This is @Oneiros' plan with enough tweaks that I felt it merited posting separately. I'm happy to remove it etc. if most of the tweaks are adopted and totally open to it being straight-up copied and pasted in. Mostly, I'm too lazy to go through the existing plan and write in all the suggestions I have.

[X] Action plan: the dawn of a new error

Sanity-check everything w/team.
  • Prep (1 week):
    • Meet w/Takahashi ASAP.
      • Thank him for his help.
      • Catch up on what's happened in Isan since you were gone.
      • Assess his position - will he support your bid for an alliance?
        • Explain Leaf's advantages - jutsu library, largest village, Nara/Goketsu will push for Isan's interests.
        • If so, explain plan (below), request feedback.
      • Offer material thanks (favours, goods) regardless of Isan's future.
    • Offscreen:
      • Align announcement with Isanese customs - workshop with Mari, Yuno.
      • Identify luxuries, trade goods Isan lacks. Bring bribes/gifts for every Isanese ninja, influential civilians, via the Seventh Path. Frame gratitude for safeguarding Ui's legacy.
      • Spread propaganda establishing Keiko as a powerful political/martial figure in Leaf.
      • Find and recruit 5-10 promising (competent, malleable) young ninja.
        • Create personality/ability dossiers, discuss leadership techniques w/team.
      • Keep Noburi's chakra maxed.
  • Plan:
    • Time/position announcement to reach maximum Isanese.
    • Summon full tessera (highlight Keiko's strength).
    • Mari/others work the crowd: limit interference from opposing factions, maintain momentum.
    • Open by explaining that Keiko's position as heir includes secular obligations to Isan.
      • As Ui did, Keiko traveled to become strong.
      • Isanese shinobi are Ui's chosen, destined for greatness. They've shown dedication and tenacity by staying true to Ui's beliefs all this time.
      • Ui was a great warrior who ensured the village prospered, and protected and mentored his disciples. Keiko has inherited those responsibilities to his disciple's descendants.
    • Keiko has selected her first disciples, the Descendants of Aiko.
    • First mission is to clear chakra beasts, land using Leaf/Pangolin techniques (land-clearing SOP).
      • Excellent training for disciples; cleared land is good for Isan.
      • Subtext: showcase Keiko/Leaf's strength, let people see (for the first time) Pangolins in action, working for Isan.
    • Do not take questions. Leave immediately to begin clearing land. Invite observers.
      • Have team manage observers - blunt criticism, convince fence-sitters.
Differences:
  • I've changed the ordering of a few things so it flows better (IMO).
  • Explicitly offscreened most prep activities.
  • Made crowd control explicit.
  • Plan has land-clearing begin immediately; adds to dynamism, cuts off potential questions.
  • Made explicit that part of the point of clearing land is to show off Keiko's Pangolin techniques/summons.
  • Explicitly prep to lead the team.
  • Include Yuno in announcement-planning.
  • Added influential civilians to the bribe/gift list, adding framing for the gifts to support our announcement.

Social Haru makes sense to me, especially in the context of the investigation he's running.

Put another way: I prefer Haru dealing with the bank run with optimal competency to Haru who can punch a bit harder, in the short term.

Please do! I felt vaguely guilty about posting it and want to underscore exactly how willing I am for you to absorb it as edits. There are some bits in there I'm pretty attached to, but I also don't want to shark you.

(I do think my name is better, though.)

    • Have Mari and the others manipulate the crowd from the background to keep momentum in our favor and not towards any responses from Shusuke's faction.
    • Begin by explaining that her position as Ui's Heir isn't just a religious position.
      • Ui was a warrior who protected and mentored his disciples; as his heir, Keiko must do the same for his descendant's disciples.
    • After assuming his mantle, Keiko went out into the world to grow strong.
    • She has returned, with a duty and responsibility to uplift Isan.
      • The ninja of Isan are Ui's chosen and have kept the faith for so long.
      • They will reshape the world and Keiko's purpose is to prepare them for that.
      • She's selected her first disciples, the Descendants of Aiko.
      • They will accompany her to secure Isan from the chakra beasts that prey upon all the world.
    • Replicate our 4th Event/land-clearing strategy to clear the surrounding wilderness, make it safe/habitable.

Oneiros I've made some changes to your plan to address the concerns Velorien spoke of earlier (both to your plan and FaintlySorcerous'), as well as a edit to the sanity-check to include the rest of the squad. YMMV so please take a look at the changes.

Question for the hivemind: are there solid reasons that Noburi cannot half-drain the team every morning for the week of prep? (If not, that solves this problem.)

Further question for the hivemind: what do we have to offer him, specifically?
  1. Keiko/the Nara/Hazo will zealously represent the interests of Isan to Leaf.
  2. The High Priest sucks and we're a way out from under his thumb.
  3. Generic Leaf advantages (printed books, largest village, jutsu library, etc.).

OK? I get that we need to make a play, but it relies on the assumption that Tak is in fact Keiko's ally and that he doesn't like the high priest or whatever. That is, we don't know anything about this man and what he wants.

So before we go execute the play, make sure that Tak is in fact on board.

Also, forget long term plan. Just create an opening and we see where we can go from here.

I will observe that even though Yuno doesn't know which side the Takahashi Clan Head is on, we do know that "there are dark mutterings about the Takahashi from High Priest loyalists", which suggests that they are at least not fully in favor of Isan's current ruler.

Good. It means that talking to Takahashi probably won't be a waste of time.

If you intend to tell Takahashi that, it needs to be in the plan. Updates can't be based on general thread discussion--it's hard to keep track of and people who vote for plans don't automatically sign up for things outside them.

No I very don't want to tell him that. Not until we see how our first move plays out. Cause it might go completely tits up next update so don't want to go all in on a classic Oneiros scheme

Possible Compromise?

You add "with the intent of working to [blah blah blah]." That way, the future goal (undermine high priest) can still be sanity checked by Mari and Akane (also probably Yuno, her village, her culture, her religion) while also providing the voters with a clear perspective of what the plan is intended to work towards.

This also avoids telling that one guy our nefarious ideas before the Isan Team knows whether or not he's on board.
