Except there's no hereditary rule in any of the villages right now, and every single clan would want to keep it that way (so that one of theirs could potentially become Kage).
Technically true. But (at least for Konoha, Suna, Iwa, and kumo) the Kage has mostly settled into being related to the previous kage by being family, a master/student relationship (which for many ninja is closer than family/the closest they get to family), or being a bodyguard (again, close to family) of the previous Kage.

The current generations of Kage are descended by blood on 4/5 counts, and (from what we can speculate from canon and the bit of knowledge we have here) that's liable to hold true for the next generation as well.

The only outlier is Kiri.

Children born with better genetics (bloodlines) have more potential; children born to ninja parents have better opportunities (and connections); children who get a stronger Jonin-sensei tend to excel more. More advantages as young ninjas leads to more training and opportunities leads to more growth leads to more advancement leads to more training and opportunities until eventually they're Kage-level.

Also there's the political aspect as those who supported the previous kage (assuming there's some factionalism going on) are more likely to throw whatever weight they have behind someone close to said kage. Either way, those connected to kage by (effectively) family, tend to be more likely to succeed them. This is enough of a trend that it could both be cemented in place and be used via political marriages.

Not saying it's the best move, probably not, but it's certainly viable. Even if one/both of said union don't end up being kages, they're liable to close enough to the actual kages for the marriage to have the desired effect of bringing countries together.

On the plus side, Inazou-supporter on QM side. On the minus side, Inazou-supporter on QM side -- that is to say, one less person to vote for Inazou plans.

Another plus side is having someone that knows exactly how we think on the QM side, and someone to relay information we ask for, that keeps different hours from eaglejarl and Velorien.
 
On shipping side I'd like to concentrate on getting romance with Akane right, since Ino ship sails itself every time Hazou makes a speech in front of Ino.
 
Public Service Announcement: You've written a ridiculously long plan for a day when you'll be primarily working for Auntie. Expect an as-yet-undefined amount of it not to happen.
 
I don't have any skin in the shipping game, but I like interesting plans and things that further our overarching goals. I like Akane because of the history Hazou has with her, as well as the engineering skills she adds to our uplift efforts. If we purely wanted to maximize our influence in Konoha, romancing a homosexual clan heir with the understanding that our relationship would be the real one, while they'd still get married as a front and to perpetuate their clan would be more effective than romancing Ino. However, now that @OliWhail(a neuroengineer) is a QM, I'm more excited than ever to learn about what the Yamanaka have discovered about how brains work. Scanning human babies over the course of development and adolescence, scanning animals, scanning summons, their idea of souls in the narutoverse. We have to get Ino an octopus to scan.

Still, unfortunate that we couldn't scope out Shino. Given the hivemind, an ant or bee summon scroll would be appropriate for Hazou. Flying mounts, either help with underground bases or 3-dimensional hives for hidden heaven, and funny interactions with the pangolins. I'm tentatively optimistic based on how the pangolins reacted to nonsummon tapirs that their relationship with summon path insects is unaffected by their gastronomical proclivites. Hopefully one of those contracts is either unclaimed or in the possession of a weak summoner.

I would strongly suspect that insect summon scrolls are in fact in the Aburame and that one Iwa clan's possession, and that if we found one not in their possession we could very well make a Real, Actual Alliance with the Aburame by either giving it to them whole hog or putting it in their possession (while Hazou is the summoner; although this would cause risk of assassination by Konoha elements and may not be ideal because of it).

I'd like a house cat summoning scroll. Kind of like Kakashi's dog summoning scroll but far less useful.
