So help me god, if you find a way to do that, I will make you regret it. There will be pain and suffering and wailing and gnashing of teeth and misery of truly Biblical proportions. We're talking serious Old Testament stuff here, not that namby-pamby New-Age Testament stuff.
Indeed, who can forget the namby-pamby Four Horsemen, the cuddly and fluffy asteroid impact, the innocent two-hundred-mile river of blood, the harmless hundred-pound hailstones? The New Testament has its share, it's just stuffed in all the way at the end and so people constantly forget just how much fire and brimstone is there. I mean, this is where we got the word "Apocalypse" ffs.

No way...

DANGIT. And I assume FtD doesn't allow us to dynamically reduce duration to lower chakra cost?
I think that's a judgement call, but I don't particularly see the utility in living roots right now (we can see, everyone else is sorta blinded).

Proto Plan: The Responsible Chunin Candidate probably isn't responsible.

Goals: Look like a concerned ninja trying to help people, to allay suspicion.

  • Flee immediately using HLaM.
  • While underground, put on bulky clothes over our henge, and conceal our face.
    • The purpose is so that our henge is still applied, but our henge won't be immediately recognized. It likely won't fool the proctors, but we should at least try to fool the candidates.
    • Do this as quickly as possible. Don't spend time setting up air supplying seals.
  • As soon as we are disguised, poke our heads up from beneath the ground, outside the range of the sake mist. Pretend that we avoided the stampede by fleeing underground.
  • Survey the damage, and ask any visible proctor if we can help with the damage.
    • Use any measures we can think of to conceal our identity that don't slow us down. Alter our voice, speech patterns, gait, etc.
    • Alternative: If no proctors are available for orders, begin directing traffic/assisting the wounded by ourselves.
    • Alternative: If told to go away, comply.
  • Behavior while assisting
    • Avoid anything that would reveal our identity, including answering questions that are relevant for assisting the wounded.
    • Obey orders from visible proctors that are within the scope of the exam or related to helping people.
    • Notice but do not seek out broken henges.
    • Calm patients down by asking their name. Secretely encode via iron nerve.
    • Avoid having our own henge broken.
  • After we are done helping, meet back up with Super Team Leaf, if we are reasonably sure that we do so without compromising them.
  • Discuss the situation, and how to exploit it. Be willing to trade information on guaranteed civilians for cooperation on schemes, or just in kind information.
    • Pretend that we were sent as a scout to see what happened to the people who were being herded, and got caught in a stampede. Keep up the charade even in private, until scores are revealed for the event. Use hand signals to communicate that we might be being watched.
    • Hazou suggests that we lie low, as everyone not DQed is likely very clever or very cautious.
Contingencies:
  • If we are accused without evidence, deny.
  • If a proctor knows we set off the misterator, and accuses us of being responsible for the stampede, admit that we were trying to take advantage of the situation, because its easier to see if drunken ninja are lying. But we did not set off an explosive device.
  • Never admit to accomplices, unless we get dragged to T&I. In which case insist that we talk with Jiraiya in the room.

So... noticed something interesting.

Shiba, also on the outside of the group, responded to Kazama, raising his voice for the benefit of everyone else. "It must be ninjutsu. Somebody is using ninja magic against us. If I were you, I wouldn't go out there until the proctors have had a chance to dispel it. For all you know, the temperature might go up again to give you heatstroke, or even boil your blood."

Helllloooo patsy. (and possible person who is actually responsible for the panic)

You guys remember Shiba, right? The guy who tried to pressgang us into his clique? Here he is, confirmed ninja, trying to scare the crowd into staying inside the herd zone with threats of heatstroke and blood boiling. Now why on earth would Shiba wish to keep the herd inside their pen? Couldn't possibly be for a trap, maybe cause a little stampede.

I'm thinking we use this. Does anyone have any objections to pointing out Shiba's actions to a proctor?

I thought we were in the middle of a cloud of boozemist?
I misspoke there , let me rephrase:

We know exactly where we need to be going while our visions obscured but we don't really need to see too much afterwards. Hazou knows where to go with HLaM.

Edit:
@Enjou

Sell this man out like hotdogs on the 4th of July

Ehhhh, I feel that fingering other people might put suspicion on ourselves instead. Proctors might think "why are you so invested on fingering this guy?" and try to use it to blame us instead.

Yep, priority is avoiding blame rather than putting blame on someone else. If the only point of interest proctors is the shouty guy that made sure people stayed in the big group before the explosion, they'll investigate him. If they have two points of interest - him and us coming up blaming people, they'll investigate both.

We can propose it to the group. Or note them as our suspects if there's already a proctor there. Remember, they did do this in front of literally ALL the witnesses. We could also have Bonku deliver the message, maybe?

As far as why we might want to finger them... well, they know we're ninja, and they tried to pressgang us. We don't like them.

It's still worth noting to ST Leaf, I think. If the proctors don't DQ them anyways, might be worth a casual "hey, what about these guys" thing.

If we are going with the scout alibi we should be careful not to single him out, but as long as we give verbatim the conversations had with no particular emphasis it should pique the proctors interests without looking like we're up to some Game of thrones nonsense

Ok, here's a version with the Shiba thing mentioned:

[X] Plan Running Like a Mole

Goals: Get out of the stampede zone, avoid being disqualified, reach Super Team Leaf and update them of the situation.

Means:
  1. Hazou will get off the porch and onto dirt and use Hiding Like a Mole to go underground, without being noticed by the proctors and before the stampede hits him. He will either need to move forward into the mist, or move to the side opposite of where the proctors are, depending on his understanding of where everything is and what is least likely to get him spotted. He will use a Tunneler's Friend to allow himself to breathe while underground.
    1. If needed for him to reach dirt while remaining concealed, Hazou may pop a Misterator.
  2. From there, Hazou will move away from the zone quickly, with the goal of reaching the safe zone and Super Team Leaf. Hazou will use his knowledge of the grounds to determine an appropriate place to emerge without being spotted by other contestant. (the hedge maze, a conveniently placed bush near the marquee, etc.) Exclude the tunnel from before as a possibility, as your enemies have knowledge of it. If emerging close to the marquee, check briefly to see if proctors are already there questioning ST Leaf.
  3. Once with Super Team Leaf, update them on the situation. Use hand signals to imply that proctors may be inbound or listening in, and you want everyone on the same page. State the story in such a way that you're not implicated in anything, and to make it appear to any eavesdroppers that the ST Leaf noticed that the sudden heat wave was a trap to herd people in, that they didn't allow themselves to be herded, and that you were sent in to do recon since you had a means to escape. Include Kazama and Shiba's statements, noting them, and hand signalling that they Shiba is a ninja and may have been trying to keep people herded. Make it clear that you think whoever incited the panic with the explosive tag is an idiot, and that the likely mass disqualifications and possible civilian injuries that would result from that action could get anyone blamed for it kicked out of the tournament.
    1. If a proctor is already present, Hazou will use his judgement about whether to rejoin or not based on the context of what's going on. If he does think it appropriate, he will go in and report to the proctor of what happened in front of the mansion largely as he would have to ST Leaf (mostly true story, but not implicating us in any way), and ask if the proctor has any instructions for the group. Hazou may suggest that a break room or medical tent be prepared so Noburi and any other med-nin on site could use their medical jutsu to tend to any civilian wounded (if there are any), provided he can get some chakra loaned to him.
      1. If the proctor tries to blame Hazou for the incident, he will point out that inciting a panic in a mixed crowd of civilians and ninja is an obviously an idiotic idea due to several obvious reasons, primarily due to the possibility of civilians being harmed. (hinting that maybe this isn't the best time for the proctor to quibble over this). Signal for others in the group to get involved in this effort, as they have their own social specializations that could help to get the proctor to move on and not have a plausible case to blame you. Consider noting that Shiba's statement could have been him trying to keep people from dispersing.
  4. If able, work with Super Team Leaf to figure out a way to best take advantage of the new situation in order to maximize the amount of points that the group can get. See if you can get Nara involved in the planning, with Keiko's assistance to refine plans.
    1. He does suggest that the group may want to go to a proctor and volunteer to help with any issues like civilian injuries if it seems needed. For instance, Noburi could help treat the wounded, provided he can get some chakra loaned to him and be giving somewhere private and discreet to treat his patients. (this is a suggestion - whether he does it or not is up to him)
    2. Suggest using a buddy system for the rest of the event, as the remaining competitors may be out to try to eliminate more competition.
    3. Nara already has established himself as an information broker. Suggest this be used as a means to find out who our roles counterparts are - with the competition inevitably decreased and the remainder somewhat drunk, others might be more willing to take risks. Alternatively, consider some kind of matchmaking party game.
    4. If Shiba and company aren't removed from the event, suggest possibly indicating that they took action to keep the herd in front of the mansion may
    5. ??? <space for further suggestions - ignore if left empty>

Changes are in section 3 and 3.1.1, and section 4.4 was added.

This hasn't been changed in the plan yet. Please review.

I think he may have been asking if Kazama was one of the other three in the cliche we approached.

I was, but Hazou not knowing if he's in the clique still works.
