Much to the President's surprise, you have informed her of your intention to retire at the end of the year. She has many nice things to say about your tenure in the hot-seat that is Commander, Starfleet. But what touches you most sincerely about your time in office is not words, but simply the slightly lost look on the President's face as she contemplates the end of an era. Eleven years you have lasted in charge of Starfleet, more than enough time to become part of the furniture it seems. Perhaps this is just as well then. It doesn't really do for a commander to become part of the political furniture.
It is a private meeting, and no one knows apart from President sh'Arrath and her closest aides. But nonetheless, the die is cast, there is no backing out anymore.
The rest of your trip to Paris is something of a confused blur. The violence in the Orion Union is high on the agenda, but much of the matter becomes sniping between the factions and Councillors, as the development and hawk factions put the boot into the pacifists and expansionists. However, with those two parties closing ranks, there isn't much purchase that can be gained. If the Orion Syndicate situation continues to drag on the next visit to Paris could be very hostile for your successor. You feel a bit bad at the possible fiasco you are leaving for your successor but, well, with as large as the Federation has gotten during your time, there's always a fiasco somewhere. It is now part of the portfolio.

During the meetings, the Councillor from Klivvar Proxima, Rihra Thaar, comes to you with the proposal that they require you to back as part of your earlier wrangling. They want to build a large auxiliary shipyard suitable for building vessels for your subsidiary commands and your merchant marine. It would consist of four one-megaton berths to start with, and would help make Starfleet self-suffiicient in terms of shipping once again. Apparently irritation over having to borrow half of your transport capacity was a bit more advanced than you had realised. After talking it over with Valentina Sousa, you are confident that it would operate without much guidance from your office; Shipyard Ops was more than capable of keeping it ticking over using the budgets assigned to the other departments, while cooperatng with Medical, Engineering, and Logistics Commands for scheduling.
The only question was which planet it should be built around.
In other matters, you meet with the newest Council addition. The Council by-election in Vega returned another Hawk with a potent majority in the form of Alexander Kwan, a domestic political ally of the late Hans Carmichael. You don't get to talk much, because it is a busy time, but in the time you do have Councillor Kwan speaks of his admiration for his predecessor and of the growing wave of hawkish voting in worlds near the Sydraxian borders.
