I pretty much agree, I just wanted to hear your point of view there.I don't know how I can make it more assertive without Hazou coming off as a douche. I was trying to change the tone of that conversation from apologetic to explanatory, with an undercurrent that Hazou doesn't accept a priori that he was wrong to do what he did.

We don't have to ACTIVELY decline the favor to decline it. If we don't accept the favor its either going to be perceived as a declination or she's going to go through with it anyway on false premises.
Like, if she treats us not actively declining as an acceptance, we should immediately begin sending her proposals for favors in the thousands by as many avenues of communication as we can, up to and including messages written in icing on cookies and pieces of coded information scattered throughout songs played by half a dozen minstrels across Water.

Mainly the fact that initiative checks happen before your character reacts. Thus you're not allowed to try to modify initiative in any way (with a few special-case exceptions), including spending FP on it. I forget why it's not a roll, but I suspect the desire for a rare moment of rules simplicity was a factor.
Thanks for the response. It makes sense @Velorien , since FP and such affect your ability to exploit the environment, and that doesn't happen with initiative since it's solely reaction time. I can imagine that there are cases where you might want to emphasize that one group is particularly disadvantaged by the environment, but that can be handled with fragile aspects on them.That's how Dresden Files RPG does it and we were trying to make as few changes as possible. Would you recommend the MfD XP curve (which I believe was stated somewhere as 3 average, stdev 1)? I'll probably start off the players as missing-nin for the sake of not having to simulate a village-worth of stuff, but things will likely still be episodic in the way that FATE games tend to be, so most XP will be given off-screen between scenarios.
