Here's a thought--perhaps we could sell them to the Tower on credit? That way the Tower gets immediate use, we're not suspected of criminally keeping them for ourselves, and we have a guarantee of money coming in (if only in a month or two). This would also guarantee that we could sell the maximum possible amount of Skywalkers--that we don't lose some sales to other sealmasters.

So, what we would get from Tower in this scheme is a government obligation bill, right? Oh, all the shinies of stock exchange manipulations...

How many hours (and what other things) did we get as part of Keiko's bride price?
Shikaku died before the wedding, so are a large portion of the hours worthless (because they would have been his)? Or would they be hours from "The Nara head," so as to prevent problems like this from arising?

OK. I'll answer some questions.
  • Who owns our home loan?
The tower, since they are the only entity with large enough capital for buying a clan estate.
  • How much does the Tower have for seals/month?
  • When does the monthly seal budget refresh? (To have someone camping out.)
  • Who owns the land around Leaf/how much/how far out?
Konoha controls a further third of the kilometer raidus of land around the city. That means if you want to buy or settle land, ask the tower directly.
  • Who owns the random land farther from the major villages?
The Daimyo of Fire, except when there are settlements and farmlands, but the Daimyo will tax them.
  • What is the price of said land? (Both closer to Leaf and farther)
Price of land is usually dependent on how much rice or some other crops they can extract from you. Unsettled land are worth nothing. Price of land in Konoha's control may be worth something, but not much outside of the wall proper.

Tentatively and without having discussed it with the others, I'm going to say that they are serfs. Might change after discussion, but I suspect that's where we'll land because crapsack world.

There must be some freedom, because otherwise, cities and towns will die out due to lack of population infusion and there would be no new settlements.

I don't think that makes much sense, for once. It's a crapsack world, but Ninja don't care enough about civilians to keep track of their movement, and new villages are always popping up and vanishing too. I think they are more de-facto serfs: Only areas cleared and regularly patrolled by ninja are at all safe, so leaving them puts civilians in extreme danger. This ties them to the land without legally binding them to it.

Aye, Nakano has implied that non-urban civilians have the option to move. Granted, he could just be wrong.
 
Hill Daimyo have less powers since they are not feudal lords with knights at their service, so I don't expect them to be able to restrict peasant rights to the point of serfdom.

Sounds about right to me.
 
Seems plausible, although they probably still need to notify the local Lord when they move, for tax purposes. Simply taking off into the boonies without leaving a forwarding address must be frowned upon.
 
I'm waiting on confirmation / dis-confirmation of my existing answers before proceeding with other questions, but I'm concerned that some of them (like comprehensive civilian movement patterns) are so open-ended and tangential to the typical study of economics that it would not be worth even 200 XP to build a model to answer. As I understand it, the bounty was for economic & legal questions outstanding at the time of that GM post, not additional questions after the fact (which would require a separate - and, for some questions, much larger, bounty).

Also, for questions, I would limit them to 50 total, max. Focus should be given in relation to our current plans, not whatever happened to interest us.

If you think a question is too much I think you should just say so - you're better positioned than most of the rest of us to know what falls under "legal and economic" questions. I believe the point of the movement pattern question, for example, was to see how many free civilians there would be and how quickly, to see if it was worth keeping the land ourselves as a long-term investment, or if we wouldn't be able to find enough civilians for it.

No idea how to improve the plan. For all the talking most of the conversation relies on their answer to what they've been up to, which we can't reliably model.

  • Exchange condolences and commiseration. Ask who they are voting for(Hopefully Asuma). Possibly share that Goketsu secured deals for the hat, but no specifics.
  • The rest is a social call unless there's something specific.
Asuma:
  • Inquire Asuma's plan for the future. Hazo is worried about a world war breaking out. Do Asuma have a game plan for continuing the peace?
  • Suggestions:
    • Naruto's training for leadership needs to continue. Maybe Naruto could be personal assistant to the kage or similar position. Need to ask Naruto first.
    • Focus more on economic development as till'n'fill. Ninja magic will help grow the economy faster and save more lives.
    • Educational reform. Kagome, Honoka, and Hazo's experience with education suggests villages' education system are probably all bad in their own way. Improving the academy will give Leaf an advantage.

Rewrote the suggestion session. I should add in civilian assistance and working on legal/economic questions of land clearing.

I'd say that we should confirm who they're voting for (i.e., Asuma); asking may imply that we don't necessarily know (which is dumb, and Hazou pretty much already knows). Maybe "Confirm they're voting for Asuma."?

We secured deals for hat votes, not for the hat. We (as in the Gouketsu) aren't taking the hat. Yet.

There's some things I'd consider adding regarding Ino and talking more about Uplift, and other economic stuff, which I've said before, but it isn't necessary if we don't want to.
