  • Timeskip to either the end of the contest or the end of Hazou's consequence, whichever is sooner. The following are good to cover, but unnecessary; feel free to write them as you wish freely between the two of you:
    • Get Kagome's sealing students some research experience; suggest Nara sound seals. Talk with them.
    • Talk to either Mari or Akane (or both) about the Chekov's sword that is her feelings for him.
    • Tell Haru he did good.
    • Spend time with team uplift (individually, or as a whole)
    • Spend time with Ami
    • Montage of training Ebisu's clanless for the competition with Asuma
    • Turning in the remainder of Jiraiya's notes, now that Naruto's around to give those that belong to him to. (This frees up Kagome's time a bit.)
    • [Velorien scenes he has an idea of]
    • Skyslider progress reports and development
    • Hang out with Lee (kid needs support).

What, specifically, can we do to help a jounin we don't know?

We know her, we talked to her to obtain information on the Battle Of the Gods IIRC. On "What do to?", We can simply talk to her, share our feeling of helplessness(That she probably shares), talk about Uplift, ask for training, even ask Mari how to approach her(i would have said "offer her adoption" before the whole Akatsuki incident, but now our situation is too complicated) so...pretty much anything? Our lack of knowledge of Minori isn't because of some particular difficulty in talking to her, just a lack of interest in doing so.
Even a simple "Get to know Minori" or "Spend time with Minori" would be fine in my opinion.

My reasoning is simple: the same thing we're trying to do with Haru, only with a Jonin that is highly receptive to Uplift. We're not getting minions if we don't work on it.
 
IIRC the Pangolins were supposed to safely get XP from this as the incentive...but that doesn't work mechanically.
There's also:
Spoon shortage. What I can summarize is that summons live a long time, need breeding licenses, the Pangolins have most of their social stock in military service, and yet have a good chunk of the population fairly combat capable but not making the cut.

Sounds resource-constrained.

Now, if any pangolin who wanted to could march out to strut their stuff in real-but-safe combat in rich virgin wilderness and make a profit at it, military adventurism looks a good deal less appealing.
And the food benefits
Only one way to find out. Pandaa has consumed human path fire termites and enjoyed their novelty before.

Summons are extremely long-lived and are probably both controlling their populations' reproduction and in a state of constant endemic war due to food limits.
which would make food more important if true.

Gotta find out if those light seals will grow plants. If they do, it could be great for agriculture. 24/7 light for growing, and ability to grow underground or indoors would be huge.

My reasoning:
  • Action:
    • I find it rude to ask Velorien write the chapter that Eaglejarl wanted to write, especially when Eaglejarl mentioned that Velorien had stuff he wanted to do next chapter. It's unintentional rudeness, since we're overcorrecting in an attempt to be mindful, but it still strikes me as rude. I'd rather Velorien write what he wants to for this chapter and then have the next action plan be a beach day for Eaglejarl to write to his heart's content. Or, since the rules say that training/action plans are suggestions, let Velorien have free rein.
  • Keiko:
    • She almost died with Conjura, even though she wasn't fazed by fighting a boss summon. Her inability to dodge almost killed her, if not for spacetime oddities.
    • Her self esteem is high right now. Proper support could help mitigate/get rid of her self loathing. An encounter Snowflake would shatter that.
  • Akane:
    • Not sure what her skills are off the top of my head and I'm too drained to go hunting for a link to her character sheet right now. We can spend it later.
  • Noburi:
    • Let's bump his chakra points up to where he's a viable summoner, then, later on, use the remaining xp to spec him as needed to better fit the toads
  • Hazou:
    • We need more chakra for SC and I find myself interested in what a prolonged conversation with himself would look like.

I would want them to pursue a specialization that we aren't pursuing on our own. So, not storage seals, not dimensionalism, not biosealing, Kagome's got explosions covered. That may seem very limiting but remember, seals can do anything.

Off the top of my head, it might be a good idea to have one spec into sensory tech, using our casino seals as a starting point. It doesn't sound like the sort of thing that jives with our planned specialties, but at the same time it's cool and useful tech so it's worth having someone research it.

I'd give a cursory check with Kagome to see where they're naturally inclined to and then check with them to see if they have any particular passions or areas of interest. But otherwise, I like the idea.
 
One relaxing yet still useful activity Hazou should consider would be reading personal memoirs of Hashirama (if they exist) or factual recollections of his life (as unbiased as possible). It would give Hazou something to contemplate as he tries to achieve something similar with his Uplift plans and it would be nice to point out to all of the life ninja that:

"Look, no one is perfect. See? Here's a historical account of a time/event where even Hashirama wasn't perfect all of the time and he still ended up founding Leaf. Please stop threatening to execute me for every mistake I make. Thanks."

While we're at it we might as well have him read some basic protocol for Leaf ninja too. Maybe even have Haru fill him in on all of the obvious stuff any random Leaf ninja would know. I'm starting to lose track of how many times we've been kill-boxed but we're burning far too much political capital for the same IC mistakes over and over again.

I am aware that we sent the letters ages ago and that there is another letter still out there. Let's focus on what we can attempt to fix: Hazou's struggle to acclimate to Leaf society. Yes, being an outsider can have its perks when it comes to thinking of unorthodox solutions but at this point it no longer should be a weakness of his.

I will also note though that every time we act on our own, even if it is for Leaf's benefit, we have been severely undermining Asuma's authority (even if it was done under Hiashi's administration, yada yada yada, it still doesn't matter, we flaunted the authority of the institution). The next time he gives us an unpleasant mission we need to complete it to the letter. Furthermore, Asuma has every right to ask us if we will be willing to follow the orders of his successor absolutely as loyal Leaf shinobi should or if he should be concerned about us ignoring the office of the Hokage whenever we feel like it. Our whole relationship with authority is a mess right now... ugh...

The more I think on this the more I'm reminded of a certain IRL stumbling, stuttering failure of a Cheeto. Bleh.
