9am but could be a bit later."
