One of those +5pps was wrong, should have been +35br - already fixed up in the Captain's Log.

There was originally +15pp. It's now +10pp:

What's your stat line and fudge factors proposed? Is this with the new spreadsheet?

I've been told two years is what we need to allocate to research based on the "start in 2313 plan", so that's what I'm using. Since the new sheet doesn't even have fudge factors, I have no idea how to figure out how much research we need for that.

@OneirosTheWriter is 2 years of research before we can start building the Ambassador prototype reasonable to assume under the new paradigm?

Probably not - but fwiw, simply getting the Ambassador into production would be a suitable ambition.
 
Here's some ideas for Goals that we might be able to accomplish: keep in mind these are all highly speculative.

[ ] Ahead Of the Game: Complete All Tier 1, Tier 2,and 50% of Tier 3 Techs in major technology groups by 2321. (Shields, Weapons, Warp tech, etc, not including Doctrines or type-construction techs)
[ ] Grow the Fleet: Meet our target for Defense and Science by 2318, three years ahead of schedule.
[ ] Seek Out Strange new Worlds: Ten Explorer Corps ships in active service come 2321. (this is primarily dependent on not loosing any explorers, and will be easy to hit if we don't.)
[ ] Standardized Sector Fleets: An Excelsior and an Oberth in every sector fleet-and maybe two Renaissances for good luck.
[ ] State of the Art: Leave No Ship un-upgraded.
[ ] Red Cross/Red Crescent: Design and begin construction on Five Explorer-sized hospital ships or ten Cruiser-sized ones.

Excelsior seems doable, but Oberths will be replaced by 2330, and Rennaisances will not be done in time.

When the Cardassians come out of their seclusion we likely won't have an opportunity to do this safely. Likely one of our few opportunities to butterfly the occupation.

I admit; I spooked by how Hawkish the voting is getting in the regions bordering the Sydraxians. People there are scared and they have a right to be. That's why I want to get the Border Zone.

If we also eventually choose 'new Shipyard at Amarkia, 45pp (12 turns, 1 3mt Berth, 1 1mt Berth)' and given they already have 'Amarkian Arsenal (2x2.5mt, 2x1mt)' this would make Amarkia the second largest center of shipbuilding in the Federation, after Sol. That title seems to currently be held by Andor.

This is doesn't help move our industry out of the core four members. The places most tempting to me are: Ord Grind Duk, 15 Themis, and Amakria. Ord Grind Duk is currently the central system of the Federation. Given that the next central system appears to be Alukk, I don't want to preempt that shift right now. Meanwhile, 15 Themis puts the shipyard near our resource production, and lets us have industry in a system we otherwise wouldn't.

On the other hand, the Amarkians have been getting left out in the cold an awful lot lately. We've snubbed backing from the Hawks a couple of times now, we didn't want their military police, and Tellar Prime already has a Starfleet shipyard. This last point is most important to me, because I'm a fan of keeping our vital infrastructure distributed.

Actually, I'm hopeful that if we build at Amarkia it might be cheaper to expand on with a shipyard for non-support ships (that is, our normal ships) there later.

I think we are best off putting it over a major world. Good defense, and more importantly an easy supply of personnel and materials. Putting it on a frontier colony world just means there's a huge pain in the ass supply chain to get resources to the shipyards.
