Is 4SOP not enough to unstagnate Hazou? Like, do we know that it's not enough?
It is not unfortunately

Why are we learning Rocket Boots? What is the reasoning?
To make RRB which is a massive jump in survivability for the Goketsu that are still alive (including Hazou.) Also unstagnates if we add bells and whistles per papers suggestions

We need to finish MS7 and start working on MS8. My preference is that on the other SSA branch we work on RBs and then RRBs to unstagnate. Then do 4SOP after we complete RRBs
This is my preference as well

It's jonin difficulty normally (chunnin with the notes), and Hazou's an S-rank sealmaster
That is fair. Hm.
First, Hazō does not necessarily need to finish a project to remove stagnancy. Similarly, a single project may not necessarily be enough to remove stagnancy, if the complexity is low. Fewer rolls will be required the harder the project is.
It seems that we don't necessarily have to finish RRB in order to remove stagnancy, and that if we push ahead without learning Rocket Boots the increased difficulty may be enough for us to remove stagnancy without completing the project.

Side note: All this really makes me want to level Calligraphy so we don't Seal Failure our way to Akane.

Difference being we can compensate for calligraphy with prep but we can't compensate for not having Alertness with prep.

I could be convinced either way, but it's been mentioned in the discord that working on 4SOP means that if the Hag or Minami Clan try to mess with the Goketsu Clan, Hazou can go to Asuma and say "I've been trying to work on that seal for the Tower, but these two are preventing that from happening. Plz help?"
I don't realistically think we can claim such. They're shunning Hazou so hard he can't do sealing research? Wouldn't that make it easier?

Asuma isn't going to intervene on our side here no matter what they say. He has nothing to gain and too much to lose by appearing to take sides.

I don't think working on 4FSP now gets us anything in that department compared to the counterfactual scenario where we work on it in a month or two.
Is 4SOP not enough to unstagnate Hazou? Like, do we know that it's not enough?
We do not know. However, given that Hazou is a jounin-bordering-on-essie sealmaster and we know that RBs won't unstagnate (another jounin seal made chunin-level by research notes). We have some very good reasons to suspect such.

We would need to make an infusion roll to determine whether 4SOP would unstagnate Hazou.

*grumbling in stay-at-home sealmaster*

Yeah, I'm belatedly convinced, I guess. I just feel that dropping everything to work on necromancy/Primordial Sealing is the to-do, and combat training detracts from that.

I would prefer to finish RBs and then use the decrease in difficulty for RRBs to make a better version (more activations, higher bonus). RRBs are going to be the workhorse of our entire Clan's buff stunts, and it makes sense to get them as strong as possible.

[ ] Action Plan: Trade Deals, Seals, and Reaching for the Heavens
Words: <300
  • Ino and the sale of Hazou's personal Goo Bomb seals
    • Internally:
      • Put on "Goketsu Clan Head" Hat.
      • The Yamanaka Clan Head wants a commission that eats into our best sealmaster's valuable time. Luckily, it's prosocial in intent, and our clans are allied. Allowances can be made where they might not otherwise be.
      • Trade in (and assume) good faith.
    • Initial Proposal (sanity checked by Mari)
      • Opsec Precautions:
        • The Yamanaka Clan promises not to sell them, reverse engineer them, etc.
      • Supply is for genin-use only
        • Each genin gets three seals, resupplied upon returning from missions
        • (be willing to negotiate up to an in-character reasonable amount, given Hazou's time constraints)
      • One Year Duration, revisiting the trade deal afterwards.
      • Goketsu Hazou will work to provide a backstock within the Goketsu Clan so that, should he be unavailable to resupply a Yamanaka genin, they're not inconvenienced.
      • We don't really need cash, so... what're the Yamanaka Clan offering?
    • Let Hazou-pilot and Ino take it from there.
  • Noburi
    • Now that the Hospital has slowed down, would you be willing to take a couple of weeks off to read the medical lootboxes?
    • Your medicals impressed Tsunade, and now it's time to blow her expectations out of the water. When we see her next, she'll be begging to take you on as an apprentice!
    • Also, ask Noburi...
      • To test if sealing an object sterilizes it (spirits are questionably alive)
      • Whether Arachnid Silk bandages would be an improvement for the hospital?
        • If so, donate a lot. We have ES50 and can afford to take a temporary hit on Arachnid Silk Trade.
    • Sealing
      • Finish Minato Seal 7, continue to Minato Seal 8
      • Rocket Boots

I don't think we've adopted anyone since the KEI jutsu exchange got going. Someone correct me if I'm wrong. @Inferno Vulpix you got that timeline?
No clue, sorry. I never paid the most attention to the details of our clan, and the visual timeline I'm assembling wouldn't include minor events with limited narrative presence (largely because I'm going off the QM timeline docs and the summaries there have their own standards for notability).

RandomOTP might be able to help you, though. On multiple occasions he's impressed me with his knowledge of people on the estate, so if anyone knows what you're looking for it's faflec ROTP.

Cultural Expectations Around Clan Adoptees
PSA: Ruling about adoptees
The Gōketsu adoptees (Mio etc) have been feeling cranky lately and in chapter 607 Snowflake mentioned that they have the legal right to leave the clan and return to the KEI. There's been player discussion about this and the QMs would like to nail down the cultural expectations:

Ordinarily, adoptees would be given basic clan techniques relatively quickly (although likely not day 1) but top-tier secrets would take much longer to earn. Born-clan will generally be given the basic techniques as children and will usually not get access to top-tier secrets until they are teens or twenty-somethings and have demonstrated sufficient power that the secrets are unlikely to be taken from them.

The sequence here went:
  1. The Gōketsu adopt people
  2. They immediately give the adoptees PCJ and other good stuff, but not FOOM or MARS (or probably some other stuff)
  3. They do not ask for anything from the adoptee
  4. The war happens and some members of the adoptees die
  5. Mio, and probably others, are angry because they feel that those adoptees might not have died had they been given the good stuff
  6. The Gōketsu OPSEC policy is updated and everyone, including adoptees, is required to give up all their ninjutsu

When you say the KEI Jutsu Exchange, do you mean the Official KEI Jutsu Exchange that we scared that one genin into going missing nin for having screwed over?

If so, I believe we adopted Jin and Mio after that event, in addition to the junior sealmaster and sealsmith.

There's also a chunnin(?) living on the estate who wants to be an Academy Teacher and wants to be adopted into the clan, but hasn't yet.

I am also wondering how this can exist at the same time as below?

Retroactively giving a dozen people access to a powerful range of techniques and seals is well outside of what a Declare should be able to do. You will only be able to change OPSEC policy going forward, not retroactively. However, as we did not explicitly state Hazō's policy or solicit feedback, we're not going to inflict in-universe consequences for past secrecy.

Did MARS even exist during the war? I don't recall.
I don't think it got used until we went after the Squirrel Scroll, which was a few months post-war. So I don't think it did.

EDIT: war ended in Ch. 501, MARS was created in ch. 521.

But OTOH our fellow clansmen could just be in-character wrong that we were holding out on them.
