The original deal was unfortunately limited in scope.
Little matter, there are just a few necessary adjustments.
Supplying his chakra is draining Leaf dry. In exchange for
Material for the project
Free chakra for the duration of training
A voucher for a prank to be committed on Sunny
A Hug
Oro will supply a chakra generating creature sufficient to supply himself
A modified litter of octocats maybe?
On the subject of Noburi; he's still suffering under the delusion that cowardice is compatible with ambition.
It appears I need to be an example for him.
How about that sleep Bio-seal?
To keep things simple, a two hour procedure in Leaf General?
If you want to wrangle Sunny somewhere else feel free. We can go on a family picnic.
Speaking of family, you have Aunt Ren.
I don't mind.
No, really. I get it.
You needed an example of primordial sealing to learn the art
Kurosawa Ren, former Mizukage, was both at Nagi Island, and left without a power base after the rise of AMI in Mist.
You left Leaf after displaying an interest in my bloodline over it's obvious ability to pick up some information about runes.
You then returned to Leaf, meaning you acquired your example of runes
I then intercepted you on the way into Leaf to initiate this trade. You haven't had a reason to interact with her, beyond whatever secrets a politically stunted Kage had.
Which to be clear, I don't care about. I want to talk to Ren to
Clear up decade old family drama
If Uncle is curious, indulge him over a glass of sake. I'm the exiled prince of a clan of warrior poets, and it's the least interesting thing about me.
Learn what the hell my bloodline is supposed to do.
Return to the topic of the runic research. Hazou is interested in the topic of augmenting learning capability; and they're both well versed in the shadow clone technique. Does Orochimaru have any ideas for a method to select and copy certain memories in order to teach another?
… If not, is he interested in researching it?
Seal research:
Continue Jiraiyas Substitution seals with Hazou's intuition for prep.

I feel bad about criticizing art when it is so much better than anything I could ever produce, but those bolted-ons on Akane weird me out something fierce.

Yeah, the body just doesn't look like that shape-wise and it's sorta uncanny. That's actually what got me to drop More as my preferred sfw MfD artist and try out some other artists like Yuli, who I've had more consistent results with imo. More is great when they're great, but sometimes there's definitely some misses (when they rush, I suspect) and unfortunately we don't really communicate between initial concepts and final result for edits to take place

If you have Elemental (Apprentice/Journeyman/Master/Grandmaster) in (2/3/4/5) Elements, you may increase the cast by (1/2/3/4) Effects without paying additional chakra. This cannot increase the Effect above maximum allowable by your level in the ninjutsu.
It would be relatively cheap to buy Shadow Apprentice and Wind Apprentice for Kei, only 50 XP total.

If this rule takes effect it would actually save Kei a sizeable amount of chakra while casting Cloak of the Wind God.
  • Effect 1 = 57 CP
  • Effect 2 = 61 CP
  • Effect 3 = 79 CP
  • Effect 4 = 87 CP
  • Effect 5 = 113 CP
  • Effect 6 = 129 CP
Bumping down the chakra cost one tier is certainly noticeable, and is something we should try to get before delving the next dungeon. Repeated combat encounters really add up…

Finally, we're considering adding the following rule for Elemental Specializations. Discussion on this topic would be helpful, but do not get attached to the rule – we could well decide not to add it.
  • If you have Elemental (Apprentice/Journeyman/Master/Grandmaster) in (2/3/4/5) Elements, you may increase the cast by (1/2/3/4) Effects without paying additional chakra. This cannot increase the Effect above maximum allowable by your level in the ninjutsu.
    • E.g. ninjutsu-spec jounin with 3x Elemental Journeyman stunts, max Earth Element 52, Earth Wall 40. They cast Earth Wall at Effect: 1 (31 CP), and the Earth Wall would take effect with Effect: 3 (71 CP).
      • This would let the user defend with min(52, 40 + ¼*52) = 52, plus Earth Walls +(Effect*AB): 52 + (3 * 6) = 70.
      • With Elemental Advantage (against a Water ninjutsu), the user gets an additional +3*AB, and defends at = 88.
      • They save 40 CP.
    • If the ninjutsu-spec jounin instead had Earth Wall 30 (max Effect: 2), they could only increase the Effect to 2.

Is this only for jutsu that roll their own level? Or does it also decrease the cost of buffs etc.

If the EM rune is viable, we should consider how to defend against a nuke. Did we ever have Akane cast a second EM field on top of an existing one? How do overlapping (or conflicting) EM instances resolve?

"Chakra was meant to be a tool for peace. It was first meant to help men communicate and bring their spirits together. Have you never wondered how jōnin can project their emotions onto you? It is because of their abundance of chakra, which lets them share the inner workings of their souls with others.
@eaglejarl @Velorien @Paperclipped
If I may ask, would it be appropriate to ask for a minor point of clarification? Given the situation it seems something Hazō easily would have been able to figure out or ask about.

Specifically, I was hoping you could clear up whether Mikijirō was referring to the actual quantity of chakra in one's reserves or to something more spiritual when he said "their abundance of chakra." That is, if Hazō increases the size of his chakra reserves would he be able to project his emotions onto others? According to Mikijirō, of course.

Please let me know if this is the sort of thing you'd prefer in a plan! It seemed fair to ask and like it would save some hassle, but if you'd prefer otherwise just let me know!

Only if we also turn up the brightness.
We were told that doing limited colour + more light is super hard.

So we make a version with just colour and extended duration, and slap it into our MARS loadout.
So, we... glow blue? I don't really think that's gonna do much in a fight besides add some ambiance

I think it was pretty strongly implied it's not gonna be blinding anymore if we only use one color, not without juicing up the brightness. And by use MARS I assume you mean activate a bunch of them but idk if that's gonna cut it. I guess we can test it

As bright as the current strobe seals(which give us a tag on nearby enemies), but blue, and with a duration that lasts longer than 1 round.
"add it to our MARS loadout" means trigger it alongside our banshees.

When we tried to make the seal dramatically brighter AND coloured, we were told:
Difficulty check on Improved Strobelight Seals: Disappointingly, also Jiraiya. Hazō thinks he's trying to cram too much stuff into the package. Importantly, limiting the seal output to a single color diminishes the brightness pretty substantially, and then jacking up the brightness several orders of magnitude seems like it's too much for the seal design to handle (see: Macerators not being infinitely improve-able). If he picked one of (+color, ++brightness), he thinks this would be much easier to handle.
Unless I'm misreading quite badly, "keep the current brightness, but make it blue" is called out as much easier to make.

Idk I'm parsing "Importantly, limiting the seal output to a single color diminishes the brightness pretty substantially" as it being challenging to keep the original brightness, personally.
@eaglejarl @Velorien @Paperclipped
Can you please clarify which of the following was hazou's assessment:
  • "making coloured strobelights as bright as our current strobe seal is really hard"
  • "making coloured strobelights brighter than our current strobe seal is really hard"
Thank you.

You can't stack EM in any way, shape, or form. As I understand it, casting EM in an area where EM already exists simply causes your cast to fail.

Not that you'd be able to get close enough to an EM Nuke zone to cast it in the first place. By the time you're aware something's wrong you probably need to be sprinting away at full speed to merely survive.

Worse, the nuke doesn't have to be near you to kill you, it just needs to be within a few miles of you. Any solution that we create to keep Leaf safe from nukes would have to be able to 1) passively protect an area encompassing all of Konoha, miles outside its borders, and arbitrarily far up, 2) actively protect a similar range by allowing ninja to reach the detonation point and counter it through some means before the nuke gets going, or 3) tank the damage output of the nuke and still be alive. Honestly, as insanely difficult as it sounds, option 3) sounds the least impossible to me.

But more likely, there simply is no effective defense. Not within mortal means to achieve, not during the timeframe where we need to worry about nuclear strikes. That's why the prospect of proliferation was so scary.

1) passively protect an area encompassing all of Konoha, miles outside its borders, and arbitrarily far up
But this is extremely easy now? A rune of EM buried under Leaf could cast an EM field set to 71°F out to whatever radius, and then no nuke could be activated within that area.

Popping a nuke just outside the border could generate winds that retain their momentum, ofc. But the slurry of exotic material that leads to flash frozen / brittle debris would not be able to apply any "cold damage". A mundane wind storm seems well within the scope of effects a forcewall or air dome rune could handle.

If anything, the bigger problem would be the meteorological disruption, and with MARI+TH we already have the technology needed for aqueducts.

Not to be flippant, but this feels like good news. "Rune of SoCal Climate"

A few years ago I was back in my hometown ~an hour south of Los Angeles for a while and someplace nearby, inside the Mojave's borders hit ~124-125 degrees (51-52C) during the summer. My own hometown had the decency to keep the maximum to only 116 degrees (47C), coastal as we were.

Winters were great though.

It occurs to me that Hazō is steadily becoming a legendary figure on the Seventh Path, which will only accelerate once knowledge of our re-discovery of Runecraft inevitably becomes public. Hazō's certainly not going to have trouble getting contracts once this is all over.

Regardless, this is a golden opportunity to make Noburi a more worthy summoner in the eyes of the Toad Clan. We should suggest to him that he take on a more active role assisting us on the Seventh Path with the DRAGONWAR. Especially when it involves doing things that will be considered important or downright interesting to members of the Toad Clan.

I'm sure we can find some genuinely important work for him to do, the kind of thing that will earn him respect and will give him some great stories to tell.

We should do the same for Kei, largely so that the toad sages are willing to teach her, too.
