Looking over your plan, I really like these and will add them:
  • Try growing plants with Jiraiya's Daybright seals.
  • 5SB building foundations to prevent cave-ins. Submit proposal and test results (use Tunnel Excavation)
I'm concerned the land will be pricey to buy and then prepare, especially since it doesn't sound like we'd be selling it back. I'd rather just prepare the land without buying it if we're wanting to improve general Leaf welfare.

Undeveloped land is really quite cheap - there's a Rihakupost somewhere around, but the tl;dr is that there's tons of it, and it can't be used for anything useful.
 
What is our, kind of, medium term goal, at the moment? Where would we like to be in six months?
  • Mari happy with her life in Leaf, with the Yamanaka technique aiding her mental stability --if she needs it?
  • Honoka healthy and a part of the clan --informally, at the least
  • Clan Income
    • The mine cleared out, with possible construction of a town for some income to the Goketsu coffers
    • Salt stacks or citrus trade incorporated into the Goketsu's coffers
  • Skyglider achieved
  • Sanitation metals tested, Lead found to be a bad Idea, and experimentation in progress
  • Leaf civilians granted at least limited access to the Leaf Library
  • Understand Ami a little more
  • Spend family time with Mari and Kagome
  • Yuno becomes our friend and part of Team Uplift, regardless of whom she's married to
In no particular order, just a scattershot of ideas.

I would like to be:
  • Cleared for sealing and actively researching again.
  • In possession of a healthy population of Wakahisa Koi.
  • Actively grinding Resolve as part of FOOM.
That's off the top of my head, but I don't have any major plans to, say, overturn the economy within a few months, so setting up effective FOOM is the main priority in my mind.

Short Answer:
  1. Not dead by Grandmaster F fallout
  2. Not dead by war
  3. FOOMing to unlimited power, possibly with Akane FOOMing to unlimited power too(Mari first need to actually want to use SCs)
Long Answer

  4. Growing Uplift by recruiting more ninja that are loyal to the cause in Goketsu
  5. Sealing Research on another Holy Grail(Possibly various type of sealing armors, like Explosive Reactive Armor) on the way
  6. Creating a solid and unassailable political base(from power/success/ect) to the point of being relatively untouchable
  7. Having a positive relationship with almost all the major clans.
  8. Obtain a summon scroll for at least Hazou and Akane.

We all know that thanks to FOOM we have a path to Godhood. This however take many years of grinding resolve and slowly raising our stats. Instead of waiting there is a strategy that lets us ascend to an S-rank organization.

In the 5th event the effective synergy between Summoners and Noburi's blood line was shown. With the idea of chakra farm we are in position to further exploit this. We can use the 7th path as a way to continuously deliver chakra water to a summoner in the field. This will allow them to summon all the combatants possible. Leaf currently has 20ish jounin. With multiple scrolls we will be able to max that force projection.

This strategy allows us to safely exterminate all major chakra beast infestations in the world. By doing this we are saving tons of lives. Whill also potentially finding chakra metal that we can sell/research

It seems to me that there is a bit of misunderstanding on what an S-rank is, an S-rank isn't "A critical amount of stats", those are Jonin and some Elite Jonin. An S-rank is (In my opinion) an individual that has enough "everything" to be a demigod of destruction. Let's take Itachi, for example, he has at base:

  1. Elite-Jonin+ in probably a ridiculous amount of specializations.
  2. A massive amount of Jutsu
  3. Super specialization in Genjutsu aided by Bloodline.
  4. A never seen before Bloodline that is a direct Upgrade of one of most OP bloodlines in the world(Excluding Rinnegan)
  5. Summoning Scroll with Top-Level Summons(probably including Boss Summon)
  6. Unique OP Jutsus that go with OP bloodline
Being an S-rank means that you're so far above the masses(For various reasons) that even striking them in their weak point means a losing fight unless you're in their weight class, and even then it's not an assured victory(Ranged against Hidan is still a nightmare even for a Jonin). What is being proposed here isn't a "S-rank organization" it's a solid plan that ends with a dead summoner the second a solid S-ranker fights us. This isn't to belittle the "Noburi-->Summons" plan, because is objectively a massive improvement in martial capabilities, but it's not "S-Rank", not until the summoner in question can survive an S-ranker going for a decapitation strike, or even a simple attrition battle with an S-ranker(because for all we know a majority of S-rankers could simply kill more Summons that we can actually call upon)
On how to use it, the problem is the roughly similar to the ones of the Skywalker seals:

  1. The second it becomes public, it will be reproduced and that means armies of summons in the hand of the enemies.
  2. Becoming half of Leaf battle potential means S-rankers trying to kill us. While normally it's not a problem, the fact we're not S-rankers means we are going to die horribly the second an S-ranker decides to end the chunin level summoners.
Also, chakra beasts are not a problem in the traditional sense: Ninja could eliminate those with ease, S-rankers could eliminate all major chakra beast infestations in the world easily with enough time...the problem is not a lack of power, it's a lack of will. As long as that doesn't change, or we can forge a peace stable enough to be left alone or become a powerful neutral force like Tsunade, "Chakra Beast elimination World tour" ends with a kill team taking the scrolls from our corpses.


TL;DR Good power-up, not a substitute for S-rank power on it's own. Need to be kept secret as long as possible. We're still not strong enough to use it effectively. Let's kill Chakra beasts, but let's remember that those are not the root problem.

In more mfd terms, a 'Special Jounin' is (allegedly) when you can do one thing as good as a Jounin, but aren't well-rounded enough to qualify for the full title.

This would make us the S-rank equivalent. S-rank at one thing, but not fleshed out enough to truly qualify.

S-rank by MfD standards is anything above an elite jounin.

It's pretty irrelevant to my larger point, but well, technically?
When you think about it "S-Rank" is a social convention that means "OH SHIT" and "A Legend" at the same time, this incidentally also means "Stronger than Elite Jounin", because generally speaking, anyone that you can point out and say "He's clearly stronger than an Elite Jounin" is an S-ranker, but when you go and analyze the situation you see the difference between someone technically stronger than an Elite Jonin(Asuma post-Monkey Scroll) and a Real S-ranker(Legendary Sealmaster/Jutsu Hacker/Spymaster/Punch-Demigod/Sage Mode User/Summoner Jiraiya)
There are exceptions,because social convention aren't strict rules, but generally speaking an S-ranker it's one that people point to "OP please nerf", that puts them in a category all of their own in the eyes of the masses and their fellow shinobi (And Zabuza, that i suspect was an S-ranker more for his position as invincible hunter-nin and his stealth/survival capabilities than sheer power), and to get at that level simple stats rarely are enough, unless you have an Hiruzen level of them.

Uhm, is an Hiruzen level of specializations more of less than an Orochimaru level of specializations? Asking the real questions here.
 
The path to S-rank, uplift and profit​
To elaborate:
  • According to Itachi and Jiraiya, out in the world there are concentrated sources of nature chakra. They warp the life surrounding them, turning animals and plants into chakra beasts, of power inversely proportional to their distance to the chakra source. In the chakra source's immediate vicinity, chakra density is so high that it warps non-living matter as well, turning iron into chakra metal and the matter surrounding said iron into S-rank-equivalent chakra golems. The Swamp of Death and the Greater Forest are two places where such chakra sources could be found.
    • Side note: Apparently, the chakra source at the center of the Swamp is a meteorite. Are they all from space? Aliens confirmed?
    • Side note: During our time in the Swamp, Keiko noted an unusually high ratio of apex predators to prey, and hypothesized that they were driven out of the depths of the Swamp by something that arrived only recently and is more dangerous. It's likely that the Swamp's golem breached surface.
  • Chakra sources seem relatively easy to find: just find an area with high populations of powerful chakra beasts, scout it out, draw a map referencing terrain with chakra beast power (or CR as identified by Noburi), and triangulate the centre, where the chakra beasts are the strongest and the chakra is the densest.
  • We have a large array of seals, an ability to summon arbitrarily many Summons courtesy of Noburi, and (probably) three Summoning Scrolls. We could theoretically deploy an amount of firepower comparable to such of a major village pre-BotG. With little to no chance of suffering a lasting loss, because:
    • Summons could move a considerable distance away from the Summoner/Scroll.
    • Summoning Scrolls are an excellent extraction tool. (Have a small summon on you. If you're attacked, deploy a delayed WMD, get reverse-summoned, wait N minutes, return to the Human Realm.)
    • We have Shadow Clones, who could plausibly extend Scrolls' range. (Give the Scroll to a clone, have the clone summon. Does the Summons' range center on the original or on the clone?)
    • We have Skywalkers.
  • The above point is doubly true if we're on the offensive, triply true if we're on the offensive against threats that are below-human in intelligence.
  • Chakra metal is very valuable.
  • As such, the plan:
    • Finish summoning training for Noburi and Hazou.
    • Acquire ~20 jounin-tier summons for each of Noburi, Hazou, Keiko, in exchange for either seals or a fraction of the chakra metal that will be acquired in the course of the plan.
    • Hit either the O'Uzu chakra source or the Swamp of Death chakra source. Kill everything there, chakra golems and chakra beasts alike. Sell or munchkin chakra metal and pieces of especially interesting chakra beasts.
    • Proof of work acquired thereby, strike a deal with the Nara: they provide us with chakra density mappings of Fire, work on acquiring similar maps for other countries through their connections with other Thinker clans, and give us other assistance/information (such as all their Forbidden Lore). In exchange, we give them a fraction of the chakra metal we acquire, and the right of first refusal on any interesting chakra beast pieces/other esoteric stuff we find.
    • We clear as many chakra sources as we care to.
    • We get chakra metal, high-tier Summons, leverage over the Nara, tons of money; we make a massive show of power.
    • Bonus: We get direct access to chakra sources. Studying them could have any sorts of interesting results; destroying them could bring a permanent end to chakra beasts.

Nah, Hidan is also S-ranker and he's just a guy with a scythe, his main shtick regenerative immortality. A better heuristic would be, I think, "someone capable of engaging any other ninja in spontaneous prolonged combat". As long as you're not an inconsequential threat to anyone even if they're attacking from ambush, you're S-rank.

Not really. Neither Mist nor Hot Springs have a Scroll, and other nations don't have chakra transfer bloodlines.

I think we are severely underestimating the strength of the chakra golem. Keep in mind Jiraiya, who probably had all the Toads available to him when he fought his chakra golem, still almost died. I'm genuinely concerned that whatever Summons we bring out to fight the chakra golem will just end up popping without making a dent, unless they have some very exotic ninjutsu to change things.

That is also a good way to establish ourselves as S-ranker badass, by virtue of killing Chakra Golems, and becoming invaluable members of the Leaf. Grandmaster F fallout? Not a problem anymore when your family killed Young!Jiraiya level opponents again and again.

I think we are severely underestimating the strength of the chakra golem. Keep in mind Jiraiya, who probably had all the Toads available to him when he fought his chakra golem, still almost died. I'm genuinely concerned that whatever Summons we bring out to fight the chakra golem will just end up popping without making a dent, unless they have some very exotic ninjutsu to change things.

I assumed we're going to use the Boss Summons+Elite Jonins equivalents of the Clans under a single-use contract. ("We need to murder something, it'll gives us massive influence, that will give your clan massive benefits, deal?).

To be fair, Hidan is a one trick pony whose trick is immortality.(also his damage transfer ritual)

Not really. Neither Mist nor Hot Springs have a Scroll, and other nations don't have chakra transfer bloodlines.

That we know how, i doubt there are only two Chakra transfer bloodlines in the entire world, but fair enough.

If we don't get the win we can always try again till we get a strat that works. Hazō doesn't have to expose himself to danger at all
 
Jiraiya also only had the resources of one clan. Assuming we can get something for Akane, we could potentially have the resources of 5 at once. I think it would be worth researching chakra golems and seeing if we can get a bead on their durability/tactics at least.
