Hazou's main Social skill is Deceit (Inflict Consequences related to false information or pretending to let something slip). HOWEVER, convincing an enemy to hand over their paper requires Presence (Convince someone to do something by force of personality). Hazou's Presence is 15, and Presence rolls are defended against with Resolve (the Social Stress track). Most Genin with a brain will have Resolve 20; Hazou will lose these rolls more often than not.

We're not trying to convince them via force of personality, though - we're trying to give them false information (this person is a Proctor) and then let our stolen authority convince them to hand things over (as opposed to, say, convincing them it's in their best interests or something). Heck, "Believes you're a Proctor" could well be an applied Aspect or Consequence, and given the rules we're operating under I wouldn't say an actual Proctor is likely to need to engage in social combat to get a look at their word.

Alrighty that's my only major concern. Now have a list of my (relatively) minor concerns:
  • "In general" When asking that the Goo Bombs be returned, add that if used the burned-out seal be destroyed. Or ask them to bring the burned-out seals be brought back to us, if we're worried they'll save them to use later.
  • I'm concerned that your proposed plan for Hazou/Keiko/Sakura isn't plausible.

    • The QMs have ruled that the sheets of paper have patterns on them using unique ink (citation needed).
    • Furthermore, it was implied that the verification process requires unique ink and the other half-word.
    • A genjutsu setting their extremely valuable piece of paper is more likely to make them hold it closer to them as they try to put out the fire. These people aren't civilians, they're ninjas that are likely paranoid at us by this point.
    • Pandaa? Really? The guy is a fucking anthropologist with minimal military training, he's not going to win an Athletics/Taijutsu (?) roll here, distracted or no. It'd be way safer for Pandaa to be in Hazou's backpack, have Hazou take the seals, and give them to Pandaa as we leave.
  • I'd heavily suggest you drop the "Deception" plot point. I would instead suggest having Akane, Hazou, and Haru be a straight-combat team, while having Keiko, Noburi, and Sakura be a search-and-destroy team using Summons and genjutsu to KO teams quickly. Or something, I'm tired.
  • DO NOT "CONFRONT" HARU. CONFRONTATION IS A HARSH WORD THAT MAY GET HIM ANGRIER AT US.

Uh, no offense but maybe bring the "minor concerns" that amount to "rewrite the entire plan" sooner than this? I am indeed about to go to bed. A few points:

1. I disagree with you about applicable social skills. Proctors do not need to use Presence rolls to convince people to do anything. They have authority. If Hazou successfully deceives people into believing he has that authority, then they will hand over (or at least show) their seals.

2. Remember, the papers are being covered by a magical chakra-powered illusion and/or being waved around a few feet away. They do not need to be actual forgeries that would stand up to inspection. They only need to look "sufficiently like" the actual word-halves that a magical illusion can cover for it and/or they look like the actual papers when being moved around.

3. Genjutsu's are a mental effect. Sakura is the expert and i"m sure she can come up with something that will encourage them to drop the papers, and if it doesn't work... oh well, then it doesn't work.

4. The goal is that Pandaa doesn't make a roll because things the other team doesn't get the chance to force a contested roll.

And you know what, ultimately all of this is way less risk than actual combat. If it doesn't work, Hazou looks a little foolish and the other team laughs and fucks off. That's why you shouldn't panic.

4. This is just the first phase of "talking about talking to Haru with the team". The only actual action on the table is asking Noburi to use Empathy to suss out his aspects delicately.

Hm... maybe if we encounter someone who doesn't have their word half we can let them in on the "secret" that if they turn in someone else's word half they can still be in? Would help to cut down on our competition.

There's a reason I wanted to be sure we talked with Noburi and Keiko beforehand. I figured that if they saw the plan they'd be able to make actual changes to make it worth trying.

Edit: Could you at least look over my suggestions for @Roomba's part, and if you approve change it to my post above, since he said he wouldn't be changing his.

Would doing a sound and light show to mentally stress our targets beforehand be out of the realm of possibility? Overwhelm them with enough stimulus to ensure that we take advantage of their keyed up stance coming out of the Swamp. It plays to the no physical harm aspect of this stage of the promotion exam.

It was pointed out to me in PM that I was being too strident in the "value of ideas" discussion, to the point of coming off as (a) childish and (b) abusing my power as a QM. When I go back and re-read I do agree that my big post in response to @Jello_Raptor was intended to be funny but it overshot and landed in 'snotty'. I didn't review the entire discussion, but it's quite possible that some of my other posts were, shall we say, not exactly perfect. I had already edited in a comment on the big J_R post, but want to make sure that I've thoroughly covered the bases:

@Jello_Raptor , we have met twice and I have thoroughly enjoyed your company. I have a tremendous respect for your intelligence, your education, and your social eptitude. I should have taken more care not to be rude or mean in my response.

To anyone else who felt similarly ill-used by one of my responses: My apologies. It wasn't my intent. Even if I disagree vehemently with something you said it was not intended as an attack on you personally and I should have taken more care in my presentation.

Seriously, this is one of the lower risk plans since the restart. We're not going to die. Pity, really, another update lacking excitement.

Most or all of the Kage and senior jōnin from the entire Elemental Nations are in Mist right now and there is a peace accord in place. That means that Mist is safe against military assault because the attendees act as an ersatz defense force—no single nation will start a battle when all of the other nations are here and obligated by treaty to defend Mist.
... We need to scale the exams up? Make them longer and longer. Make the scope larger to include two cities at once. Then three. You have to cross country as part of the test, go city to city, conduct actual mock missions. Make it never end, just a continual competition with people entering, leaving, or retrying, structured so you can join in the middle and it keeps going when someone is promoted. We already have binding treaty language in place that can, in one time and place, enforce world peace, and which all sides have already agreed to. That's the hard part done. Go bigger with it. Make the exams year long and use the entire elemental nations as a stage, and nobody will be able to attack anybody for fear of the rest crushing them. Under a treaty already signed. Then ninjas stop dying in pointless battles, the civilians can grow more populous, more and more ninjas can be born, we can wipe out the chakra monsters, and... then we win the game?

  • Unanswered questions from the last update:
    • Who did the other Leaf teams encounter and how did it go?
    • Who do they think are the high-power dangerous teams to watch out for?
    • How many seals did they bring in?
    • How did other Teams locate the Exam?
    • For any team who turned in word, put high priority on learning how proctors treated them and what measures were in place to prevent them from sending messages back.

The tally wasn't updated when @Velorien put it up; "Insert Tally" doesn't check to see if any more votes were placed since the last tally. You have to click "Tally" to update, then insert it.

I will observe that the treaty will only last as long as people are willing to follow it. And there will always be Danzous in the world.

Smart Danzous would know how big of a risk the chance of other nations' WMDs are while at direct conflict.
