Jiraiya didn't name him as a participant, at least, but Hazou doesn't really have a particular reason to ask for more info on him personally.
(E: Not sure precisely how many Kage-tier ninja Mist has left, but 'not a lot' is probably a good guess.)
General feedback: we think a lot of it makes sense, MC rules may be stronger than we would like, haven't nailed down any specifics on what (if any) bits will get adopted.

Hmmm, with Mei dead I wonder who will become Mizukage, presuming that Yagura is going to be dead and beyond rescue.
Chōjūrō would probably not be up to that level yet, given that in canon it was thirteen years after Mei stepped down, so he'd still be a jonin.
If Mist really is out of Kage-level people at the moment, they'll just have to pick a jonin that is acceptable to everyone, and the fact is they've lost several recently... hmm...

More specific feedback, including the discussion on my earlier proposals, would still be appreciated.
Also, why are the MC rules too strong? I didn't specify what percentage of the weaker combatants dice was used, and... Oh, I might have forgotten to specify this, but the boosted roll rolls for the entire party, so they all take damage from a loss. (Again, barring Circumstances. Throwing knives into a melee may hurt friendlies, but you aren't terribly likely to get punched by your target while you do so.)

ANBU are picked based on individual ability rather than rank, but I would say they probably vary quite a bit. I would imagine that bare minimum they'd have to be considered mid-Chunin to be selected, but beyond that it's going to vary a lot. Generally I'd guess Chunin to Jonin most of the time.

My model of ANBU is they are basically special jounin. Which to me means some one who has rushed to jounin level while ignoring almost everything outside of there speciality.

Other than that, I really like the plan and would be more than a little bummed if lore update winds up winning.
Edit: Kisame is recognized. So don't need to describe the blue swordman.
Since eaglejarl has confirmed that Jiraiya has recognized both Kisame and that the uniform belongs to Akatsuki, you can probably remove the section about noting Kisame and asking about if anyone recognized descriptions.

While you always want the best possible plan, this doesn't seem to me to be a particularly crucial decision point or one that requires a lot of thought. Hazou has his orders, and there's really not that much room to do anything innovative in the short time window before departing Leaf. Any plan that boils down to, "Grab your stuff and follow Minami where she says to go," is probably sufficient.

QMs have already stated that they won't be showing you the Ultimate Showdown of Ultimate Destiny because it would reveal too much tactical information that Hazou isn't privy to.
