Instead of making assumptions about her reasons to not supporting the vote we could simply ask Ino why she isn't supporting the vote anyway, maybe it's mainly political, she might just dislike the implication of the law?

Thanks to this law ninja can become part of a clan without actually fully joining, what happens when the relationship between concubine and clan person breaks? Etc.

Maybe there are reasons to not support this law the way it is written? Like that one that got us kicked out of our first House.

So ask her what bothers her instead of just trying to convince her.

I would vote for this if you add in the bits where we ask her if theres anything she needs help with etc. etc.

It's important to reciprocate and I think Ino has more than earned the ability to phone us up for an interesting sidequest.

Do you mind switching the Noburi stuff and the Ino section? A lot of the stuff in the former scene doesn't really need to be onscreened for us beyond (insert info ) and I'm not really sure its super interesting or actionable.

  • Double check with Tsunade for medical safety.
Also, can you create a glassworker team to research a new product: wine bottle? Actually, I don't know what we have in-universe. So we may not need to develop wine bottles. If so, we have them work on telescopes.

Ninja/civilian power imbalances need to be considered, once again. Hazou should probably at least take basic steps to confirming that the teachers are joining the foundation voluntarily.

If a clan ninja shows up at the best civilian blacksmith in Konoha and 'requests' their participation in the project, that smith is going to become a teacher. Even at the cost of abandoning their life's work, their passion, and the future inheritance for their family.
 
You know, a non-trivial part of me realizes that we may want to be talking to Keiko about her whole Uplift suggestion, like RN-ish since she's right there. At the very least, we should ask her to forward details of her plan before she leaves so we can think things over and discuss with her at some later date.

Does anyone have any particular objections to me adding this, or something along these lines, to the plan?
