I was thinking During the ~12+ hours of downtime, going around and checking cells, Noburi can temporarily wake people up (like done for Hazō last event) so Keiko/social team can social consequence as many people as possible into withdrawing next round.
 

Maybe? It's lower risk, IMO, and if it doesn't work then at least neither side gets points for their documents.

This is an inordinate amount of questions to ask the proctor, and you can be certain they will not answer all of them. Most likely, they will get annoyed after the first two. Prune all but the following (and change the prioritization in which they are asked), as the others either have a low probability of being answered, we can already guess the answers, or will have minimal impact on our plans this round:
  • Does the round end for us when we turn in our documents? (*)
  • If proctors won't be on-site all the time, how are they going to enforce the rules about severe injuries and about simulating T&I facilities?
  • If a contestant withdraws to a medic, can they gain positive points for the round? Could they still lose points?
  • If a Red Team turns in documents from another facility, who receives the points? Nobody, this Red Team, or the Red Team assigned to that facility? Does the corresponding Blue Team loses points?
  • If someone suffers a lasting injury this round, will they receive a penalty for this injury at the end of the next round as well?
For the rest, assume the worst and plan around it.

I am dubious that anyone would agree to being knocked unconscious and then injured versus fighting and hoping for the best, even with unfavorable odds. It is much more likely they will surrender if they believe they will not be injured, but that they will assuredly lose otherwise and also be injured.
 
I mean, sure, we can say that... but we can make aspect bonuses like [Breach and Clear] -- which EJ has already confirmed we can get -- by putting a line in like "breach from all three non-entry sides of the facility after done scouting and taking out outlying nin."

Your earlier comment about "remind our new squadmates that some of these tags are lethal and some aren't" made perfect sense and was a good move that I hadn't thought of. The two quoted items, however, are probably more micro than you need to go. As to the first, people have already been grouped by role and they'll be able to figure out how to approach because they can see the site. As to the second, it's not completely unreasonable but I'd like to reassure everyone that I'm not a big enough jerk to assume that chūnin candidates don't understand basic fire discipline.

Omake: Breaking the Exams with a Cart
I shall be perfectly honest and say that if we go missing-nin again, carrying the best and brightest of this groups Genin on our backs...*pfffffft*

Jiraiya was exhausted. He had to use his disguise kit just to get through Keiko's morning report. Ren had him on the ropes, Ami was doing something, and he couldn't shake the feeling that he was playing right into somebodies hand. Fortunately, the rules for the fifth event specified that the Mizukage had to watch the clock in her office for the entire event. How she knew when the Chunin hopefuls turned in documents 5 miles away was beyond him.

But that wasn't important.

What was important, was that he could finally get some sleep.

It must have only been five minutes later when someone had set the universe forward nine hours, because he was still exhausted when he heard a knock at the door.

Thats it. I am rasengening that poor sap through the face- The knocking continued -Except thats the kids' code. Sigh, I guess no ras- The knocking continued. Crap, thats the kids' emergency code.

Tiredness doesn't mean much to an S ranked ninja. Jiraiya leapt to the door. Two walls were in the way, but walls don't mean much to an S ranked ninja either.

Shrapnel was still falling around as jiraiya vaporized the door to get it open faster.

On his doorstep were the kids. His kids. His eye scanned for injuries. He knew he should have been scanning for threats, but he had to be sure, had to be sure that they were okay.

They were a bit scraped up. Honestly, they looked better than he did, except for a magnificent shiner that Noburi was sporting. They were breathing hard, and scared. That was to be expected for someone using emergency codes. Hazou seemed vaguely embarrassed, which was also expected.

What wasn't expected was that all three of them, but especially Noburi, seemed just a little bit smug.

Questions for later. Okay. They're alive. My kids are okay. Everything else can be... dealt... with...

Jiraiya of the Sannin, Legendary Spymaster, Master of the Seductive Arts, and Fifth Hokage of Leaf, stumbled a bit as he looked behind his adopted children.

Pandamonium was behind them. Pulling a giant cart. Full of semi conscious, badly bruised, moaning Genin. One of which, a female Wakahisa about Noburi's age, was sporting two black eyes.

Going negative means death (we presume Noburi knows if he can tweak this to a given level of consequence)

I presume a Wakahisa, or Wakahisa like technique can bypass this rule, or it takes some combination of that and MedNin/Know.

We can get away with only draining red to unconsciousness before putting them in cells.

On the plus, they are more capable of defending against really damaged blue next round. So it would be harder for blue to crush round 2.

NB: The main difference here is that Keiko is summoning more and more Pangolins. I still feel that we should continue ramping up our Pangolin count, since Pangolins are faster than ninja and should be capable of chasing fleeing ninjas.

Strategy:
  • General:
    • Scout ahead. Prioritize quickly obtaining broad view of situation and avoiding capture.
    • Overscrew enemies:
      • KO them. Avoid giving Severe Consequences.
      • Put Red Teams in (a) cell. DON'T make them Blue 'prisoners' which gives Blue Team points.
        • Make sure they don't have explosives/seals to escape from cells.
        • Seal them in with MEW. Leave room for air.
      • Steal word-halves. Stick ours in Seventh Path.
  • Breach our designated Blue facility first (see below). Clear site.
  • Afterwards:
    • Take enemies' chakra, redistribute amongst ourselves.
    • Give Moderate Consequences as necessary.
    • Dab some perfume on enemies (imperceptible to them, easy for Pangolins to track now and in Round 2).
    • Recover key/documents.
    • Scout other sites.
    • Everyone goes to deliver documents to proctor station.
  • Repeat for other sites.
    • Prioritize softer targets & Red Teams (harder to pin down).
Combat: Shock & Awe.
  • Use overwhelming force.
  • Keiko: Open with thrown Goo Bombs/Banshees.
    • Ideally use in open spaces.
    • If in buildings: May throw into enemy-filled rooms.
  • Assault: Engage stunned/immobilized enemies. Pangolins lead.
    • Hazou: Use Pangolin pepper Macerators, but avoid friendly fire.
  • Interference/Support: Throw explosives/Firelog Macerators to distract/intimidate (and also give Gomi light for Genjutsu).
  • Support/Interference: Watch for retreats/reinforcements, alert for chase.
  • For buildings: Breach everywhere simultaneously, clear by room.
