I interpreted that as Velorien expressing he wanted to do a lore update
So is there any reason to ever vote in something as a lore update when you could vote it in as an action plan instead? Assuming that both will take place in the same time period (as I believe lore updates allow more flexibility on when they were done IC).

Hazō does not have any personal points of contact with Danzou In fact, let's be very explicit about this. Hazō has never met Danzou, and they have never interacted in any way at all whatsoever. Anyone claiming differently has an over-active imagination. Certainly, he has no conceivable reason to be interested in the man.

Lore Updates/Interludes do not necessarily occur from Hazou's POV, so getting them put in as an action plan is kind of impossible.
If it boils down to explicit conversation with folks /campfire storytime night from Hazou's POV, that would probably work, but thats not necessarily all they are.

Thanks. What about for the forbidden lore case specifically? Was there any reason to phrase it as a lore update considering that the update would involve a clan meeting in all likelihood?

It seemed fairly clear to me. Jello references the stars aligning in the no-lore-update hypothesis, Velorien responds about the stars being right, and then talks about our destiny (which makes more sense given the widely-impactful interaction with Orochimaru than any lore update).
It's not spelled out in black and white 100% definitive, but I think there's enough here to be confident.
