Allright, in the interest of representing the "Hazou needs a spine" sentiment, I'm going to offer a slight alternative. @Inferno Vulpix feel free to steal whatever you want. Sorry for hijacking your cursed plan, but I'd rather do this than pester you about edits.
Changes in orange.

[X] Action Plan: Spines for the Spine Throne
  • Add to Pandaa's message that there will probably be more Ami developments and we don't want to leave Keiko's feelings and input out when they happen.
  • Talk to Noburi:
    • He deserves a proper explanation of the Ami plot.
    • There was a reason that we haven't mentioned: we hoped there was a chance Ami and Keiko could reconcile.
      • Explain our suspicions about Ami's behaviour and the possible reasons for it. (@Velorien does this need to be more specific? I'm not sure how many of these suspicions specifically made it into Hazou's perspective.)
      • We didn't want to give Keiko false hope, and that's part of why we didn't want to tell her about Ami beforehand.
    • We also didn't want to make Noburi keep a secret from Keiko too.
    • We should've told Keiko immediately after returning, didn't expect the marriage letter.
    • Hazou is sorry for how things turned out. Does Noburi think he was wrong to even try?
    • Ask about how he thinks we can help Keiko when she comes back.
    • On the topic of estranged family.. (don't be pushy about this)
      • He seemed upset his sisters didn't talk to him after his match.
      • Does he want to go talk to them? We've got his back, if he wants to.
      • We're leaving Mist soon, no telling when we'll visit again. Is he ok leaving things as they are?
  • Avoid Shikamaru, it'll be better to be calm when we confront him and he probably has enough on his plate already.
  • (Once the second Ami letter arrives)
  • Grab Noburi and show the letter to Jiraiya. Help him find a clean shirt. In the process, quickly confirm conclusions:
    • Letter #1 was deliberately leaked through a compromised courier, implying courier #2 wasn't compromised
      • It also means it serves Ami's purposes to have the first letter leak, but not the second. Maybe she thinks it'll protect her?
    • Letter #2 leaves us the choice to go along with the marriage or not.
    • Letter #1 was pretty aggressive: likely signals that she prefers the former option.
    • If we run out of time, cover these later.
  • Do something calming and rote to relax a little, like making explosives.
  • Once Jiraiya returns, discuss the situation (include Noburi, and Keiko, if she's present):
    • How long before we leave Mist?
    • Second meeting with Ami. Should it happen? If so:
      • Should we seek a honest answer regarding whether she's in danger/wants a political marriage?
      • Would require better OPSEC. A walk across the bay, then a picnic?
      • We're a bit shaken from recent events. Any advice?
    • If Jiraiya approves, send a letter. Contents:
      • Decline the favour.
      • Set up the second meeting.
        • Place: "near" a random restaurant.
        • Time: tomorrow? (Jiraiya's call.)
  • Clear this section with Jiraiya:
    • Watch today's matches.
    • If anyone talks about Hazou and Ami: no comment.
I like a lot of these changes. Some are impractical for wordcount, and others I'm not sure on, but I managed to integrate what I feel are the most important changes while still staying under 400 words.
Reposting the plan once again, if anyone has anything to say about it let me know.

I don't know how I can make it more assertive without Hazou coming off as a douche. I was trying to change the tone of that conversation from apologetic to explanatory, with an undercurrent that Hazou doesn't accept a priori that he was wrong to do what he did.
I pretty much agree, I just wanted to hear your point of view there.

IIRC Ami offered and we didn't take her up on declining the favor, since we went in committed to not committing to anything.

We don't have to ACTIVELY decline the favor to decline it. If we don't accept the favor its either going to be perceived as a declination or she's going to go through with it anyway on false premises.

Like, if she treats us not actively declining as an acceptance, we should immediately begin sending her proposals for favors in the thousands by as many avenues of communication as we can, up to and including messages written in icing on cookies and pieces of coded information scattered throughout songs played by half a dozen minstrels across Water.

We did say we'd get back to her on the matter, though, didn't we?

"I don't think I asked for the mother of all favours," Hazō said cautiously. That sounded awfully like one of those things he had specifically precommitted against.

"They haven't set out yet. I can still cancel the whole thing if you like."

Damn.

"Can I think about it and get back to you?"

"Sure," Ami said, "but don't take too long. They're heading out in a couple of days, and I'm not so invested in this project that I'll burn all those favours for free."

Added the last of Roomba's Noburi lines in exchange for the explosives-drawing that Hazou's undoubtedly going to do offscreen anyways.

In the depths of the realm between realms, a defiant tune echoes.

The inhabitants of this realm toil tirelessly... for the time of mere planning has passed.

They place the pieces on the board.

They maneuver the major players into position.

They set forth the strategy meant to counter the gambits of the gods, those great oppressors most terrible and cruel.

They work to weave their wondrous wishes together from the supple strands of fate itself.

Above all, first and foremost amongst those lofty desires...

...that grand unifying cause, a wound from which bleeds inspiration and determination alike, a wound that needs healing...

...the single overarching consensus that drives them to such desperate action...

... they will get Noburi to make up with his sisters, God fucking damn it!

Mainly the fact that initiative checks happen before your character reacts. Thus you're not allowed to try to modify initiative in any way (with a few special-case exceptions), including spending FP on it. I forget why it's not a roll, but I suspect the desire for a rare moment of rules simplicity was a factor.

That's how Dresden Files RPG does it and we were trying to make as few changes as possible. Also what @Velorien said.
Thanks for the response. It makes sense @Velorien , since FP and such affect your ability to exploit the environment, and that doesn't happen with initiative since it's solely reaction time. I can imagine that there are cases where you might want to emphasize that one group is particularly disadvantaged by the environment, but that can be handled with fragile aspects on them.

While I have your ear for mechanics questions - how would you run Fated to Die on tabletop? I'm imagining character generation by giving players 1k XP, and then just running it with mechanics out of the rules doc. Compels back for the actual tabletop setting, but not sure what other changes would be good.

Choose an XP curve that you like, is the only other thing I can think of. Decide how many XP a 25%, 50%, 75%, and 99% ninja get per day, where the number reflects your talent -- a 99%er is more talented than 99% of ninja, etc. This lets you build your NPCs in a consistent way.

I love the idea that someone is using it, especially for tabletop! Let us know how it goes.

Seems reasonable. I have some difficulty imagining balance - for example, Itachi's XP curve must be through the roof to play on even ground at age 11 with what are probably above-average talent XP jounin who are three times his age. I suppose that is why there are legends of Madara and Hashirama and all, they were 4 or 5 standard deviations above the mean and lived to adulthood, and thus got to rule the world.

Would you recommend the MfD XP curve (which I believe was stated somewhere as 3 average, stdev 1)? I'll probably start off the players as missing-nin for the sake of not having to simulate a village-worth of stuff, but things will likely still be episodic in the way that FATE games tend to be, so most XP will be given off-screen between scenarios.

So I'm thinking about restarting the summoning scroll conspiracy. If anyone is interested please let me know
Now that we are no longer constrained by a month long time limit, and since the Ami situation did not reduce Hazō to a smoking pile of lightly charred yet still identifiable flesh, I am interested. Got any ideas on where to start?

I wouldn't try too hard to fit the canon characters the XP curve, since canon is ridiculous. Aside from that, it really just depends on how fast you want your players to advance.

[X] Action Plan: Spines for the Spine Throne
[X] The Plan I Never Got To Make But I Wish I Could
[X] Let @Velorien write what he wants, as long as Hazou marries Ami. We love and trust him.
[x] Happy Valentines Day, Gouketsu Hazou
[X] Keiko descends into unprecedented bout of depression, after burning out of her righteous fury. In self-flagellating act of desperation, unwilling to face her siblings or be a burden any more than she is, she reverse summons herself. She stays there until next match, which she loses due to lack of preparations or support from their more creatively-minded family. This defeat puts Keiko into a state of pure agonizing panic, which she tries to further escape by plunging herself into Frozen Skein. This act renders her comatose, leading to a whole slew of consequences, culminating in Mori Ami and Goketsu Hazou combining their forces to make a WMD capable of wiping out all realities where Keiko is dead. As their definition of "dead" includes "not there to begin with" our universe is destroyed as well.
[X] Action Plan: Reasonable Handling of New Information Mk CCLXVII Now With Less Keiko.
[x] Action Plan: Realise Kei is Dating Tenten
[x] Lore Update: Saving Private Nobby
[X] Steal Keiko's summoning scroll, get reverse summoned, then open 1000 rifts to the Out before desummoning yourself.
[X] Make a summoning contract with the Rift Denizens and then pit them against the Pangolin Reich Empire
[X] Start reading the Icha-Icha series.
[X] Hazou raises his hand to knock on Keiko's door, only to be tackled to the ground by a shadowy figure. It's Hazou from the future, attempting to save his past self from a terrible fate far in the future that all stems from this moment. Noburi knocks the future Hazou away and tenses to fight, but both Hazous immediately devolve into structured meaningful conversation about their goals and perspectives. After both sides have said their peace, future Hazou agrees to avert the terrible fate in a more productive way. As Hazou approaches Keiko's door again, he slips on a banana peel and hits the floor hard, rendering him comatose. Future Hazou hides the body and takes his place.
    [X] Plan: Drink alcohol
[X] Publically talk about the marriage proposal to Ami

Why are some ninja more exceptional than others?

Sure. Same basic plan as last time. First and most important is this will be a long term project. Something to be slowly built to instead of just rushing into. We want to go to Jiraiya with a the entire op planned out instead of asking for his advice to begin with so he was is more likely to give the go ahead. I would like to start with working under Kakashi or Gai regularly. We will want as much firepower as possible when we try to take on a summoner so having an S-ranker with us is super important. One of our best leads is we know the Condor Summoner has the capybara scroll as well. We have her last known location at the Hinnago Medical facility in Rice. We will want to do as much research into that as we can. At the same time we will want to have Kei do as much research into summoners locations by consulting with the Pangolins. Try to track there movements and find who would make the ideal targets. We will want to establish our own spy network to help track anyone we target. So deepening ties with the Yakuza is a must. We will also want to keep in contact with our friends from friends from the smaller villages. Try to find out if there's anyone we could target that could score Leaf political concessions. I'd like to spend sometime taking control of Mountain politically. This will give us more manpower to throw at the problem. Also since there are some players who oppose using lethal methods to take down a target I'd like to get Kagome working with the seal smiths in Mountain to develop new tools to enable us to capture a summoner
