I'm more than happy to try to develop it, but I need to know what it's intended for; combat support (like Hozuki's Mantle), direct combat, utility combat (like Syrup Trap), or whatever.
You've mentioned it's intended for disarming before, but that doesn't really clarify the... side uses for such a technique, like tripping someone, literal disarming, etc.
If I were to make it a Utility Combat technique I'd probably go for something like "Skill + Pangolin's Reach versus Appropriate Combat Roll (or Tac Move)" to the limits of Pangolin's Reach * 2, similarly to Syrup Trap.
e2: The roll would, naturally, be for removing an item from someone's possession.
The general concept of the technique is that it lashes out, grabs an object on somebody's person (on a successful roll), then pulls it towards you. Right now, I think the most helpful thing would be some ideas for side uses, as you put them, or edge cases so we can factor them into the discussion.
