Well, you're committed now.

Much to the President's surprise, you have informed her of your intention to retire at the end of the year. She has many nice things to say about your tenure in the hot-seat that is Commander, Starfleet. But what touches you most sincerely about your time in office is not words, but simply the slightly lost look on the President's face as she contemplates the end of an era. Eleven years you have lasted in charge of Starfleet, more than enough time to become part of the furniture it seems. Perhaps this is just as well then. It doesn't really do for a commander to become part of the political furniture.

It is a private meeting, and no one knows apart from President sh'Arrath and her closest aides. But nonetheless, the die is cast, there is no backing out anymore.

The rest of your trip to Paris is something of a confused blur. The violence in the Orion Union is high on the agenda, but much of the matter becomes sniping between the factions and Councillors, as the development and hawk factions put the boot into the pacifists and expansionists. However, with those two parties closing ranks, there isn't much purchase that can be gained. If the Orion Syndicate situation continues to drag on the next visit to Paris could be very hostile for your successor. You feel a bit bad at the possible fiasco you are leaving for your successor but, well, with as large as the Federation has gotten during your time, there's always a fiasco somewhere. It is now part of the portfolio.

Commander, Starfleet: another term for Professional Fiasco Juggler.

During the meetings, the Councillor from Klivvar Proxima, Rihra Thaar, comes to you with the proposal that they require you to back as part of your earlier wrangling. They want to build a large auxiliary shipyard suitable for building vessels for your subsidiary commands and your merchant marine. It would consist of four one-megaton berths to start with, and would help make Starfleet self-suffiicient in terms of shipping once again. Apparently irritation over having to borrow half of your transport capacity was a bit more advanced than you had realised. After talking it over with Valentina Sousa, you are confident that it would operate without much guidance from your office; Shipyard Ops was more than capable of keeping it ticking over using the budgets assigned to the other departments, while cooperatng with Medical, Engineering, and Logistics Commands for scheduling.

The only question was which planet it should be built around.

In other matters, you meet with the newest Council addition. The Council by-election in Vega returned another Hawk with a potent majority in the form of Alexander Kwan, a domestic political ally of the late Hans Carmichael. You don't get to talk much, because it is a busy time, but in the time you do have Councillor Kwan speaks of his admiration for his predecessor and of the growing wave of hawkish voting in worlds near the Sydraxian borders.

Considering how over our defense target Tellar Sector is, I think we can spare some ships rather easily, thank you. Q2 will have another +5 built, a CentaurA finished refitting recently, and another Starbase in Q4. +13 total, so yes, we are covered, even if Rigel is a D9.

The refitted Centaur was sent to the anti-Orion fleet, and the ships in Tellar Sector are there to help fight off any Sydraxian raids. Yes, we could find ships if we really needed them... like, if say the Apinata enter the Federation a lot faster than we're thinking. But it's still pretty tight. Also, Starbases may add to the Defense requirement, but they don't help ships in the field confronting Syndicate cruisers Sydraxian raiders, or Cardassian cruisers. Do you really want to leave the Kumari without substantial back-up in the CBZ just because technically an Excelsior + a starbase covers the Defense requirement? They're still taking shots at Apinae ships in the most recent Captain's Logs.

Edit: Also, what would be the pp cost for turning Starfleet Personnel into a Vice-Admiral position?

I see more coreward growth once we get past the Sydraxians, so perhaps Selindra (Amarki), Tales Har (Amarki), Amarkia (Amarki), Lagh Cheg II (Tellar), Tellar Prime (Tellar)

I don't feel the need to do this until the TNG era,

Starfleet is growing, but we're not quite at that size yet. I'd rather have a singular Admiral for a while. Plus, the price will definitely go down over time.

Thinking we might want to put this [ ] [GOAL] Starfleet would see the replacement of the Constellation-class enter production by 2311.

as our 2321 goal. It's obviously pretty easy to hit but tbh I don't really have any other good suggestions. The Excelsior can't be replaced by 2321 as it would at best still be in the prototyping phase.

New member races is to trivial. I suppose peace talks with the Romulans could work.

Hmm, this actually isn't unreasonable. I suspect if we didn't have to do this, auxiliary ship construction would have to be scheduled on our existing berths. And in emergency situations, we'll likely have full access to those four 1mt berths, which at 50pp is a reasonable price.

While I agree that putting it near the center – or even spinward of the center – is a good idea, we probably want to put it far from the current conflict in Orion Space. I'd rather not get anymore 'Syndicate sabotages Federation Shipyard' events.

Maybe Ord Grind Duk?

Target number of hulls in service or in service/in build, something that would actually be a bit of a challenge. Someone else can probably math that quicker than I.

I think Constellation replacement is too easy, and will not net us a large bonus

I'm against this.

First, it locks us down.

With the new sheets, the new techs have a larger effect. New techs = new parts.

I propose sector flagships for all sectors.

This is something we want, something reasonably difficult, but definitely achievable.

Another potential goal is Home Fleet Excelsiors for the original four/X home fleet excelsiors.
