Prepare for scroll hunt - after thinking about it for a second, I'm worried about our abilities without an elite-jonin-Mari safety net
The current general consensus is that we will go once we have the following
  1. A squad of at least 5 summons each
  2. Shadow clone 20
  3. Improved sensor seals
Is that enough to address your concerns?
 
Also, we can start thinking of a gift for Mari's birthday.

I recommend that we do something especially heartfelt. Something that especially heartfelt and meaningful. Her last birthday, iirc, happened when Jiraiya was still alive. While Mari's not the type of person to allow a relationship to define her entire existence, they did truly love each other and when you love someone who's dead, you miss their presence at important things like this --or rather, when you're surrounded by other loved ones, their lack of presence can cut as deeply as any mere physical hurt.

Maybe a book? Hazou could write the Team Uplift story, written from his first person perspective. Hazou's not a writer, but he's reaad Jiraiya's works and he's discovered how the written word (poetry, in his case) can broaden horizons and touch the heart. Worst case scenario, it becomes an embarrassing gift that Mari brings out at family gatherings.

Ok but really though, he could write their story up to present, but then keep writing past where they are now and detail their crazy adventures in hypothetical, culminating with the resurrection of Jiraiya in the last few chapters, and establishing peace on earth

Top soil, or other pre-mixed combinations of soil, is a thing. You can get it by the bag or even by the dump truck.

Buy up unproductive/exhausted land and wholesale revitalize it. But that's a massive project on it's own.
This requires a massive understanding of chemistry and agriculture. What's even more daunting though is that it would necessitate even more world-building work to establish where the EN is in terms of specific agricultural technology. Then it would take investing a large chunk of time in order to advance to such a point where we have the means and the qualified personnel to begin the revitalization/fertilization process.

If you take my post as a whole, it's suggesting to take whole top soil from fertile areas like river silt or etcetera and dump it over unproductive areas. No need for understanding more than "this soil good" and "this soil not as good." There will be finicky details like invasive species and proper understanding what constitutes "fertile" and "exhausted" but that's on the level of asking the farmers on the the particular lands and not massive understandings of chemistry and agriculture. Storage seals make mass movement of soil possible at this tech level.
 
We have fertilizing jutsu. We can make our own soil (or bring it in from elsewhere) and then hire out Till'n'fills to fertilize it. The soil we find doesn't have to start out as fertile.

That's a pretty good substitute for Mari. I'm on board with the scroll hunt just because it's a lot easier to plan for winning a fight than subtly manipulating geopolitics.

Also I'm very ready for us to start FOOMing - there's been a lot of build up and it's going to be so satisfying to see it start working (and I'm on Hazou's side - it sucks to be punching up, and I think that's engendered the kind-of-justified paranoia).

The time they're unable to be summoned back actually loosely correlates with their "strength" according to the rulesdoc and may vary. What I'm getting from this is and the fact that we could summon him so much is that hes pretty weaksauce.

Did we ever get a mechanical explanation for Jiraiya's tips on learning other elements? (IE How much cheaper is it to learn a new element after accounting for his tips)

I think those notes were among the things that Jiraiya left for Naruto (operating under the assumption that Hazou and Naruto would be best pals and share knowledge freely). I remember that we very briefly discussed the idea of copying Jiraiya's notes and the bijuu seal with the Iron Nerve, so that we'd have the info engraved in Hazou's mind, but I think we just ended up just giving Naruto his inheritance in good faith. So unless Mari pulled a sneaky and transcribed a copy and hid it somewhere (completely possible), I don't think we have it.

Or maybe we do have it, tucked away somewhere, and I've simply forgotten. Should we summon the loremaster? Ph'nglui mglw'nafh Cthulhu @faflec R'lyeh wgah'nagl fhtagn.

I remembered that there was some minor discussion about making I.N. copies of the bijuu-seal notes and some of the more interesting techniques, but I couldn't remember if giving Naruto "Jiraiya's jutsu notes" also extended to the notes about training one's elemental affinities.

I mean, hopefully Hazou's relationship with Naruto will get to the point where they share such information freely between each other. I doubt it'll ever happen, but I can hope. And not just because it's a good idea to not have the ire of the walking chakra nuke who's also undoubtedly-a-future-Hokage. It's also just a damned shame that Jiraiya's son-at-heart Naruto isn't at least on friendly terms with Jiraiya's legal clan. Unfortunately, other than repeatedly showing that Hazou really is what he claims to be --through actions, rather than words --I can't really think of anything that would change Naruto's opinion on Hazou.
