They likely are. This is just a better plan for them because of inbreeding concerns with so few remaining Uchiha ninja.
Basically, regardless of the deal this is happening to those girls. The deal just decides which clan they are in when it does.

@TaliesinSkye has it right about the wood pulp - all pulping processes as far as I can tell are some sort of combination of chemical, thermal, and mechanical. So, Macerators spraying ground up wood into a steam bath ought to do the trick? Then bleach with whatever bleaching processes they use now, except using chemicals of a much higher purity grade through modified Usamatsu's purifiers.

Guys I'm taking another stab at writing a plan. Ill get it written up on SV when I get access to a computer later. Right now I've got plans for civvie management, starting an orphanage/academy for all the orphaned kiddos from the sealing failure, burning nara hours to do so, a keiko scene, and a mari scene. Any suggestions?

I'm just super leery about establishing contact so directly, tbh. If we want Yakuza contacts specifically there's one in leaf. Heck, we could arrange reconciliation with the Oyabun, have the underworld mirror the treaty above.

I'm honestly amazed harems of (properly vetted/indoctrinated) civilian women aren't the norm as a soft ninja breeding programme now that the GMs have thought of the idea and Kagome isn't waking up the day after the sealing failure terrified to find a half dozen young women in his bed and remembering them always having been there.
Also if the Uchiha can adopt in 3+ babies a year without adoption limit issues that means the children of clan member ninja with civilians are clan members. Does this mean out of wedlock births don't count as adoptions, or is the technicality that these civilians were part of the Uchiha (now Gouketsu) clan themselves?

Civilians are part of clans too, and presumably transfer clan membership down to their progeny even without ninjas being involved. It's adopting clanless ninja, aka ninja born to non-clan civilians or ninja, that you aren't allowed to adopt a lot of.

Now on to the Uchiha agreement. I have many reservations about the deal as stated, morally and ethically and as it relates to the ideals of Team Uplift. The only one I feel like I need to mention though is a caveat to ensure said adoptees are actually willing or some other exit clause for the once a year impregnation. Mari assured us they would be fine, but there are always exceptions and I don't think we'd appreciate having to rape someone (or hire someone else to rape someone) to keep up with legal demands.
That would be bad.

They are adopting from clan to clan, which is allowed. Though the other clans may be unhappy since they are moving from a regular clan to a founding one.

Will add asking Mari if this is a workable plan. The reason I want to see what Mist Yakuza will offer is we haves something they want. Where as Leaf Yakuza have no strong reason to work with us

- Uchiha Deal - No clan would sell a bloodline, and giving away his children as political pawns doesn't sit well with Hazou. Let's ask the clan their opinions and perhaps find some other way to rebuild the Uchiha, possibly by spreading the burden over the coalition.
- Land Clearing - Make sure the legalities are sorted, like whether they need to buy wilderness land. Look into what buyers would be willing to actually pay for farmland. Figure out how much they can actually clear with sustainable amounts of explosive seal use. Maybe ask Naruto for help? He might have enjoy it if he saw it as a skill training exercise. Maybe ask the civilian lumberjacks to sanity-checking plans. Look up some designs for farm irrigation works to make with digging/MEW, a water supply for paddy farming should add value to the land.
- Maybe look into paper making with the suitable softwood since there's a gap in the market now? Macerators might be a big help.
- Meetings - Agenda is that the anti-Hyuuga coalition needs to get organized so everyone's behind the scenes efforts are coordinated. Discuss paying the Hagoromo and other opportunities for the coalition to flip votes, and ways to ward off any Hyuuga efforts at flipping coalition members like offering Tsunade medical education funding.
- Civilians - Do what we can to get them sorted. Maybe recruit some of them to help with figuring our various schemes if they have useful skills and need work.
- Mari - Talk privately to Keiko/Akane/Noburi about our concerns about Mari. What is Keiko's analysis? Since we're asking Ami to work with Mari on politics, maybe Keiko could approach Ami about it if she could be helpful?

Yakuza have a whole thing about honor right? My best guess is that the leaf yakuza will be slobbering to work with us because 1. We are a ninja clan, and 2. We have shown to actually care about civvies 3. If they dont work with us, we'll work with their competitor instead.

Do not have children with people you don't know and trust intimately -- which Hazou does not to the prospective mothers.
Do not create sapient life for economic/political purposes.
Do not become a teenage parent.
Do not become a parent if your remaining life expectancy is shorter than the childhood of your hypothetical child.
Do not become a parent to a child you do not intend to raise personally -- which we know damn well the hivemind is not equipped to do.
I am horrified that we are even considering this.
On much less serious note, no way should we give the Uchiha the Iron Nerve if they won't let us keep any Sharingans.
Do not have children with people you don't know and trust intimately -- which Hazou does not to the prospective mothers.

Hazou is an adult in a position of leadership in this society, and will be an adult even by our standards by the time this happens in several years. We have the income and people to look after the children, so they'll be provided for and brought up in an attentive, loving environment.
