-Each Free City will be strongly incentivized to take Infrastructure policy due to the doubling.
-This means they'll be building Governor's Palaces for themselves, which allows us to support more Free Cities.
-This also means they'll be building Massive Walls for themselves to become absurdly hard

The net result is that there will be an explosive growth in cities, which then tapers off as we get too much econ expansion and refund to gain more.

A bunch of semi-independent cities, each with massive walls and bureaucratic infrastructure. You couldn't ask for a better focal point for a rebellion.
 
We gained...some econ expansions, 0 Econ, 0 Martial.

They have their full stack
I'm almost certain we gained econ when propogating them; they have their martial but not all their econ

We only have 4 slots left for Palace extensions and we still need at least one unit of Shrine and one of Storehouses to fully meet our Admin Chief's recommendations of "best for Admin". Probably because we don't have a full staff of experts(Temple) or more advanced warehousing system
Do note that we gain palace slots fairly easily; 1 + ProvinceCount + Subordinate count/2, iirc. Still a concern, but not too hard to increase
A secondary finishes any palace annex.
Since the half price great Hall only took 1 progress, it should be 2 progress each, right? @Academia Nut could we do something like 2 arsenal, 1 shrine for a single main action, or are they actually 3 progress and it was more than half off for progress?
 
Nah. Main Integrate PTSD and double Secondary Arsenal. PTSD land will give us bonus Martial and econ while also covering our weak underbelly from a flanking assault and keeping them from doing something stupid again. We can't afford to be distracted by them in this war, either by them getting hit by an enemy or by them trying to break away while we're distracted.

Practically inevitable, the only solution for now is to set them up on our terms so we can cluster them in the core, which has them adding to Royal Power rather than giving more factional power to the fringes.

I'll grab the quotes myself after I'm out of the shower, but check the initial annex vote turn, ita based on provinces and subordinates...we started with 8 slots, had 10 I think by the time we actually finished it, and now have 11
