I'm going to point out that using Banshees, Explosives, or other things that will startle the ninja is going to result in the same panic that was retcon'd just now. The "getting people drunk" wasn't the issue: the "scaring stressed-out ninjas" was the issue.
What we need here is an adjustable source of tension. The main problem with the whole plan is that we have no control over the crowd once a stampede or fight starts. We need something that will make the participants nervous, but that we can also easily and visibly eliminate as a threat if things look like they might get hairy.
The Tipserator is a mistake because, once we make the ninja drunk, they stay drunk and become even more unpredictable. That, in my view, is unacceptable.

Ninja will reflex like ninja do.

I don't think this makes sense, given the Chūnin exams have gone on for a while without incident. The difference between THIS situation and the PREVIOUS one is that the ninjas were far more spread out than here. Right now there are like 200 people in a small area which makes things far more likely EVERYONE is going to bump into EVERYONE.Yes but fights in clear visibility will not last as long as previous ones; proctors will immediately shout "STOP THAT RIGHT NOW". And responsibility for any damage is clearly on the fighters. Soooo, this sounds good?
Like, we did the same exact play inside during this event, no one started a fight. Reasonable to do it again and if they do start a fight, that's 90% on them

The tipserators' contribution to this debacle was mainly the LOS-blocking effect, NOT the stampede.NOTE: The previous chapter originally ended with Hazō triggering the tipserator (a misterator loaded with alcohol) to produce a sight-blocking mist, which gave someone in the crowd the cover they needed to detonate an explosive tag, which caused the stampede described herein, which caused all kinds of injuries and near-deaths, which caused a lot of anger between Team Uplift and the other Leaf ninja, which got the fourth event event cancelled.

Akane is simply too naive and short-sighted for us to be beholden to such promises (which, I might add, were made by Keiko). We should not sacrifice opportunities to come out ahead in the exams (and thus helping to secure Jiraiya's position politically and by extension our ability to use Leaf's resources to further our long-term goals) in order to satisfy her misguided conscience out of some silly romantic ideal that is itself misguided.
Delayed explosives are a thing, but nobody is going to take the risk: Mist has full ability to literally DQ everyone there because of that one idiot's actions, should a Henge break and/or someone gets hurt.Umm, actually, I don't know how we prevent this. I'm not necessarily beholden to using particular methods like banshees or whatever, but I do think it would be beneficial to try and figure out ways to get people to leave the grounds nonviolently. They get DQd en masse, no one is hurt, and we are completely blameless.
I realize this is a tough goal and it might be difficult / infeasible to pull off, but the benefits are such that it (or other goals in this vicinity) at least merits time considering. I think we work best when collaboratively refining ideas, but if we're going to go back to shooting ideas down on the basis of not wanting them to get traction, I'll just write up the plan myself.
