My bet is on a series of increasingly brutal wars in which democracy simply never arose or was effectively discredited in the eyes of the governing elites. Say, a timeline where the US fragments into a loose confederation of states that falls apart and squabbles, parliamentary Britain gets hammered into near-irrelevance in a massive war between the Nazis and the Soviets, who then have to deal with a frantically modernizing Japan and/or China and/or who knows what. World War Three certainly happens but culminates in some specific person (possibly an Augment, possibly not) taking over the planet. The Augment process is gradually lost, probably because the Augment warlord ruling the world wants to hoard the technology for themselves.

I'd really like to have an excelsior in each sector and border zone, but between our periodic wars and our expanding frontiers I just don't think its doable.
If it weren't for the Explorer Corps we'd have just about done it. Once we start hoarding Explorer Corps personnel to crew Ambassador and Enterprise, I think we may just be able to make enough regular fleet Excelsiors to accomplish the goal- and of course it will become easy once we start retiring Excelsiors from the Explorer Corps itself.
 
I don't think our new ambition should be anything where the timeframe is relatively fixed. Start the Ambassador Prototype was a clear goal with no known timing. Something like Put the Ambassador Into Service is a sham; we know exactly when it's going to happen. Same for the Kepler really, we can pin down when it will happen within 2 years.

We need an ambition that is uncertain in order for it to actually guide us properly.

I'm not really seeing the benefit to holding so many cruisers while we deploy Mirandas to cover events. That's not something they're even remotely good at. Can we not draw out two cruisers in exchange for keeping 3 Mirandas? Or better yet, keep the Mirandas, deploy another 2 Mirandas, draw out three extra cruisers for a total of 4 cruisers to distribute. The combat values would be the same.

The 8 cruiser 6 frigate force seems far more skewed towards cruisers than even I would like.

Leave all of them there, pull Connie-Bs or Rennies instead.

Edit: And the numbers don't even add up. A Connie-B, a Centaur-A and 3 Miranda-A's is 18 combat, not 25.

Something we should seriously consider are LBZ outposts to reduce our D commitment there by 5. I hope to see them in Snakepit. That will free up at least one ship. We'll still have a lot of responders even if D5 is covered by outposts.

The combat values would be the same, but cruisers can be in fewer places at the same time. There are two goals here:

1. Significantly reinforce the Cardassian Border Zone and Ferasa Sector.
2. Get a greater number of ships in our most critical zones so that even if two ships respond to an Event, there's still a ship available to respond to a second Event.

Sending out cruisers can accomplish the first, but does a much poorer job of the second.

That plan's TERRIBLE!

I'm not sure where this weird myth that Miranda-As are bad event responders comes from. We've had all kind of successful events attended to by Mirandas.

Not explicitly stated to be lost, but it is strongly implied in the narrative, since if the starship Enterprise-B couldn't return, how the heck could a whole station (plus the convenient concurrence that Aga Carmide was effectively working at half rp output for 20 years to get us that 75rp total):
"So what happened to the research colony?" asks Nash on a subspace comm to the still barely-functional Enterprise-B.

"They were still caught in some manner of closed loop temporal pocket, having been caught right on the fringes of the anomaly," explains the science officer. It is with considerable resignation and defeatism that Mentat Betarre shares the trick to matching temporal wavelength signatures with the anomaly, and the NX-01 returns through it to its original timeline. Not long after that, the Ranger-class Enterprise reactivates the anomaly and it too passes ten million years into the future as if through a wormhole. But as the wormhole closes behind the NCC-1701, it collapses to a very low energy state, threatening to strand the rest of the Starfleet crew. It takes the accumulated temporal research of the Aga Carmide staff to devise a way to use the massive antimatter storage of the USS Enterprise-B to open the way home again in a titanic blast of energy. But with the use of that energy, there is no way to form the subspace field that will propel the Enterprise-B back to safety. Samhaya Mrr'shan's final act as Captain of that proud ship is to declare an anti-matter based self-destruct, to sacrifice the Enterprise to eradicate all trace of human involvement in the system ten million years in the past, and to allow the USS Lion to return home triumphantly, with Maria Volkov, Samhaya Mrr'shan, Nash ka'Sharren, and Mentat Betarre on the bridge.
Furthermore, 2315 EOY and Nix's map assumes that the Aga Carmide research colony is gone.

As discussed in PM, the 105br needs to be fixed down to 95br to match the 2310 budget increase of 45br 30sr. Long story short, the redistribution of all the budget increases into member world contributions (specifically, the contributions of the original 4 members) back in 2310 resulted in an effective budget increase of 55br 30sr. All the annual incomes from 2310 onward, including 2315, have always used the 45br 30sr figure.

Something we should seriously consider are LBZ outposts to reduce our D commitment there by 5. I hope to see them in Snakepit. That will free up at least one ship. We'll still have a lot of responders even if D5 is covered by outposts.
I'd expect the requirements to drop down on their own before the outposts are finished. Do we even know they are still that high? The front page always listed it as D9 so it's no help there.
 
The combat values would be the same, but cruisers can be in fewer places at the same time. There are two goals here:

1. Significantly reinforce the Cardassian Border Zone and Ferasa Sector.
2. Get a greater number of ships in our most critical zones so that even if two ships respond to an Event, there's still a ship available to respond to a second Event.

Sending out cruisers can accomplish the first, but does a much poorer job of the second.


I'm not sure where this weird myth that Miranda-As are bad event responders comes from. We've had all kind of successful events attended to by Mirandas.

What I don't want to do is pull our our strongest combatants, the Renaissances.

We could do a diplomatic goal, like seeing relations normalize with the Sydraxians and Dawiar in the next ten years. That's something that we'd want but can't be certain of, and could provide some interesting event fodder.

Ok, here's what you're missing. It's fine if they fail as long as they were able to try.

I mean, the thing that has people freaked out isn't that we're failing too many events or even that ships are unable to respond in time. What is getting us dinged pp is when we have an Event and no ship can even try to respond because they're all busy. Having an extra Miranda that tries and fails its roll at leaves saves us the pp penalty from "no ship was availabel to try".

That's not something in our area of responsibility. It would make sense for FDS to set a goal like that, but for us it would be presumptuous.

One of our options for Starfleet Ambition at the beginning of the quest was to see two more species join the Federation. It's similar enough to me.

The two excelsiors finishing next year are the base model not the A refit. We have two refits finishing in 2318, as such I would recommend that the non-EC ship go in for refit (and maybe the EC ship as well) instead of the Excelsior.

You asked why people thought a ship performed one way, I answered.

That's not missing the point, that's reminding you that the "myth" you were talking about is hard canon.

And I'm not sure your plan even properly does what you want. Andor and Tellar are still single-ship.

Did we ever find out how event rate is decided? I seem to recall something where more homeworlds meant more events, but I'm not sure. I'm still fairly sure that single-ship is illadvised.
 
How many races are close to joining the Federation this year or the next? Or whenever we get around to letting them join us?
