The Nara just lost one of their sealmasters trying to *learn* how to make a Skywalker.

Think how many of the remaining sealmasters are Nara who potentially don't need to finish learning if we can submit their Skywalker tax for them...for money.
They have to show to the Tower that they can make Skywalkers, which... requires that they learn to make them.
 
So, uh...what is the policy if we turn in seals and the Tower turns us back by saying they don't have enough cash? Are we stuck with Skywalkers we can't sell? Are we allowed to trade them to other sealmasters for their quotas, or sell them to other ninja? Are we immediately arrested for treason for hoarding Skywalkers that we can't sell and don't want to destroy for no good reason?
Maybe we could just ask the Tower how much they're willing to buy and how much (if any) we can create for our own use? Seems like basic info that we should have. In fact, @eaglejarl , have we already asked this?
Does anyone see implications to this decision that might not be obvious to me?
If I were running Konoha, a sealmaster would only be allowed to scribe and/or infuse seals up to his own rating. (A genin-rank sealmaster could only produce genin seals, a chuunin-rank sealmaster could only produce chuunin and below seals, etc.) This would have the ironic implication that Kagome and Hazou, the inventors of the Skywalker seal, would not be allowed to make them.

Hyuga Hiashi might like that rule, come to think of it.

I suppose it's possible that a Skywalker is not inherently a jonin-level seal (that is, it's not that hard to make), but it's just priced like one because of its strategic usefulness.

To clarify: I was mostly speaking about the Tower's monthly 100 seal Skywalker Tax though, since I imagine it'd be easier to convince other folks to pay you off to free up 16ish hours a month that would otherwise be spent sitting at a desk scribing stuff for no money at all. If the Tower is cool with us working deals out with other sealmasters on general Skywalkers sales in the fashion you described, that would also be pretty cool!

They've got a budget each month and will buy up to that budget, first come, first served. I'll need to check in how much that is, but it's substantial.

No one is allowed to have skywalkers for their own use, and doing so is treason.

If the state Sealing budget is 50% of 24 million, that gives about 12 million modern USD of budget to spend on seals per year. Assuming a jounin : chunin : genin individual pay ratio of 10 : 3 : 1, and assuming there are 3 jounin, 7 chunin, and 20 genin sealmasters, one year's output should be on the order of:
 
So, if we're lucky, the state budget for seals is 120 million ryo per month and none of the sealmasters have the thirst for money like we do.

There's no market. They're a military asset. The Tower will hoard the first bajillion to stockpile for war, and will want to use them for military purposes in the short term while they still have a monopoly on flying.

But even if we only get R20,000,000 from Skywalkers - that's pretty good. That'll keep the debt collectors at bay for months.

Don't forget that the towers need other seals, such as explosives and specialty seal like banshee and force walls.

They hunger for Skywalkers right now, that's why the Tower made them a special category of expensive and created a specific tax for them. They want the sealmasters spending their time learning and producing them, probably until they reach some target number.

That seems far too low to me, but ultimately we're all guessing (including for the estimated budget) and we need to wait and see in story or get information from QMs

Here's a thought--perhaps we could sell them to the Tower on credit? That way the Tower gets immediate use, we're not suspected of criminally keeping them for ourselves, and we have a guarantee of money coming in (if only in a month or two). This would also guarantee that we could sell the maximum possible amount of Skywalkers--that we don't lose some sales to other sealmasters.

If the tower owned our debt, we could get them to lower interest payment and repeal part of our debt.

There is an estimate you can use on the spreadsheet, but the true number would be variable depending not so much on economics as the tactical/strategic needs of the day. Actually, a more accurate estimate would be based on the 15% Equipment Stipend portion of Clan Benefits with some % of surplus on top to account for mission-specific (as in, the Kage gives X seals to a ninja because they are necessary to fulfilling that specific mission) and non-clan uses.

The Kage has [discretionary fund + budget surplus (as described in the clan usage % PM) + bonds + money printing] to deploy on any line item they want, so they can deploy R250 million (easily) and up to R2 billion (with difficulty) extra in a given year if they need to do the equivalent of buying the Strategic Oil Reserve.

15% of R2.17 billion of Clan Benefits is R325.5 million, so R27 million / month is spent on the Equipment Stipend for clans, if 90% of that is seals then R24.3 million, if we add ~20% for mission-specific and non-clan use then it would be a total Sealing Budget of R29.19 million in an average month, but the Kage can raise this by almost however much they want if they feel like accumulating Seals.
 
I don't understand. If the Tower (or anyone) owes us money, we would like a high interest rate, not a low one.

By "owning" our debt, I meant that we have a mortgage with the tower for our estate. With the payment being low as it is, I felt it isn't probably the best use with the money the Tower might owe us for payment of skywalkers.

All sealmasters capable of making skywalkers are required to make at least 100 of them per month as a tax to the Tower. (That's about 17 hours of work per month.) After that, all additional production must be sold to the Tower at a standardized price of N ryō/seal, where N is 150% of the next highest-value seal (assessed on a per-element basis) has a standard rate. Currently N = R200. It's been made clear in a non-official statement that this is a temporary arrangement and if it results in an inadequate number of seals coming in then the tax will be increased.
As of the latest assessment, you are earning a total of R120,000 / month from skywalkers: R60,000 cash-in-hand from Kagome spending 50 hours / month and R60,000 cash-in-hand from other sealmasters selling to the tower. You are also receiving R240,000 / month into the credit account with the Tower. The monies earned to date have already been figured into your current bank balance.
I'm going to assume these numbers are going to be ported in to account for the larger value of Skywalkers (R3435 instead of R200)? If so, every month we're making 2.061 million ryo from Kagome making Skywalkers alone, 10% that from tower funds for having the patent, and 90% that as mission/equipment/other funds. That's a lot of money, we can pretty much guarantee making even with a minimum of work.

Ah. In that case, we could suggest that any Skywalkers that we can supply the Tower above and beyond what they can pay for in cash will be paid for by the cancellation of a corresponding part of the debt. We could pay off our mortgage in seals rather than cash! Or are you saying that this would be imprudent, given a low existing mortgage payment?

@faflec I'm pretty sure that a lot of the earlier sealing info posts have been flat out invalidated by more recent announcements due to the economics rework.
